Message from the USD 207 Board of Education
Fort Leavenworth School District Families,
We are already off to a great start for the 2023-2024 school year! It is an honor to serve the Fort Leavenworth community as the Board President of the top school district in Kansas. As we progress through the first quarter, I encourage you to take advantage of the many opportunities to participate around the district.
Our first district event is the Annual Freedom Walk, scheduled for Friday, September 8, 2023.
Another opportunity for parents to serve is on a school SITE Council. In USD 207, we are fortunate to have supportive and enthusiastic SITE Councils dedicated to playing a vital role in the school's activities that support student growth and achievement. In Kansas, SITE Councils are focused on discussing and supporting school improvement efforts through the accreditation process; ongoing support for students and staff of the school; making recommendations regarding school building budgetary allocations; enhancing efficiency and maximizing resources; and advocating for the educational needs of students. Our SITE Councils have been instrumental in support of our schools for many years, and the Board of Education values and very much appreciates their work and contributions.
I want to extend my thanks in advance to all parent volunteers who contribute significantly to the quality of education available to the students in the district’s four schools. This year, the implementation of the Visitor Aware Visitor Management System has increased the accountability of both our visitors and our volunteers. With over 60 volunteer applications submitted so far, I consider this a great response to the new, more thorough, process of becoming a USD 207 Volunteer.
I thank students for their dedication to learning, and parents for supporting them in their academic work and extracurricular activities.

USD 207 16th Annual Freedom Walk
Freedom Walks began in 2005 by the Pentagon as a way to celebrate freedoms, commemorate lives lost on 9/11, and honor service members and first responders. It continues to be of great importance to recognize the heroes we are surrounded by each day in the district, the community, the state, and the country.
Families and community members are encouraged to attend! Building-specific information is shared by your school principal.
Community Announcements
Please note the following:
- Beginning Thursday, September 7, 2023, event equipment will be placed on or near the track/field, limiting usage.
- The Track & Field Complex will be unavailable for outside use on Thursday, September 7, 2023, from 8:30-10:30am for event rehearsal and on Friday, September 8, 2023, from 7:00am-12:00pm.
- Parking at the District Office will be closed for outside use beginning on Thursday, September 7, 2023, at 4:00pm and will re-open at 12:00pm on Friday, September 8, 2023. Cones will be placed to indicate closure.
- Increased foot traffic will be experienced prior to and following the event.
- Walking is encouraged - event parking is not coordinated for community attendees (handicap accessible parking will be available at the District Office).

Message from Dr. Keith Mispagel, Superintendent
Welcome to the Fort Leavenworth School District, USD 207. We have effectively hit the ground running and are off to a great start. Whether you are a returning family or new to Fort Leavenworth, our focus is to achieve academic success for all students.
We are unique in both the country and the state as a “coterminous” public school district. Coterminous is defined as a state public school district whose boundaries completely reside on Federal Property. This title is held by only seven school districts in the country (3 in Texas, 2 in North Dakota, 1 in Arizona, and us).
Kansas Weather
While it has been unseasonably warm for Kansas, I expect the weather to become more like what we’re used to as we enter fall and gear up for a Midwest winter. Please make sure your children dress appropriately for outdoor conditions…it is not unheard of to start a morning with temperatures that are warmer or cooler than those at dismissal.
DoDEA Grants
USD 207 is fortunate to be a recipient of multiple grants as part of the DoDEA Education Partnership Grant Program, which awards funds to school districts with military-connected populations to support college and career readiness.
At the end of August, we received notification that a five-year grant for Project AVID was awarded to our District. With a primary focus on the improvement of accelerated learning and future-ready success, the goal of Project AVID (Advancement Via Individual Determination) is to address the academic needs of military-dependent students by targeting specific, measurable goals in increased math and reading skills.
Project AVID is designed for schoolwide implementation and an elective opportunity at the junior high school, while also providing teachers and administrators with professional learning opportunities.
As we begin our planning year for Project AVID, we will continue the implementation and sustainment of the following grants:
2022 - Project WIN: Well-Defined Individualized Novel Interventions
2021 - Project ARMIES: Anchoring Reading and Math In Exercise (Health) Sciences
2019 - Project PLTW: Project Lead The Way (PLTW)
Family Communication
A goal of mine is to continually improve communication and information sharing of district/school activities, events, and highlights. We are steadily increasing our presence on social media, regularly distributing school newsletters, and updating our website to increase transparency. While classroom teachers and school offices are frequently sharing the most recent information, we have created a communication archive on the website for parent/guardian access. Here, you will find school and district-level newsletters to refer back to with ease.

Welcome to the Fort Leavenworth School District, USD 207!
Throughout the beginning of this school year, we hope all our students and their families are enjoying their time within our schools at Fort Leavenworth. Our district strives to partner with you to help form the foundation for a lifetime of success for your child. As educators at USD 207, we provide learning opportunities for your child targeting their learning potential in order provide a foundation leading to a lifelong joy of learning.
In order to maximize learning outcomes for our students, educators at USD 207 work within a Professional Learning Community (PLC). A model designed for continuous improvement, our staff utilizes time during professional development, including early release days beginning in September, and throughout the school year to work interdependently to clarify and achieve common essential and priority learning goals driven by our Kansas Curricular Standards. Each teacher team then uses evidence of student learning to identify individual students who are meeting learning targets, need additional time and support, or are achieving beyond. The collaboration of teacher teams also extends beyond their grade level into vertical teams in order to support students in a progression of learning into future grades.
We value our partnership with you in your child’s education and appreciate the large turnout and participation in the recent Parent-Teacher Conferences. We also look forward to seeing you at the many school activities and events that will continue to occur throughout this school year. Community and school events are an important component of the educational experience for all of our students at Fort Leavenworth and we are grateful for your ongoing support of our schools. Our food service staff is dedicated to providing healthy food with safety measures for both staff and students alike. We are committed to ensuring a great breakfast and lunch experience for your children. We offer a strong variety of comfort and recognizable foods in our menu that are not only nutritious, but will appeal to and help educate your child about the importance of making nutritious choices. Please take the time to read about our food service program, meal prices, and more.

