The IWC serves English language learners in Pre-Kindergarten through high school, including:
- Newcomer students (immigrant students within their first 3 years in U.S. schools)
- Any student who is a speaker of a language other than English and is within their first 3 years in U.S. schools (including transfer students from out of state schools)

Objectives for today
Content Objective:
Participants will learn the LPAC process to identify, place and monitor PK-12th grade students classified as LEP.
Language Objective:
Participants will use new vocabulary in an oral discussion, write key points, listen as others present and provide comments/suggestions.

ESL Scheduling Requirements
- Exited students will be coded as an 8X in the Cat and Sch columns.
- Students that should be in the ESL program will be coded as a 2 in the current Funding: ESL column
Continued ESL Scheduling Requirements
- Parent Denials will have a C under the P_per column.
- Parent Denials will have a date under the DeN Dt column and a 7 under the Cat column
- The parent denial form must be documented. The form is located in the Bilingual Sharepoint Drive under LPAC Forms, labeled LPAC-8 Documentation of Explanation of benefits of Bilingual-ESL Programs.

-Missing last LPAC date
-Missing program entry date and/or exit date
-Missing Denial date
-Missing Category and/or Schedule code
-Missing Oral proficiency test date and score
-Missing Years in U.S. (starts in 1st grade)
-Coded as Non-LEP (98) but has TELPAS scores
Request The LEP folder/documents from last school attended
Pitfall: Parents fill out new HLS at time of registration and students may get coded
differently than original HLS when student first entered school. iTCCS has a filter that
indicates if student has taken TELPAS in the past, which may indicate participation
in a Bilingual/ESL Program.

How do I monitor ?
Print out the LEP Roster for 9 Week Monitored and the Exited LEP Students.
Review grades, TELPAS Levels, IEP, etc...
How Do I Document? eSTAR
An LPAC meeting must be held through LPAC Meeting Roster for all failing ELLs.
If a students is failing or at risk of failing
-A copy must be kept by LPAC Coordinator
-Teachers must sign and copy for their records
-A copy must be uploaded into eSTAR
-A copy must be kept in LPAC Binder
