Consent Agenda
The Governing Board voted to accept the consent agenda items. Items listed under the consent agenda motion are considered to be a regular course of procedure and are acted on by the Board of Trustees in one motion.
There is no discussion of these items prior to the Board vote unless a member of the Board, staff, or the public requests specific items be discussed and/or removed from the agenda. It is understood that the administration recommends approval on all consent items. Each item on the consent agenda approved by the Board of Trustees shall be deemed to have been considered in full and adopted as recommended.

Board Policies & Regulation
The Governing Board approves Board Policies 1325 and 1313 as part of the Consent Agenda. One of the roles of the Governing Board is to ensure District Board policies are reviewed, added, removed and kept up to date in order to keep the District legally compliant. The first reading of these policies took place at the September 19, 2024 Board Meeting.

Williams Quarterly Report: July 1 - September 30, 2024
The Governing Board approved the Williams Quarterly Report through September 30, 2024, as part of the Consent Agenda. Each quarter the District is required to submit a report reflecting any formal complaints that the District has received in the areas of sufficiency of textbooks and instructional materials, teacher qualification, and the condition of our facilities. The District has received no formal complaints with respect to textbooks, materials, teacher qualifications and facilities.

Measure R: Series 2024 General Obligation Bond Sales Results
On November 3, 2020, 61% of voters within the District voted to approve Measure R, which authorized $88,000,000 of bonds for school construction projects. The District issued its first series of Measure R bonds in 2021 for $15,000,000, and its second series in 2022 for $38,680,000. On May 2, 2024, the Board approved to move forward to establish a tax rate and on August 15, 2024, the Board prescribed the terms, authorized the sale, and issuances of the third of Measure R bonds (Series 2024).
Government Financial Strategies JPA will present the results of the successful sale of the District’s $29.32 million in general obligation bonds from August 27th.

Measure R: Change Orders 5A, 4B, 3C, and 6D - Modular Classroom Project
The Governing Board ratified the four (4) necessary change orders; 5A, 4B, 3C, and 6D, in connection with the Modular Classroom Projects. In accordance with the District's change order approval process, the following change orders are in connection with the replacement of the oldest portables located at Fammatre, Farnham, Sartorette, and Price Middle School.
The total change orders for larger modernization projects typically range from 6% - 8%. The attached change orders total $133,804.50 which represents a 1.71% change of the total contracts listed of $7,814,432.00.

The Governing Board ratified the three (3) necessary change orders; 1A, 1B, and 1D, in connection with the HVAC projects in the Common Area at Fammatre and Price. In accordance with the District's change order approval process, the following change orders are in connection with the replacement of the HVAC equipment in common areas (e.g., offices, libraries, multi-use buildings, etc.) located at Fammatre and Price Middle School.
The total change orders for larger modernization projects typically range from 6% - 8%. The attached change orders total $47,041.03 which represents a 2.04% change of the total contracts listed of $2,308,742.00

24-25 Local Control Accountability Plan Presentations for Bagby and Sartorette
The Local Control Accountability Plan (LCAP) is a three-year plan that describes the goals, actions, services, and expenditures to support positive student outcomes that address state and local priorities. The LCAP provides an opportunity for our schools and the district to share their stories of how, what, and why programs and services are selected to meet their local needs.
Mr. Michael Kretsch, Bagby Principal and Mrs. Debbie Stein, Sartorette Principal, will provide a summary and outline their 2024-25 Local Control Accountability Plan School Plan. These updates will include an overview of the goals, actions and services for improving student outcomes according to the eight priorities set by the state in alignment with the District's Local Control Accountability Plans.

Board Bylaw and Exhibit: Conflict of Interest 9270 and Resolution 24-25-04
The Governing Board approved the Conflict of Interest Board Bylaw and Exhibit 9270 and Resolution 24-25-04: Adopting a Conflict of Interest Code. One of the roles of the Governing Board is to ensure District Board policies are reviewed, added, removed and kept up to date in order to keep the District legally compliant.
Conflict of Interest Bylaw and Exhibit 9270
The Political Reform Act requires every local government agency to review its conflict of interest code biennially (every even-numbered year) to determine if it is accurate or if the code must be amended. The Office of the County Counsel has reviewed the above and resolution and no advised edits have been made to the Conflict of Interest Procedure 9270.

Next Board Meeting
The next meeting of the Cambrian School Board will be held Thursday, October 17, 2024 at 7 p.m. Meetings are held in person at the Professional Development Center located at 4115 Jacksol Drive, San Jose, CA 95124 in Building 7, and can be viewed online as well. Agenda and login information will be available the week of the October 17th meeting. The meeting is open to the public.
