At this meeting, District 25's Assistant Superintendent of Student Services, Diane Kaffka, presented an update on the changes being made to the District’s medication management procedure for the 2024-2025 school year.
The updates are intended to provide additional safeguards to protect the integrity of our school-based medication management for the safety and well-being of our school community.
The updated medication management procedures are an important component of the District’s response to the incident that occurred last year, detailed in this initial letter and this follow-up letter.
At the beginning of this presentation, Board President Greg Scapillato made a statement on behalf of the Board of Education.

A. Crossing Guard Locations
That the Board of Education approve the crossing guard locations as presented for the 2024-25 school year.Requests for crossing guard placements are considered on an annual basis, approved by the Board of Education, and set for the entire school year. Every year, the District collects data on the number of students and vehicles using intersections where crossing guards are placed. The District also meets with the School Resource Officers on this topic. Student and vehicular traffic counts continue to support many of the current crossing guard locations.
Crossing guards are funded through monies received from the Village of Arlington Heights.

B. Serious Safety Hazards
That the Board of Education approve the "Resolution to Continue Serious Safety Hazardous Busing for the 2024-25 school year."
This is an annual item presented to the Board. There are no changes to the existing hazards that were identified last year. Approval is required to claim State transportation reimbursement.

C. Presentation of the 2024-25 Tentative Budget
Assistant Superintendent for Business/CSBO, Stacey Mallek, presented the Board with the tentative budget for the 2024-25 school year.
Legally, this budget must be available for public inspection at least 30 days prior to its potential adoption. The proposed schedule is as follows:
- August 13, 2024 | Presentation of 2024-25 tentative budget
- By August 23, 2024 | Publish notice for public hearing
- September 24, 2024 | Public Hearing & Adoption of Final Budget

A. Guest Teacher Pay Rate Proposal
That the Board of Education approve the Guest Teacher Pay Rate Proposal as presented.
Assistant Superintendent of Personnel & Planning, Kendra Perri, presented an increase in pay rate for the District's Guest Teachers. The goal of this proposal was to incentivize more educators to accept Guest Teaching positions, thereby improving the District's ability to consistently fill teacher absences. The objective of this review was to evaluate the current pay structure to ensure an attractive and competitive pay structure for Guest Teachers, thereby enhancing the District's ability to fill teacher absences consistently and maintain a high standard of education for District 25 students.
The proposed increases were as follows:
- Increase the Daily Sub Rate from $128 to $140. This increases each level by $10 -$12/day with Level 4 increasing to $170 after 60 days of service.
- Increase the Long-Term Sub Rate from $210.00 after 25 consecutive days to $230 after 15 consecutive days.

B. Approve the ESP, F&N Services, Guest Teacher, OSP, and TCARN Employee Handbooks
That the Board of Education approve the following staff handbooks for the 2024-2025 school year as submitted:
- Educational Support Personnel Handbook
- Food & Nutrition Services Handbook
- Guest Teacher Handbook
- Other Support Personnel Handbook
- Teaching Assistant, Clerical Assistant, and Registered Nurse Handbook
Assistant Superintendent of Personnel & Planning, Kendra Perri, presented the handbooks of the listed employee groups for approval by the Board of Education. Annually the different employee group handbooks need revision based on changes that took place in the previous year including impacts on the working conditions, updates in the laws, and the compensation for the employee groups.

Superintendent Dr. Brian Kaye presented a transition plan to the Board of Education, detailing his plan for a smooth and impactful transition into his role as Superintendent of District 25. The transition plan presented demonstrated the expected timeline for engaging and learning from the community this school year.
