HCPS Reorganization Announcement
As part of our ongoing commitment to operational efficiency and fiscal responsibility, HCPS is implementing a strategic reorganization to address budgetary constraints while maintaining focus on our mission to serve students. This transition, which began on February 11, 2025, and will be completed on July 1, 2025, is designed to streamline operations while preserving essential services. The reorganization includes reductions, title adjustments, and reporting structure changes within senior leadership and other central office positions. The revised leadership framework protects our student-centered approach and seeks to support schools through an intentional network of instructional, operational, and student support services. Through these changes, HCPS remains dedicated to our students, staff, and community while optimizing resources and planning for a sustainable and productive future.
Elementary Teacher Planning Time:
Finding Innovation through Focused Collaboration
AASA, the School Superintendents Association, 2025 Winter Journal of Scholarship and Practice, has published an article by Katie Ridgway, Chief of Staff, which features the Superintendent’s 2023 initiative to seek innovative ways for increasing elementary teachers' planning time. Using a human-centered design approach, HCPS conducted focus groups with diverse stakeholders to identify challenges and brainstorm solutions. Three focus groups, along with a feedback session with teachers through HCEA, yielded creative recommendations, including adjusting the school day schedule, protecting half-days for planning, and implementing enrichment activities for students led by community partners. The results of the 2023 initiative were featured in a Strategic Focus Group Report and posted on hcps.org. The AASA published article concludes with a discussion of the process and its implications for other school districts nationwide facing similar challenges. Bullying Prevention Webinar Series for Maryland Educators
The Maryland State Department of Education (MSDE) is offering a six-part Bullying Prevention Webinar Series for Maryland Educators.

- Any educators who would benefit from deeper insights into bullying prevention strategies and intervention techniques.

Each session will focus on a critical aspect of bullying prevention and response:

2. Awareness and Understanding of Bullying Behaviors: Identifying physical, verbal, relational, and cyberbullying and their impact.

3. Strategies to Address and Respond to School-Based Bullying: Practical interventions and responsive actions to mitigate bullying.

4. Supporting Students Who May Be Vulnerable to Bullying: Addressing the needs of LGBTQ+ youth, students with disabilities, and other vulnerable populations.

5. Leadership and Professional Development Around Bullying Prevention: Investigations, capacity building, and school-wide implementation strategies. For school leaders, administrative designees, and aspiring school leaders.

6. Hate Bias: Exploring bias-based bullying and promoting inclusion to address hate-related incidents.

MSDE Seeks Feedback on the Draft PreK – 12 Mathematics Policy
The Maryland State Department of Education Mathematics Branch has released the PreK – 12 Mathematics Policy Draft on their website and is seeking feedback from all stakeholders! There is an option on their website to provide feedback through Monday, February 24, 2025, at 12:00 p.m. A public hearing will be held on Tuesday, February 25, 2025, from 4:00 to 5:00 p.m. Details about the public hearing will be provided on the State Board of Education Website.
Background: The PreK – 12 Maryland Mathematics Policy is a strategic initiative designed to transform mathematics teaching, learning, and achievement from early childhood through secondary education. This policy supports the foundational goals of The Blueprint for Maryland’s Future by ensuring that all students, regardless of background, have equitable access to a coherent and high-quality mathematics education. The policy includes recommendations to implement a structured mathematics program that develops student’s conceptual understanding and fluency in mathematical concepts, skills, and strategies. By aligning teaching and learning practices with these goals, the policy aims to prepare students to apply mathematical knowledge in real-world contexts, enhancing their readiness for daily life, higher education, and future careers. This focus on foundational and advanced mathematical competencies positions Maryland students for success within and beyond the classroom.

HCPS Celebrates Black History Month
African Americans and Labor
HCPS celebrates and honors the contributions of African Americans to the labor movement. This year’s theme is African Americans and Labor. To help HCPS celebrate Black History Month, students had the option to create and record their own videos, discussing and reflecting upon the historical context of African Americans and Labor. Havre de Grace Middle/High School
Started by Sonya Janouris, HDMHS administrative support specialist, and finished by members of the community, this Underground Railroad quilt is on display during Black History month in the library for students to learn about the ways quilt patterns were used to communicate messages to freedom seekers using the Underground Railroad system. Students are encouraged to learn about the pattern meanings and color their own quilt square to add to the space around the quilt.
Special shout out to Ms. Sarah Scholl for sharing this beautiful artifact and Sue Andrews and the student aids for organizing this display.
Church Creek Elementary School
Church Creek Elementary’s talented staff, especially the Healthy & Employable Team put together a comprehensive Padlet of Black History Month resources for teachers. The school also held a door decorating contest and had staff members read aloud each day showcasing Black authors. The school’s front hallway is fully decorated with books, banners, and images in celebration of Black History Month.
Special shout out to Ms. Claire Howard for sharing how Church Creek Elementary is commemorating Black History Month.
Bel Air High School
Bel Air High School celebrates BHM in grand style. This decorative door celebrates the many accomplishments of African Americans in the military by highlighting the bravery and contributions of the 6888th Black Female Women's Army Corps and the Tuskegee Airmen.
