Lamoille North District Update
Lamoille North Supervisory Union l June 13, 2025
Dear Lamoille North Families, Community Members and Staff,
As we arrive at the close of another school year, I want to take a moment to extend my heartfelt gratitude to each and every one of you. The final days of school always bring a mixture of emotions—joy, reflection, pride, and anticipation—and this year is no exception.
Throughout the year, our students have demonstrated curiosity, resilience, and a growing sense of responsibility. Whether in classrooms, on athletic fields, through artistic expression, or in community service, they have shown us again and again the promise of our future. Their accomplishments—big and small—are a testament not only to their own efforts but also to the guidance and care of the adults who support them.
To our incredible staff: your dedication, creativity, and unwavering commitment to our learners continue to inspire. You have navigated challenges with professionalism and heart, always keeping the wellbeing and success of our students at the center of your work. The connections you build, the lessons you craft, and the encouragement you offer daily truly make a difference.
And to our families and community partners: thank you for your partnership, trust, and engagement. Your involvement strengthens our schools and reflects the shared belief that when we work together, we can achieve great things for our children.
As we celebrate the achievements of our graduates and the collective milestones reached by all learners and staff, let us carry forward the joy of this season. May the summer ahead offer rest, renewal, and time with those you cherish.
On behalf of all of us at Lamoille North Supervisory Union, thank you for being part of our school community. We look forward to welcoming you back in the fall with renewed energy and purpose.
Catherine Gallagher, M.Ed.
Superintendent of Schools
Lamoille North Supervisory Union
Don't Forget!
Despite a small chance for rain Saturday morning, our graduates, their families, and other spectators have a wonderful tent covering the graduation action and keeping out the elements.
Congratulations to our graduates, we can't wait to see you walk across the stage to accept your diplomas.
Celebrating Green Mountain Tech Students
Green Mountain Technology & Career Center held a wonderful Completion Ceremony for its students Tuesday, June 10th. The evening was an opportunity to celebrate a year of learning, skill development, real-world co-op working opportunities, and community service which many of our programs provided throughout the year.
This event celebrates the culmination of students' dedication to acquiring real-world skills across the Tech Center's 14 technical programs. 152 students were awarded Certificates of Completion, with several earning distinctions and Platinum status on the ACT WorkKeys assessment—a credential that signifies exceptional workplace readiness and can lead to college credits.
The evening exemplified GMTCC's mission to equip students with the academic, technical, and employability skills necessary for success in the workforce and continued professional learning.

Fond Farewells to Three Lamoille North Veterans
Three members of Lamoille North's core leadership team are saying farewell at the end of this school year and we wish them nothing but the best with their next chapters.
Jen Hulse, Director of Student Support Services -
Jen Hulse has dedicated nearly two decades to exemplary service in special education, demonstrating unwavering commitment, strategic innovation, and compassionate leadership. As the Director of Student Support Services at Lamoille North Supervisory Union, she has profoundly influenced the district by implementing research-driven practices, advocating for students, and mentoring staff. Her initiatives include introducing the Response to Intervention (RTI) model for identifying student needs, securing progress monitoring tools, and creatively addressing staffing needs through partnerships with national contracting agencies.
Jen has been instrumental in expanding district capabilities by recruiting the first full-time multilingual learner teacher for our growing number of non-English speaking families, and bringing in evidence-based academic programs. Her mastery of regulatory landscapes and ability to distill complex policies into actionable strategies has made her a sought-after advisor among educators, administrators, and policymakers. A former executive board member and board representative of the Vermont Council of Special Educators Association, Jen has also contributed at the state level, shaping inclusive education practices.
Respected for her warmth, humor, and insightful problem-solving, Jen's legacy is one of tireless advocacy and transformative impact on students’ lives.
At the conclusion of the school year, Jen is moving to New Hampshire to pursue her next chapter.
David Manning, Principal, Johnson Elementary School -
Using David's own words, he tells us, for the past 16 years, he has been privileged to serve as the principal of Johnson Elementary School. He says he has learned so much about education, children, and himself while watching educators teach, students engage in learning, and working with parents who are supporting their kids. David says his work has been the most challenging and rewarding experience of his career. He will miss being "Mr. Manning" to the children of the wonderful Johnson community.
Before coming to JES, David Manning spent 13 years working in middle and high schools. He is excited that next year he is returning to his roots while serving as the Assistant Principal at Lake Region Union High School in Orleans, VT.
Betzi Goodman, Principal, Eden Central School -
Betzi tells us that one of her biggest joys of being at ECS for more than 20 years is the fact that she has many 'grandstudents'. This experience allows her to sit across the table with former students that are now parents. Additionally, working on various committees has provided her the opportunity to work with amazing colleagues from around the district on the district Standards Board, literacy, report card, and social studies committees, and most recently with AdCo.
The next phase of Betzi's journey will be exploring and enjoying the outdoors in all types of weather! She says a heartfelt thank-you to all who have been part of her educational experience.
H454 Legislative Update - The Future of VT Education
As of June 13, 2025, Vermont's legislative Bill H.454, which aims to overhaul the state's education governance, quality, and finance systems, is in the final stages of legislative negotiation. Bill H.454 has passed both the House and Senate but with differing versions, leading to the formation of a Conference Committee to reconcile these differences. This committee, comprising members from both chambers, is working to produce a unified version of Bill H.454.
State education leaders expect a vote on the latest collaboration of the bill next week.
Key aspects of Bill H.454 include establishing a new education funding formula, creating a School District Boundary Task Force, and implementing a State Aid for School Construction Program. These measures are designed to promote equitable access to quality education across Vermont, regardless of a district's property wealth.
The Conference Committee is currently deliberating on the final details, and once an agreement is reached, the consolidated bill will be sent to both legislative chambers for final approval.
Summer EBT Benefits are Here
Vermont started issuing Summer EBT benefits on June 2nd. Most eligible children will receive the $120 benefit automatically. Benefits can be used to buy food at grocery stores, farmer’s markets, and online, where EBT cards are accepted.
The Vermont Department for Children and Families will send you a letter if your family will get the benefit automatically. If you already have an EBT card, the benefits will be added to that card. If you need a replacement card, you can call 1-888-354-0012 (Option 7). If you think you qualify, but you do not receive a letter by July 7th, please visit https://summerebt.vermont.gov/ to submit a short application.
Summer EBT benefits do not affect your immigration status.
In addition to Summer EBT, children 18 and under can receive free meals at any open summer meal site. All children are invited to get summer meals, even if you do not qualify for Summer EBT. Call 2-1-1 or visit https://www.fns.usda.gov/summer/sitefinder starting on June 20th to find sites near you.