Message from Liddell Hobin, Director of Technology
The Fort Leavenworth School District recognizes that our students live in an increasing technologically focused world and that it is a core responsibility to provide students with the skills and experiences to compete and excel using technology in their academic life and beyond.
Access to technology is important, but being safe and responsible online is equally important. The Technology Department started the school year by meeting with students and teachers to review the Acceptable Computer Use Policy and identify Digital Citizenship. Check out our video for Chromebook Use. For parents looking for more information about digital content, we recommend the Common Sense Media website. This nonprofit organization identifies media and technology tools as well as provides recommendations on resources and helps families navigate the digital world as digital citizens.
Message from Jennifer Carpenter, Director of Transportation
School buses are designed to be safer than passenger vehicles in preventing crashes and injuries. This, along with required procedures executed by our Transportation Department, provides a proactive approach to transporting students safely each day. In the event of an emergency, our drivers and students need to know the procedures for safe evacuation. In October, all bus routes will experience an evacuation drill utilizing the front door exit. The next scheduled evacuation will be conducted in the second semester, utilizing a rear door exit.

Military and Family Counselors
Becoming a USD 207 Volunteer
At the Fort Leavenworth School District, we encourage family involvement and support in our school buildings. Family members and sponsored unit volunteers are invited to participate in our many engagement opportunities throughout the year. To ensure the safety of our students and staff, all visitors and volunteers will be screened before each visit utilizing the Visitor Aware Visitor Management System.
A school volunteer is present in the school for a pre-arranged purpose, donating time and expertise in support of USD 207 students and staff. Examples of school volunteers are individuals that:
- Attend Site Council Meetings
- Chaperone Field Trips
- Support Book Fairs
- Read to Classrooms
- Support School-Wide or District-Wide Events

Special Services
USD 207 provides special education services in the least restrictive environment, to the maximum extent appropriate, based on a student's individual needs. In Kansas, gifted services are provided through Special Education and, therefore, follow Special Education eligibility processes and procedures.

Inclement Weather Policy
In the event schools are closed for the day, USD 207 will make a determination for closing by 6:00 AM. Following the determination, notice will be provided to households via Skylert message. Additional notifications will be provided to all major television stations in the KC area, as well as, the Installation Operations Center (IOC) Office.
USD 207 will not dismiss school early or participate in delayed entry. Once the school day starts, we will remain open until normal dismissal and will be open as usual unless closed for the day.
Families may choose to keep their children home or pick-up early due to inclement weather conditions. These absences will be excused and work missed may be made up without penalty.

SCHOOL SAFETY
The safety of our students, staff, and families is a priority. While we currently have multiple layers of security in place, the additional safety/security features below will be implemented in the 2023-24 school year.
Visitor Aware
Visitor Aware is a visitor and volunteer management system utilized to increase the accountability of individuals granted access to our buildings. Within each secure vestibule, visitors and volunteers will be screened prior to entry by scanning a valid driver’s license (military IDs are not accepted by the software). If approved, a visitor or volunteer badge will print. These badges must be visible at all times while in our buildings.
Centegix
The Centegix CrisisAlert system is an internal support for student and staff safety. Each staff member is assigned an individual alert badge that communicates with beacons located throughout our facilities when activated. CrisisAlert then notifies key personnel with clear and critical information necessary to promptly respond to emergencies.
Ballistic Film
A ballistic film has been approved for installation on all ground level-accessible windows/doors and all school building vestibules/entryways. The film functions to mitigate hazards from shattered glass and delay intruder attempts.
BIKE RIDER AND WALKER SAFETY
Last year, families requested information regarding bicycle and walker safety. Please share relevant information with your students to help us maintain safety in our community. Awareness is key!
LTC Cronkhite, Director & Provost Marshall, DES, shares the following bullets during Newcomers Briefings. The bullets in bold are important reminders based on DES observations and are applicable to children and adults.:
- No bicycling is allowed on Grant Ave, through the National Cemetery, or within the Golf Course
- Bicycles must be walked across crosswalks
Bicycles may be ridden on sidewalks in either direction – must yield to pedestrians
Bike riders on sidewalks must announce when passing pedestrians – verbally or with a bell/horn
Bike riders in the roadway are required to travel with the direction of traffic
Note: Riding bikes side by side on the street and on the sidewalk makes it difficult for pedestrians and drivers.
PPE Required: Headlight (white), taillight (red), with reflective gear on torso (during darkness), and approved helmet

The Fort Leavenworth Safety Office provided the following references that support bicycle and walker safety.
- Fort Leavenworth Command Policy Memo: Individual runners/walkers must run/walk on sidewalks when available. If no sidewalk exists, the road shoulder may be used. Running/walking in the street will be the last resort.

PARENTS AS TEACHERS
The Fort Leavenworth School District (USD 207) partners with Leavenworth/Fort Leavenworth Parents as Teachers (PAT), a free parent education program. This program offers information, support, and encouragement to parents with the goal of fostering optimal child development during early years of life. Residents of the Leavenworth (USD 453) or Fort Leavenworth (USD 207) School Districts who are pregnant or have a child under 3 years of age are eligible for enrollment.
