A quorum of the Pecos-Barstow-Toyah ISD Board of Trustees met for a Regular Board Meeting on November 18, 2024, at 6:30 p.m. in the PBTISD Board Room. The following items were presented, discussed, acted upon, or approved.

Strategy III, Result 1: Showcase students and staff throughout the District.
3.A. Recognize Pecos High School Seniors who are Career Ready
Congratulations to the 22 PHS Seniors who are "Career Ready" and have completed their Industry Based Certifications.

5.A. Board Advocacy - Listening Circles and Advocacy Agenda
Raise Your Hand Texas selected the board to participate in its Trustee Advocacy Program, focusing on the 89th Legislative Session in Austin. Over the past four months, four Listening Circles were held. Collectively, 115 community members, parents, teachers, and staff were invited to attend. Of the 115 invited, we heard from 38 individuals. This report will provide an overview of the Listening Circles, information about the 89th Legislative Session, and a presentation of a draft Legislative Priority Agenda for the board to adopt. The Board adopted Legislative Priorities later in the meeting.

6.C. Financial Budget Update
The monthly financial update consisted of a Schedule of Appropriations and expenditures.
6.E. Approve contract for legislative advocacy work during the 89th Legislative Session
The Board has invested considerable time and resources in advocating for the school district's needs. This agenda item takes this action one step further by directly consulting with a law firm to support the district’s advocacy agenda.
6.F. Approve Memorandum of Understanding (MOU) with Pecos-Barstow-Toyah ISD and Wink-Loving ISD to provide student transportation to Pecos-Barstow-Toyah ISD for students living in the Mentone area
PBTISD transportation currently transports students from as far as Orla, Texas. Transporting students from Mentone, Texas, would add four (4) miles to the current route. Our proposal aligns with the Texas Education Code section 34.007, which permits a school board to operate a transportation system outside the district’s boundaries if the district enters into an interlocal agreement.
6.G. Approve Discovery School MOU with Reeves-Loving-Ward-Winkler County Farm Service Agency
The Reeves-Loving-Ward-Winkler County Farm Service Agency is interested in partnering with the district’s daycare. The Discovery School has expanded to become a year-round facility that supports our youngest learners, ages six weeks to three years old. The hours of operation are 6:30 AM to 7:30 PM, and the campus is open 245 days a year.

6.D. Approve the PBTISD 2025 Legislative Agenda

The 89th Legislative Session is in Austin from January 14, 2025, to June 2, 2025. Public Education will once again be a “hot” topic during this session, and we will need to have a voice on the issues that directly impact our school district and community. PBTISD calls upon the Texas Legislature to support public education by various methods and revamp the state’s funding and accountability systems.
7. Action Items
7.A. Consider and possible action to approve Student Outcome Goal Progress Measure 3.2 (Career Readiness - CTE Enrollment/statistics)
Approved 6-0
Student Outcome Goal 3: The percentage of graduates who meet the criteria for CCMR will increase from 66% to 81% by August 2027. (Class of 2024 Goal = 75% / Class of 2025 Goal = 78%)
Goal Progress Measure 3.2: The percentage of graduates who meet the threshold for
CCMR as career-ready will increase from 48% to 63% by August 2026. (Class of
2024 Goal = 57% / Class of 2025 Goal = 60%)

7.B. Consider and possible action to approve Superintendent Constraint Progress Measure 1B (The completion of the required annual safety training adopted by the district (CRASE, Stop the Bleed, Standard Response Protocol, State Mandated Training) will increase from 90% in June 2023 to 100% by June 2025)

Superintendent Constraint #1 - The Superintendent shall not allow safety and security initiatives to be a secondary priority.
- Constraint Progress Measure 1b - The completion of the required annual safety training adopted by the district (CRASE, Stop the Bleed, Standard Response Protocol, State Mandated Training) will increase from 90% in June 2023 to 100% by June 2025.
7.C. Consider and possible action to report compliance or non-compliance of Board Contraint 4

The Board did not enter executive session.
