All CEs must promote summer meal service regardless of participation.
SSO Age/Grade Group Meal Pattern Portion Size:
Waiver purpose - Seek approval to serve only one age/grade group meal pattern at a summer meal site.
CEs must complete the web-based Seamless Summer Option (SSO) Age/Grade Group Meal Pattern Portion Sizes Waiver form. This waiver form will be available beginning May 1 through the end of the summer. To access this form:
1. Log into TX-UNPS
2. Applications > Download Forms
3. Select Form ID SNP-000

Once submitted, TDA will process the waiver and contact the CE to request any additional information needed. TDA will notify the CE of the approval or disapproval of SSO Age/Grade waivers for each site via email. Questions about this waiver may be submitted to TDA by email to SNPWaivers@TexasAgriculture.gov with “SSO Age/Grade Waiver” in the subject line.

Non-Congregate Service during Extreme Heat/Poor Air Quality
RELEASE: Non-Congregate Service during Extreme Heat/Poor Air Quality Waiver
TDA has released the new Waiver Request to Serve Summer Non-Congregate Meals in Cases of Extreme Heat/Poor Air Quality. This form must be used to report non-congregate meals served at outdoor SFSP or SSO sites when one or both of the following has occurred in the area where the site is located:
- The National Weather Service (NWS) issues a Heat Advisory, Excessive Heat Warning, or Excessive Heat Watch
- The Environmental Protection Agency has issued a purple flag or higher air quality warning for the area
Requirements
- Information on this form, including number of non-congregate meals served, must be reported for each individual site that served non-congregate meals on the reported date.
- CEs must submit one form for each day this waiver was used, although information for multiple sites operating on a single day can be entered.
- Sites must upload proof of the heat or air quality event (available from the sites listed above)
- Sites cannot serve non-congregate meals if there is an alternative, temperature-controlled site available to serve meals in a congregate setting.
- Meals served under this waiver must be served to children. Parent/Guardian pickup without a child present is not allowable under this waiver.
- Only a single day’s meals may be bundled at a time. Multi-day bundling is not allowed.
- Meal service times cannot be changed within 24 hours of the service time listed on the site application. If meal service times are changed, the site must make every effort to notify the community and post signage at the site about the time change.
To access the form, in TX-UNPS, go to either the SFSP or SSO module, select Applications, and then Download Forms (Form SFSP-009 for SFSP and Form SNP-009 for SSO). Note that the form can also be accessed from the waiver portal located in SNP-000.
Non-Congregate Feeding
Non-Congregate Monitoring Form
TDA has released a revised onsite monitoring form to be used by school districts when conducting mandatory onsite reviews of their Seamless Summer Option sites. The form was updated to include new questions for rural sites that have been approved to operate a non-congregate service this summer.

Extreme Heat/Air Quality NC Waivers
USDA has approved TDA's request to allow SFSP or SSO non-congregate service on days in which a Heat Advisory, Heat Warning, or Air Quality Index "purple" flag is issued. All operators must notify TDA via the Extreme Heat/Air Quality Non-Congregate Waiver Request form (updated version coming soon) and submit the form for each day that non-congregate meals were served.

Close SSO Site Application
1. On the blue menu bar, select Applications.
2. From the Applications menu, select Application Packet. The current year’s Application Packet screen displays.
3. Under Site Applications, select Seamless Summer Option. The Application Packet - SSO Site List screen displays.
4. Select the link under the Latest Version column. The Site Application History screen is displayed.
5. Select Close Site. The End Site Agreement screen is displayed.
6. Enter the Closed/Terminated Date. If the SFA is entering site level claims, the Days of Operation fields for this site will edit check with this date to ensure meals aren’t claimed after the entered date.
7. Select the Closed/Terminated Code.
8. Enter the Closed/Terminated Reason.
9. If desired, provide a description as to why the site is being closed in the Closed/Terminated Comment.
10. Select Save. The Site Application History screen is displayed with a message stating that the site’s enrollment is closed.
