Board Briefs are published to keep staff and citizens informed about actions of the Judson Independent School District Board of Trustees during the regular board meeting. The agenda was appropriately posted along with supporting documents. All documents can be viewed in Boardbook.
Public Hearing for the 2024-2025 Budget π΅
A Public Hearing was held to present information of the purpose budget for the 2024-2025 school year. Immediately after the hearing, the regular meeting began. The presentation can be found in Boardbook.
Superintendent Report π
The following items were discussed as part of the Superintendent Report:
- Construction Report-
Information and updates were presented by Mr. Brooks - We are complete with the Phase 1 of Perimeter Fencing and the design for Phase 2 is complete.
- Districtwide Gym AC improvements are underway with a Contractor to be approved during this Board meeting to begin work with Phase 1 schools (Coronado Village ES, Hopkins ES, Olympia ES, Salinas ES, Judson MS and Woodlake Hills MS).
- MOY to EOY Comparison/MS Student Performance-
Information was presented by Dr. Duhart-Toppen to include middle school performance trends and ongoing supports for students who need additional help in reading and/or math - 1st grade- Reading Goal 51%/Actual 60%; Math Goal 37%/Actual 30%
- 2nd grade- Reading Goal 55%/Actual 56%; Math Goal 37%/Actual 28%
- 3rd grade- Reading Goal 61%/Actual 54%; Math Goal 40%/Actual 39%
- 5th grade- Math Goal 45%/Actual 27%
- 6th grade- Math Goal 36%/18% Actual
- 7th grade- Math Goal 30%/Actual 15%
- STAAR Preliminary Results (EOC and STAAR 3-8)-
An overview of preliminary STAAR data was presented by Dr. Duhart-Toppen
- Vape Sensor Update-
Dr. Gosch presented an overview of incidents reported for student vaping was reported per month per campus. Campus administrators feel that the vape sensors are a positive addition to the campus, but do not feel additional sensors are needed at this time. The sensors have helped identify students in order to provide help and awareness of health issues and also could also provide a slight deterrence in the incidents.
Consent Items β
The following items were pulled for discussion. All other Consent agenda items were approved unanimously.
B. Consider and take action regarding approving the attached amendments to the budget for the 2024 fiscal year- pulled by Trustee Stanford; discussed that the end of year final amendment is a requirement to ensure districts do not exceed budgeted function; clarified that we have taken final budget amendments for board approval regularly; motion passed 7-0
C. Consider and take action regarding approving Expenditures Equal to or Greater than $50,000- pulled by Trustee Stanford; Ms. Stanford provided a summary of the purchases; clarification was given for the vehicle purchases- these vehicles are being purchased as part of the spend down plan for Child Nutrition; motion passed 7-0
K. Consider and take action regarding approving the pay for hourly staff during an emergency closure of Wagner HS per Board Policy DEA (LOCAL)- pulled by Trustee Macias; pay hourly employees who were sent home due to the HVAC issues at Wagner HS on May 28; motion passed 7-0
M. Consider and take action regarding approving adjustments to the 2024-2025 Instructional Calendar- pulled by Trustee Macias; Spring Break for 2024-2025 was moved from the week of March 17th to March 10th; motion passed 7-0
Discussion and Consideration of Action Items π
A. Discussion and possible action regarding approval of the Proposed Budget and Final Compensation Plan for the 2024-2025 Fiscal Year- motion passed 7-0
The Proposed Budget was approved with the following additions:
- 1% raise on midpoint for teachers, nurses, librarians and counselors instead of the $500 incentive
- Reinstate Communities in Schools at five campuses (Candlewood, Converse, Park Village, Woodlake Hills MS and Wagner) *Please note a change in this campus list to Woodlake Hills MS not Woodlake ES*
- Reclassify four positions based on TASB recommendations from the Pay Study Audit- Special Systems Administrator (IT404 to IT 405), System Administrator (IT404 to IT 405), Child Nutrition Dietician (AP 501 to AP 502), Purchasing Coordinator (AP 501 to AP 502)
