Hello, Region 11 CTE and CCMR!
As we look for the slightest hint of a crisp autumn breeze to grace our days, we are delighted to welcome you to the September edition of our newsletter. It's a season of transformation, growth, and renewed dedication to the incredible journey we are undertaking together in the realm of CCMR and CTE. We want to welcome all of you who are new to our region and congratulate those who have newly stepped into leadership roles for the 2023-24 school year!

September To-Do List
Review the 2023-2024 Student Attendance Accounting Handbook for updates.
Calendar time to review your six-week reports for the entire year.
Time to review Programs of Study for future needs. If you want to add courses in 2024-25, you must plan ahead!
Collect all Industry-Based Certification results from June 1 - August 31, 2023 (Earned/Passed/Failed) must be entered in PEIMS.
Gather a completed DD Form 4 "Enlistment/Reenlistment Document-Armed Forces of the United States" for graduates who committed to the military, perhaps recognizing future heroes under Friday Night Lights. (Submit in March 2024)
Set a plan for 2024 graduates who don't have CCMR earned- use CCMR Tracker to evaluate.
2023-24 is a CLNA year. (Link to Guidebook) Begin creating your committee. Required committee members are listed in the guidebook.
By the 15th day of school, all WBL training plans must be complete and on file (stored for five years).
Verify all teachers in CTE Science and Math Courses have completed required trainings in TEALearn and certificates are on file. (Access here.)

The following Texas Administrative Code (TAC) rule action was filed with the Texas Register for publication in the September 1, 2023 issue:
Summary: The new section establishes a set of standards to be embedded within each career and technical education principles course. The new section was adopted with changes since published as proposed.

2023 Final College, Career, and Military Readiness (CCMR) Student Listing
The Final 2023 CCMR Student Listing is released within the TEAL Accountability application. This data download contains CCMR data for 2021-22 annual graduates and 2021-22 non-graduating 12th graders, including applicable corrections submitted and approved through the 2023 CCMR Verifier. This data will be used to calculate the CCMR components for 2023 accountability ratings.
CCMR Outcomes Bonus Report Now Available (8/22/23)
CCMR Outcomes Bonus are paid annually for the accomplishments of graduates above a certain percentage threshold that have demonstrated college, career, or military readiness. The CCMR Outcomes Bonus Report is an overview of funding generated by graduates from the Class of 2020 and 2021.
The Outcomes Bonus Counts by District 2021 Graduates is now available within the Performance Reporting Resources page under Popular Resources and Updates and the Frequently Asked Questions CCMR Tab.
This downloadable spreadsheet includes 2021 graduates listed by district that met CCMR criteria. Please see the Texas Administrative Code for more details outlining the standards and thresholds established by the commissioner of education.

When will TEA collect CCMR Military Enlistment Data?
TEA will collect enlistment data March-May 2024:
Beginning with 2023 annual graduates for Fall 2024 Accountability, TEA will award CCMR credit to graduates for whom the district uploads the required military enlistment documentation. Districts must obtain a completed DD Form 4 Enlistment/ Reenlistment Document-Armed Forces of the United States from a student who has enlisted. Districts are responsible for the forms until the DD Form 4 submission window for 2023 graduates opens in March 2024. This will be a secure upload housed in TEAL Accountability, similar to the current CCMR verifier process.

Applications for New Awards; Perkins Innovation and Modernization Grant Program
SUMMARY:
The Department of Education (ED or Department) is issuing a notice inviting applications for new awards for fiscal year (FY) 2023 for the Perkins Innovation and Modernization (PIM) grant program, Assistance Listing Number 84.051F. This notice relates to the approved information collection under OMB control number 1830–0583.
DATES:
Applications Available: August 14, 2023.
Deadline for Notice of Intent to Apply: Applicants are strongly encouraged, but not required, to submit a notice of intent to apply by September 13, 2023.
Date of Pre-Application Webinar: For information about a pre-application webinar or potential future webinars, visit the Perkins Collaborative Resource Network (PCRN) at http://cte.ed.gov/.
Deadline for Transmittal of Applications: October 13, 2023.
Deadline for Intergovernmental Review: December 12, 2023.
Submitting IBCs
Reminders
- You are required to submit all IBC exams taken, passed, earned, and failed.
- Some IBCs require no second step to earn and can be entered as earned with the documented passing of an exam (held locally). Others require additional steps such as fingerprinting, background checks, submitted applications, etc. Be sure to know the difference!
- Each student can earn multiple IBCs, but the district can only be reimbursed for one over their entire high school career. (Have a process to manage this in case you are ever audited; the system does not alert you if a student has already been tagged for reimbursement.)
- A district can be reimbursed for a passed or earned exam but not for a failed one.
- Entering the cost in your student information system is necessary to gain reimbursement. Each SIS looks a little different; be sure to clearly know what is required! (Once the window for submission closes, there is no opportunity to correct for reimbursement or accountability.)

