I Love U Guys SRP & SRM Training
LCSS recently partnered with the Calcasieu Sheriff’s Office and the I Love U Guys Foundation to offer a Standard Response Protocol & Standard Reunification Method training in Lake Charles, LA on August 18th. This partnership also includes coordination and accreditation from TEEX, Texas A&M Engineering Extension Service, as schools review and incorporation best practices in their emergency operation plans. All I Love U Guys resources (https://iloveuguys.org) are offered free and intended to improve response when those unfortunate incidents occur on school campuses.
LA Sheriff's Association Conference
Several LCSS staff members were able to attend the LA Sheriff's Association Conference last month, where they had an opportunity to network with 60 of the 64 sheriffs in state. Building relationships and fostering effective communication among different agencies are critical to ensuring the safety and well-being of our schools. Conversations included standardizing the active-shooter trainings for schools with ALERRT aligned models, such as CRASE, ALICE, Avoid-Deny-Defend, and Run-Hide-Fight.

In observance of National Suicide Prevention Month, the Louisiana Center for Safe Schools (LCSS) wants to remind you about the importance of mental health. When you're feeling overwhelmed or need someone to talk to, please remember that help is available. Louisiana 988 is a free, confidential helpline that offers immediate emotional support. 988 specialists can help with problems big and small. Whether you’re dealing with loneliness, stress or anxiety, having thoughts of suicide or just need someone to talk to — 988 is here to help, 24/7. When someone calls, chats or texts 988, they will be connected to a helpline specialist who will listen to their concerns, provide support and connect them with local resources. You can share as much or as little as you want, and most people receive the help they need right there on the call.
You can call or text 988 anytime, or chat online at Louisiana988.org.
The helpline offers support for everyone and has specialized call, text and chat services for:
- Veterans: Call 988 then dial 1, or text 838255.
- Spanish speakers: Call 988, then press 2.
- LGBTQ+ under 25: Call 988, then dial 3.
- TTY users can use their preferred relay service or dial 711 then 988.

School Safety - Emergency Management Training for K-12 Campuses
New Date - November 6-7, 2024
The Louisiana Governor’s Office of Homeland Security and Emergency Preparedness has partnered with the University of Louisiana at Lafayette to offer no-cost training and technical assistance to local education agencies and schools to enhance their ability to plan and prepare for any hazard that may impact Louisiana schools.
Developing/Enhancing School Emergency Operations Plans (EOP) Workshop
This workshop consists of (2) 4-hour trainings intended to close the gap between researchers and practitioners implementing research-based the best practices for school emergency management planning according to US Department of Homeland Security, FEMA, US Secret Service, and the US Department of Education. Participants will review and discuss the whole-community planning process for partners within the school system and the response community. The training will also focus on building a better school safety exercise to prepare school faculty and staff by emphasizing national best practices and current state practices for responder trainings.

BTAM trainings - New Dates
We have completed the District/Regional Foundational BTAM Trainings and are pleased to announce that 415 attendees from around the state completed the training.
The BTAM Train-The Trainer/Facilitator Training sessions have been underway. The Train-The-Trainer/Facilitator Program is a two (2) day comprehensive training. Attendance of the Foundational BTAM Training is a prerequisite to attend this training.
As a part of the program, an Instructional Materials Guide (for the Train-the-Trainer facilitators) will be provided in order to redeliver a foundational, one-day BTAM training to your organization. Core course material will be provided as well.

Stop the Bleed Training and Bleed Kits
LCSS has recently purchased bleed kits for all schools in Louisiana with state funding! STOP the Bleed training MUST be completed BEFORE kits will be distributed. More information about distribution of bleed kits will be provided upon LCSS receiving the shipment of bleed kits. Keep an eye on your emails or this newsletter!
LCSS is also working with LA Emergency Response Network (LERN) to schedule Stop the Bleed trainings regionally across Louisiana. Our 2nd regional Stop the Bleed training with LERN will take place Friday, September 27th in Pineville, LA.
We are conducting Train-the-Trainer model for school districts to build capacity. We ask schools/districts to only send personnel that will be able to train your staff in the future on Stop the Bleed. Personnel will be taught how to set up classes, request training kits, etc.

CISA National Summit on K-12 School Safety and Security
The Cybersecurity and Infrastructure Security Agency (CISA) will host the third annual National Summit on K-12 School Safety and Security on Sept. 25-26, 2024. This virtual event brings together K-12 school leaders and practitioners to discuss and share actionable recommendations that enhance safe and supportive learning environments.
The 2024 Summit will feature panel discussions, sessions and keynote speakers covering topics such as violence prevention, emergency planning, youth online safety, student mental wellness, K-12 cybersecurity and student interventions and support. These sessions are designed to foster a nationwide dialogue on some of the most critical school safety issues, as well as equip school stakeholders and personnel with resources, training and best practices to apply in their local school communities.

