Key Information from the above Funding FAQ:
Will my LEA be required to document time and effort reporting for these funds? UPDATED July 23, 2020
An LEA must maintain time distribution records (sometimes called “time and effort” reporting) only if an individual employee is splitting his or her time between activities that may be funded under ESSER and activities that are not allowable under ESSER. However, there will be very few situations when an employee of an LEA would perform multiple activities where some are not allowable under ESSER, and thus would be required to maintain time distribution records, given that an LEA is authorized to use funds on “activities that are necessary to maintain the operation of and continuity of services in [an LEA] and continuing to employ existing staff of the [LEA]” in order to “prevent, prepare for, and respond to” the COVID-19 pandemic.
This means there are very limited instances when time and effort records are needed for salary costs. USDE stated to TEA staff on July 22, 2020, that almost any LEA staff position would be allowable under the ESSER grant.
What type of reporting will be required? UPDATED July 23, 2020
In addition to standard expenditure reporting through the ER system, USDE had previously stated that quarterly reporting would be required for the ESSER grant under the CARES Act. However, the quarterly reports are no longer required. USDE has notified TEA that they will instead use existing reporting mechanisms that TEA already submits to meet the quarterly reporting requirement under the CARES Act.
USDE will require an annual report from the state. TEA will require LEAs to submit required data elements in a time and manner to be determined after USDE releases the data reporting elements and instructions.
Remember, the questions in the application for funding regarding the uses of funds and the planned quarter of the expenditure are not related to the previous quarterly reporting requirement and must still be completed in order to receive a NOGA.

Extension of 2019/20 Grant - NOGA Information
You may have received a New NOGA for the 19’-20’ Federal Grants. This New NOGA is actually the extension of the 19’-20’ grant money, which means you will potentially be running two grants simultaneously If you have not expended all of your 19’-20’ monies. We are including the wording from the Federal Grants FAQ to explain.
5. How and when will the ESSA grant application end dates be extended? Posted June 4, 2020
The Grants Administration Division is working to extend the end dates of the ESSA grant programs covered by the USDE waiver. The 2018-2019 grants (the funds actually extended by the waiver) are closed and any available carryover is in the 2019-2020 grant that is currently open.
To extend the 2018-2019 funds, we are extending the 2019-2020 grant application end date to 9/30/2021. This will cause the LEA to have two grants (2019-2020 and 2020-2021) running
concurrently through 9/30/2021 and serving the same time period (July 1, 2020, through September
30, 2021).
State Comp Ed Update
School districts and charter schools with an annual state compensatory allotment of $750,000 or greater must submit district and campus improvement plans to TEA on or before the date that falls 150 days after the final PEIMS midyear resubmission date. Monday, July 31, 2020
Plans for the 2018‐2019 school year must be submitted through the AUDIT application.
The following documents must be submitted through the Texas Education Agency Login environment (TEAL) Audit application:
1. DIP
2. CIP (open‐enrollment charter schools submit instructional plans) ‐ a minimum of two for the campuses that had the highest percentage of students at risk of dropping out of school.
An evaluation is only required if you meet one of the following:
- Received an F-Unacceptable Performance Rating; or
- Reported more than 59% at-risk students during the previous school year.
CARES ESSER Funds Allotment - Due August 24, 2020
The ESSER Funds district allocations have been released. Please look at the document below to review your district allocation. Please continue to track all COVID expenditures and reference the CARES Act Funding and COVID Expense FAQ (see link below) to answer any questions. The ACE team will keep you updated on due dates and if you are an ACE District, we will be contacting you to schedule times to complete this application as well.

- Interested persons may subscribe and receive TEA updates through the PNP News Bulletin.

2. Choose your subscription type (the way you would like to receive updates).
3. Enter your e-mail address or text information, and click “Submit.”

ESSA and CARES ESSER Consultation Reminders:
- It is important that LEAs work with PNPs through documented timely and meaningful consultation. This may be virtual consultations.
- During consultations, LEAs should listen to PNP needs which may differ from their own.
- The PNP has the burden of proof to show it meets the nonprofit requirements making it eligible for the CARES ESSER equitable services.
- Documentation is very important.
Updated Link - PNP IFR Document
There has been an updated link to the USDE CARES Act ESSER IFR document from last week. The official Federal Registrar is also linked to this page as well. Public comments are due no later than 8/1/2020 to USDE. In addition, there is more CARES Act information on the webpage this morning.
2020-2021 ESSA Consolidated Planning Amounts
The ESSA Consolidated Planning Amounts have been released. You will see that the planning amounts look similar to last year unless you are running a Migrant Program. The Title I, Part C (Migrant Funds) are less than what we are used to seeing for the Migrant program for most districts. Please look at the attached sheet when you have time to begin planning for the 2020-2021 school year. The ESSA Consolidated Application will be available in early June. The ACE team will definitely keep you updated on due dates and if you are an ACE District, we will be contacting you to schedule the completion of your application.
Extending End Dates and Amendment Deadlines
As detailed in the June 25, 2020, To the Administrator Addressed correspondence, TEA is extending the end dates for the following grant programs.
- 2019-2020 ESSA Federal Consolidated Grant, which includes:
- Title I, Part A—Improving Basic Programs
- Title I, Part C—Migrant Education Program
- Title I, Part D, Subpart 1—Neglected, Delinquent, State Agency Programs
- Title I, Part D, Subpart 2—Neglected, Delinquent, and At-Risk Programs
- Title II, Part A—Teacher and Principal Training and Recruiting Programs
- Title III, Part A—English Language Acquisition and Immigrant Programs
- Title IV, Part A—Student Support and Academic Enrichment Grants
- 2019-2020 Title V, Part B—Rural and Low-Income School (RLIS) Program Grant
These grants were scheduled to end on September 30, 2020. However, the U.S. Department of Education has granted TEA a waiver to extend the period of availability for certain federal grants.
The new end date is September 30, 2021. Guidance regarding the extension of 2019-2020 grant funds can be found in the Federal Funding and Grants FAQ, listed under District Waivers, Finance & Grants, TEA Coronavirus (COVID-19) Support and Guidance website.
Extension of Amendment Deadlines for 2019-2020 ESSA and RLIS Grant Programs
Because the 2019-2020 ESSA and RLIS grants have been extended, the amendment deadlines for these programs are extended as follows:
Application Schedules
Program Schedules (including the SC5000) - New Amendment Deadline- June 30, 2020
Budget Schedules - New Amendment Deadline - June 30, 2021
After June 30, 2020, the program schedules, including the SC5000, cannot be amended for the 2019-2020 ESSA Federal Consolidated Grant and the 2019-2020 Title V, Part B Rural and Low-Income School Program Grant. After this date, only budget schedules can be amended as needed until the amendment deadline, June 30, 2021. Any changes needed to the 2019-2020 application program schedules after June 30, 2020, will be reflected in the 2020-2021 application program schedules.