TCC Announces Free Tuition for Dual Credit Students (8/17/23)
Tarrant County College announced that the College is waiving tuition for all dual credit students following a unanimous vote by its Board of Trustees.
The waiver applies to all dual credit courses for the fall 2023 semesters. Students who have already paid their fall tuition for dual credit classes will receive a refund early in the fall semester.
"The TCC Board of Trustees made a bold move and voted to waive tuition for dual credit students to support the objective of more credentials for high school students, our future workforce," said TCC Chancellor Dr. Elva LeBlanc.

ApplyTexas Updates
The Texas Higher Education Coordinating Board (THECB)
THECB updates on the progress of the ApplyTexas project.
The redesigned experience will go live in Spring 2024! ApplyTexas will continue to support the ongoing application cycle for the academic year 2024-25 in addition to the new cycle for the academic year 2025-26.
Since January, the ApplyTexas team has made significant progress. Ongoing research and collaboration with students, counselors, and institutions utilizing ApplyTexas have been instrumental in shaping and implementing highly focused enhancements to the system. Additionally, the Apply Texas Advisory Committee remains closely connected to the work, providing consistent feedback on key product decisions.
- Fall 2023: Institutions will have access to materials regarding the new ApplyTexas experience that demonstrate to applicants what to expect when applying for Fall 2024.
- Early 2024: Institutions will be provided with technical requirements for integration and launch.
- Spring 2024: Student-facing launch of new ApplyTexas for all open applications.
- July 1, 2024: Student-facing launch of new ApplyTexas for all new applications.

Federal UNLOCKING PATHWAYS SUMMITS
New Grant Announced in August
Secretary Cardona announced the launch of a new $25 million Career-Connected High School Grant program. This program offers grants to consortia of local educational agencies (LEAs), higher education institutions, and employers to pilot evidence-based strategies to increase the integration and alignment of the last two years of high school and the first two years of postsecondary education to boost education and career outcomes for all students.
Grantees may use funds for a variety of different activities based on the need of the region, including additional dual enrollment classes; covering the costs of tuition, books, supplies, and other related expenses for low-income students; tutoring; other academic supports; transportation for students to work-based learning sites; the development of new career and technical education (CTE) programs in high-growth fields; or to support teacher training and buy new equipment needed to launch such programs (Homeroom blog).

Scope of Grant:
The purpose of the Camp Code program is to foster an interest in coding-related careers and increase the exposure of Texas middle school students to coding and programming through hands-on experiences in summer camps that include challenging and innovative concepts and experiences in learning, problem-solving and analytical skills.
The eligible population to be served under this Grant Award consists of individuals who:
- Are Texas middle school students, whether they attend Texas public or private schools, or are home-schooled in Texas, and
- have completed the fifth grade by the first day of camp but have not yet completed the eighth grade by the last day of camp.
An Eligible Applicant under this RFA is:
- Texas Schools, whether they are public or private, Texas schools on military bases, and Texas home school organizations that serve students in grades six (6) through eight (8);
- a nonprofit organization that serves Texas students in grades six (6) through eight (8);
- a general academic teaching institution in Texas, as defined by Texas Education Code § 61.003(3), that offers baccalaureate degree programs in engineering or engineering technology that is accredited by the Accreditation Board for Engineering and Technology or offer baccalaureate degree programs in computer science;
- an agency of higher education in Texas as defined by Texas Education Code § 61.003(6); Page 22 TWC RFA 32024-00037 Version 2.0
- an institution of higher education in Texas as defined by Texas Education Code § 61.003(8); or

As students, educators, and families go back to school, the Department announced key K-12 cybersecurity resilience efforts. The measures include the upcoming creation of a Government Coordinating Council (GCC) and the release of three K-12 digital infrastructure briefs. Along with the “Back to School Safely: Cybersecurity Summit for K-12 Schools” held at the White House, these efforts aim to unite leaders from the Administration, education, industry, and advocacy groups to make advancements on a critical issue.
Specifically, the Department will establish the GCC to coordinate activities, policy, and communications between and among federal, state, local, Tribal, and territorial education leaders to strengthen the cyber defenses and resilience of K-12 schools. By facilitating formal, ongoing collaboration between all levels of government and the education community, the GCC is a first step in the agency’s strategy to protect schools and LEAs from cybersecurity threats and for supporting LEAs in preparing for, responding to, and recovering from cybersecurity attacks.
Also, the Department and the Cybersecurity and Infrastructure Security Agency (CISA) jointly released “K-12 Digital Infrastructure Brief: Defensible and Resilient,” the second in a series of guidance to assist educational leaders in building and sustaining core digital infrastructure for learning. Furthermore, the Department released “Adequate and Future-Proof” and “Privacy Enhancing, Interoperable, and Useful.”

Full-Time Job Opportunities for Graduated Seniors
Throughout 2023, Southwest has had almost 1,000 recent high school graduates apply for roles at our airports. Roles often open and close quickly, so make sure interested students don't wait! Entry-level jobs immediately after high school include our Ramp Agent, Material Specialist, and Appearance Tech roles, among others.
ELIGIBILITY REQUIREMENTS
- Be at least 16 years old by June 1, 2024
- Be enrolled in high school or a graduating senior*
- Have a GPA of 3.0 or higher
- Have no more than five powered flight hours