NASP PREPaRE Workshop 1
Comprehensive School Safety Planning: Prevention Through Recovery
Project PASS, funded by a BJA/STOP School Violence grant, welcomes you to register for NASP's PREPaRE Workshop 1 - Comprehensive School Safety Planning: Prevention Through Recovery, to be held in Uptown New Orleans on Tulane's Campus on Sept. 30, 2024, 8am-4pm.
What? In this 1-day training, participants will learn how to establish and sustain comprehensive school safety efforts that attend to both physical and psychological safety. The workshop addresses critical components needed to develop, exercise, and evaluate safety and crisis teams and plans and conduct building vulnerability assessments. The model also integrates school personnel and community provider roles in providing school-based crisis preparedness and response activities. Additional topics addressed also include media/social media, communication, reunification, students with special needs, culture, and memorials. After this workshop, participants will be better prepared to improve their school’s climate, student resilience, and crisis response capabilities of school personnel. With updated research and strategies, this workshop makes a clear connection between ongoing crisis prevention, mitigation, protection, response, and recovery.
Who? For all school crisis team members, including but not limited to administrators, school mental health professionals, school resource officers, and community mental health staff who partner with schools.
How much does it cost? This training is FREE! Costs are covered by a federal grant.

LCSS Grant Updates
FY2024 LCSS grant awardees were notified and have completed their award packages. Districts have begun purchasing materials to begin their projects and can now request reimbursement in the GMPro portal.
After the LA Commission on School and Nonprofit Security meeting on September 30th, round two of the grant will begin. LCSS will select recipients for FY25 from the overflow of round 1 applicants. More information about these awards will be sent out at a later date. If your school/agency is not awarded for FY24 or FY25, do not worry; we hope to request legislative funding to provide a 3rd round of the grant in the spring of 2025.

Get A Game Plan App
The Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) has updated the features on the Get A Game Plan App offering people in Louisiana a new resource for developing and finalizing their emergency plans. The Get A Game Plan mobile app is designed to prepare Louisiana residents for emergency events with preparedness tools, guides and push notifications.
The Get A Game Plan App features include:

The LDOE’s Hurricane Preparedness Playbook includes best practices and expert guidance to support school system leaders before, during, and after a hurricane on topics such as hurricane preparation, mitigation, response, and recovery. It represents the guidance of experts from the private sector, academia, and government and was developed by the LDOE’s Protect Louisiana Schools Hurricane Preparedness Commission (PLSHPC).
Emergency Operation Plans (EOPs)
School Safety Act of 2023 (R.S.17-416.16)

District & School EOPs must be reviewed at east once annually and revised as necessary.
EOPs shall be prepared by each public school principal jointly with local law enforcement, fire, public safety, and emergency preparedness officials. The plan shall seek to utilize resources and information available through the Louisiana Commission on School and Nonprofit Security, R.S. 29:726.5 et seq.
When conducting the annual review of the crisis management and response plan for a high school, the school principal shall seek and consider input from the students enrolled in the school who shall be represented by either the president of the senior class or the president of the student council and at least one other responsible student selected by the principal.
The local school superintendent shall make an annual report to the public school governing authority on the status of the plan of each school under the governing authority's jurisdiction and shall submit a copy of the report to the state Department of Education and the Center for Safe Schools provided for in R.S. 29:276.5.1.
Each public school principal shall keep a copy of the approved plan in his office and shall provide a copy to the following individuals, each of whom shall be responsible for keeping in his respective office a copy of the plan that is readily accessible in the event of a school shooting or other violent incident or emergency situation:
- The president of the local school board.
- The local school superintendent.
- The chief of police of the municipality or the sheriff of the parish where the school is located, as applicable, as well as the local fire chief whose office is in closest geographic proximity to the school.
- The State Department of Education.
- The Center for Safe Schools within the Governor's Office of Homeland Security and Emergency Preparedness.
Classroom doors with locks shall be in compliance with all fire safety standards promulgated by the office of state fire marshal code enforcement and building safety of the Department of Public Safety and Corrections and shall remain locked during instructional time. Each plan shall provide that a locked door shall not obstruct egress.
Drills & Exercises

Within the first 30 days of each school year, each public school principal shall conduct a safety drill to rehearse the components of the plan including an active shooter scenario.
In addition, each school year, each principal shall conduct at least 1 additional drill during high traffic or transition points in the school day.
Not later than 7 days after each drill, the principal shall submit a written report summarizing the details of the drill to the local school superintendent. The superintendent shall comment on the drill to the principal, who shall consider the comments in revising the plan.
- Fire Drills must be conducted monthly per LA Fire Marshal regulations.
