A. Five-Year Facilities Capital Plan

Presented by District 25's Director of Facilities Management, Ryan Schulz, the District's Five-Year plan shared the District's preliminary Five-Year Capital Improvement Plan, outlining upcoming projects and goals. A final list of recommended projects for the 2025 construction season is planned to be presented at a future Board meeting for approval.

That the Board of Education approve the Resolution Directing The Cook County Clerk To Abate The Increase In The 2024 Real Estate Tax Levy Due To Section 18-233 Of The Property Tax Code (35 ILCS 200/18-233)

Since 2022, the District Board has voted to reduce taxes by $3.7 million through abatements.

C. Bond Issuance Plan

Review of bond issuance plan for remaining referendum bonds and parameters bond resolution

At the August 23, 2022 Board meeting our municipal advisor, Elizabeth Hennessy of Raymond James, presented our recommendation to split the sale of the $75 million in bonds approved through the June 28, 2022 referendum based on bond guidelines and our expenditure projections. At that meeting, the board approved the sale of up to $62 million, with the intention of selling the remainder of the bonds in 2025. The bonds were sold as of August 30, 2022 at a premium, netting the District the first $60M of the bond proceeds and leaving $15M to be sold in 2025.

Elizabeth Hennessy presented a review of the bond issuance plan and presented next steps at this meeting.

Superintendent, Dr. Brian Kaye, updates the Board on Freedom of Information Act (FOIA) requests from the public. The following were the FOIA requests:

• Madeline Bavakis requested asbestos information; a response was provided on November 22, 2024.

B. Third Party (Independent) Audit of Board Policies & Administrative Procedures

This item was postponed from last month's meeting. This was presented by Superintendent, Dr. Brian Kaye, updating the Board on the current audits the District goes through. This topic was presented due to an open session discussion of the Board that resulted in a request to discuss the possibility of a third-party independent audit of District 25 policies and administrative procedures. To prepare the Board for further discussion, this presentation highlighted the different audits that have already taken place.

District 25 currently undergoes the following audits:

• Illinois State Board of Education compliance review (Full Compliance given in 2023)
• ROE Audits (Personnel, Student Learning, Student Services)
• Cybersecurity Audit
• Financial Audit
• Food and Nutrition Services Audit