B. Discussion and possible action regarding approval of a resolution for Disaster Pennies
The resolution allows the District to access $.035 for our Maintenance and Operations budget for one year. This will add an estimated $12 MM of additional revenue, which will decrease ur deficit budget; Total Tax Rate would not be increased; motion passed 6-0
C. Discussion and possible action regarding approval of Technology Purchases over $50,000 for the 2024-2025 School Year- motion passed 7-0
D. Discussion and possible action regarding approval of the Maintenance Department purchases over $50,000 for the 2024-2025 fiscal year- motion passed 7-0
E. Discussion and possible action regarding approval of the Transportation Department purchases over $50,000 for the 2024-2025 School Year- motion passed 7-0
F. Discussion and possible action regarding Child Nutrition Purchases over $50,000 for the 2024-2025 School Year- motion passed 7-0
G. Discussion and possible action regarding Special Education Purchases/Services over $50,000 for the 2024-2025 School Year- motion passed 7-0
H. Discussion and possible action regarding approval of Athletics Purchases over $50,000 for the 2024-2025 School Year- motion passed 7-0
I. Discussion and possible action regarding approval of Fine Arts Purchases over $50,000 for the 2024-2025 School Year- motion passed 7-0
J. Discussion and possible action regarding approval of Federal Programs & Grants Purchases over $50,000 for the 2024-2025 School Year- motion passed 7-0
K. Discussion and possible action regarding approving revision for the 2024-2025 JISD Student Handbook and Student Code of Conduct- clarification on defining inappropriate clothing; principals have the discretion; parents can request to review all materials used before opting out; motion passed 7-0
L. Discussion and possible action regarding approval of the selection for general contractor services for RFCSP 23-21 Cibolo Creek Middle School - Traffic Signal and Flasher Improvements- District pays for the purchase of the flashing lights and traffic signal then Bexar County continues to maintain the equipment; motion passed 7-0
M. Discussion and possible action regarding approval of the selection for general contractor services for RFCSP 23-22 Districtwide Gymnasium HVAC Upgrades Project - Phase I- CGC General Contractors was recommended as the contractor that will begin work with HVAC upgrades for Phase I which will be at the following schools: Coronado Village ES, Hopkins ES, Olympia ES, Salinas ES, Judson MS and Woodlake Hills MS; motion passed 7-0
N. Discussion and possible action regarding the approval of Employee and Staff Device Lease Program- Allows the District to plan for replacing and upgrading staff devices through Insight Financial Services; includes 4 years of accidental damage and repair services; motion passed 7-0
O. Discussion and possible action regarding approval of the Good Governance Handbook- Board members made suggestions on the handbook; intent is to approve handbook as a starting point then make changes and updates to the handbook as the year progresses- motion to approve the Handbook with items suggested by Ms. Stanford except for travel reimbursements which will be changed to 30 days; motion passed 6-1
P. Discussion and possible action regarding the approval of Bond 2022 purchase of Cameras- motion passed 7-0
Q. Discussion and possible action to accept the resignation of board member Jennifer Rodriguez and create a plan to fill the vacant position- motion passed 7-0
Recognitions π₯
Dr. Fields and the Board of Trustees recognized Jennifer Rodriguez for her years of service to the Judson ISD community. Ms. RodrΓguez was elected to represent District 5 in May 2017. She received her Bachelor's degree from the University of Washington and her Master's degree in Education from UTSA. She has worked in education for over 20 years, first as a teacher and most recently in the field of teacher development and support. Ms. RodrΓguez and her husband have lived in Judson ISD since 2007 but she has recently taken a job at the Gates Foundation! We wish her and her family all the best in this new adventure.
Applications to fill her position as a Trustee for District 5 for the remainder of the term will be accepted until July 18th.
