Greetings!
The Board Bulletin is published monthly following the voting meeting of the Board and is for informational purposes to keep the West York Area School District Community informed of Board happenings and is not intended as an official record of meetings. To view official meeting minutes, please visit BoardDocs and click on the specific meetings of interest. Each meeting's minutes are presented to the Board for approval at the following meeting. School Director Updates
At the February 18th Board meeting, Dr. Christina Dugan was officially seated as the newest School Director, filling the vacancy left by Director Siatkowski. She will serve in this role through November 2025.
A proud West York graduate and retired U.S. Army Lieutenant Colonel, Dr. Dugan brings a wealth of leadership and expertise to the School Board. She holds a Bachelor of Science from the U.S. Military Academy, a Master of Science in Nuclear Engineering from the Air Force Institute of Technology, and a Ph.D. in Nuclear Engineering from the Air Force Institute of Technology.
Please join us in extending a warm Bulldog welcome to Dr. Dugan as she begins her service to the West York community and our students!
Serving on the School Board is no small commitment, and we extend our sincere appreciation to the five other community members who stepped forward to be considered for this seat: Mr. Chad Deardorff, Mr. Eric Miller, Ms. Lois Gunnet, Ms. Melinda Lapp, and Ms. Jayme Shah. Their willingness to serve and support our schools reflects a deep dedication to the West York community, and we are grateful for their commitment to our students and their future.
Also, at the meeting, Director and past Board President Mr. Lynn Kohler announced his resignation from the West York Area School Board after nine years of dedicated service. His leadership and commitment have made a lasting impact on our students, schools, and community, and we are grateful for his contributions and wish him all the best in his next chapter!
Board Meeting Highlights
Tuesday, February 18, 2025 - Board Voting Meeting
- A roll call of Directors was conducted, followed by the Pledge of Allegiance.
- The minutes from the February 11, 2025, Work Session were approved.
- Mr. Will Plappert, High School Student Council Vice President, shared updates from the High School.
- The cast of "The Addams Family - A New Musical Comedy" shared a preview of the show for the School Board and guests.
- Dr. Davies shared updates from the District in his monthly report and thanked all of the Board candidates for stepping up to serve the District and community through Board service.
- Public Comment:
- There was no public comment.
- Six candidates for the vacant Board seat shared a final comment before the Board voted.
- The Board voted, and Dr. Christina Dugan was the successful candidate. Dr. Dugan took the oath of office and is now seated as a member of the West York Area School District Board of Directors.
- Action was taken on the following items:
- LIU General Operating Budget 2025-26
- York County School of Technology Budget 2025-26 (this was not passed)
- Childrens Home of York MOU
- Driver Recommendations
- Student Expulsion 1-24-6705-12
- Student Expulsion 2-24-7286-13
- School-related Trip - PMEA Region 5 Band Festival
- Use of Facilities
- West York Cheerleaders and West York Boys Club Cheerleaders
- West York Wrestling Booster Club
- Winter 2025 Graduates
- Personnel items to include new hires, transfers, resignations, volunteers, etc.
- Approval of monthly financial statements.
- Informational Reports, including the district rentals, enrollment reports, and conference reports, were shared.
- Other Matters included:
- Director Lynn Kohler announced that he would be resigning from the School Board and that this is his last meeting. Several Directors thanked Director Kohler for his service and friendship over the years.
- President Rice adjourned the meeting.
Work Session Highlights
Tuesday, February 11, 2025
President Rice called The Work Session to order.
A roll call of Directors was conducted, followed by the Pledge of Allegiance.
The minutes from the January 21, 2025, meeting of the Board were approved.
Ms. Appnel shared a Comprehensive Plan presentation.
Discussion items included:
- 2025-26 LIU General Operating Budget
- 2025-26 YCST Budget
- Childrens Home of York MOU
- First Policy Reviews
- Technology Upgrades
- Winter 2025 Graduates
- Use of Facilities WY Boys Club and WY Cheerleaders
- Other matters for discussion included:
- There will be one expulsion on the voting agenda.
- Personnel Recommendations for action at the February 18th Board Meeting were shared with the Board.
- Committee Reports:
- Note that internal committee minutes are attached to the Work Session agenda in the month following the committee meeting.
- Internal Committees:
- Budget and Finance Committee - Treasurer Gettys reported that we had a preliminary look at the 2025-26 budget and are looking at tiered savings.
- Cocurricular Committee - Director Rice shared that the next meeting would be on March 18th at 5:30 p.m.
- CEC Committee - Director Shope reported that the next meeting is February 18th, prior to the Board Meeting.
- Educational Programming Committee - Vice President Hamme reported the minutes from the January 14th meeting are attached to this agenda. The next meeting is March 11th.
- Facilities Committee - Director Kohler reported some updates on the Athletic Complex plan, and looked at budgeting going forward to ensure the District's facilities needs would be met.
- Foundation for the WYASD - Ms. Schlemmer reported that a meeting is scheduled for the first Tuesday of the month, and that the new Director of Communication and Engagement will be working with the Foundation. A 50/50 drawing was held at a recent athletic event.
- Wellness Committee - Ms. Holman reported that the committee reviewed policy.
- External Committees and Boards:
- West Manchester Township Recreation Committee - No report.
- York County School of Technology - Director Harlacher reported that the budget is out for 2025-26 and that a feasibility study for expansion is underway.
- York County School of Technology Authority - No report.
- York Adams Academy - President Rice reported the budget was approved. An additional $100 per student will be added per student seat. We currently have 12 seats. Good things are happening there.
- York/LIU Joint Authority and LIU Board of Directors - Treasurer Gettys reported that the IU Budget is available, and the minutes are attached.
Public Comment:
There was no public comment from a parent and a student.
President Rice adjourned the meeting.
