There will be no meeting in December. Mark your calendars for our first 2025 meeting: the South Central Region Early Childhood Community Leader meeting via Zoom on January 15, 2025, at 9:00 AM.
During the meeting, we’ll share updates from DESE and the Office of Childhood, discuss funding opportunities, and provide valuable resources. These stakeholder meetings are an excellent way to stay informed and support our youngest learners in being safe, healthy, and ready to learn.

New Community Leader Graphic
OOC is excited to introduce a new Community Leader Graphic designed to illustrate the interconnected efforts that drive early childhood development and support.
The Office of Childhood works with and for early childhood professionals, stakeholders, and families. EC professionals, stakeholders, and families inform the work of the OOC. The OOC is also constantly working to provide supports and improve outcomes for these professionals and families. That is why, in this new graphic, you will see the OOC, EC professionals and stakeholders, and families around the outside.
On the inside is one of the OOC’s activities that supports and brings the vision of the OOC to fruition. CL work builds a coordinated early childhood system. This coordinated early childhood system helps to increase access to programs and services for families with young children. Increased access helps ensure that all children are safe, healthy, and successful learners. This work involves and brings together all the groups of people placed in the circle outside – the OOC, early childhood professionals and stakeholders, and families.
Conference on the Young Years Information
Registration is now open for the 52nd Conference on the Young Years. The conference will be March 6-8, 2025 at Tan-Tar-A Conference Center in Osage Beach, Missouri.
Please ensure you read the brochure and make session choices before starting the registration process.
New this year we have CYY shirts and hats available for pre-order and pick up at the conference. See below for additional details.
Spotlight
Celebrating Our Super Heroes
The theme for this year’s Jefferson City’s Christmas parade, “Superheroes Save Christmas”, was brought to life by our community’s amazing early childhood centers! Courtyard Early Learning Center led the charge with planning and decorating a fantastic float for United Way, and Little Explorers joined in on parade day to spread the holiday cheer.
Together, they reminded everyone that the most important superheroes are the dedicated teams at our early childhood centers. A huge thank you to Courtyard and Little Explorers for showcasing the holiday spirit of early education!
Early Childhood Partners in Education Dinner
On November 21, there was a Jefferson City Area Early Childhood Partners in Education Dinner, bringing together over 20 attendees, including center directors, owners, and local business representatives. The evening provided a wonderful opportunity to reconnect and lay the groundwork for future collaborations.
Currently, there are 10 active partnerships between businesses and early childhood centers in Cole County, with exciting plans to expand the program in the coming months. Together, we’re creating a brighter future for our community’s youngest learners!
Central Resource Hub is Now Available
What is the Central Resource Hub?
The email and phone number may be utilized by the general public, county/government officials (courts, public administrators, etc.), hospitals, and other organizations helping individuals with behavioral health services. Reasons to contact the Central Resource Hub:
- General behavioral health system navigation assistance for “callers”
- Troubleshoot issues
- Assist with the transfer of individuals between service areas and providers
- Liaison between “caller” and provider system
- Assist “caller” with a general understanding of behavioral health and other system processes
- Communication with MBHC provider staff (CBHLs, YBHLs, ERE, etc.) for connecting “caller” to appropriate programs and resources
- Communication with various stakeholders across the state to connect “caller” to appropriate programs and resources
- If further information is needed for a more comprehensive answer, the “caller” will receive acknowledgment and notification there will be additional follow-up correspondence
A response to the call or email will be made within 48-72 business hours (or sooner if possible). The Central Resource Hub is intended for non-emergency situations only. An immediate referral to 988 or 911 will be made if the “caller” rises to a more critical need.
Limitations for the Central Resource Hub:
- Cannot create resources which do not already exist
- Will not promise or guarantee resolution of issue
- Will not provide legal advice
- Will not take on work which is typically responsibility of another agency/organization

DESE’s Office of Childhood provides a comprehensive approach to childhood care and education in Missouri. It includes programs related to child care, home visiting, early learning, and early intervention for children birth to age five, as well as afterschool programs for school-age children. The Office of Childhood is responsible for overseeing DESE’s efforts to expand and improve high-quality early learning opportunities.
Do you want to help ensure children's well-being and healthy development? Family support is a field where professionals help families with young children by providing direct services or connecting them with supports in their community. Family support strengthens family resilience and assists children with developmental disabilities.
Early Connections makes navigating Missouri’s Early Care & Education (ECE) system easier for families and professionals. This website is a partnership between Missouri’s child-serving agencies who are working together to make it easier for families to access programs and resources for children from birth through age five. These agencies are also aligning policies and coordinating practices to make it easier for professionals to find information and training opportunities aimed at engaging families in their child’s safety, health and learning.

Also the Missouri Early Care and Connections Page is a great resource for all you need to know about professional development for child care professionals. The Missouri Professional Development (MOPD) system includes a workforce registry, a place to find trainings, and a learning management system to allow professionals to take online trainings. The MOPD system will support all childhood professionals, beginning with child care providers, afterschool professionals, and trainers. Childhood community leaders are local leaders in every part of the state that develop and implement strong community plans aimed at ensuring all families with young children can access high-quality programs, services, and resources in their communities. They bring together local stakeholders to increase awareness of and coordination among early childhood programs and services.
United 4 Children provides comprehensive services to child care and after school programs that address the many needs of the whole-child. This link provides many resources for caregivers to ensure that children feel safe, engaged, supported and challenged by qualified and caring adults.
The MO HealthNet Division offers health care coverage for eligible Missourians. If you do not currently have health care coverage through MO HealthNet (Missouri Medicaid), the Family Support Division can help you with your application.
Missouri's Parent Education Program is a voluntary parent education program offered through local school districts, serving families who are expecting a child or have children under the age of kindergarten entry. Missouri's Parent Education Program helps to establish positive partnerships between home, school and the community and plays a vital role in supporting families and children from the very beginning toward school readiness. Early intervention is a system of services that helps babies and toddlers with developmental delays or disabilities. Early intervention focuses on helping eligible babies and toddlers learn the basic and brand-new skills that typically develop during the first three years of life.
First Steps is Missouri's Early Intervention system that provides services to families with children, birth to three years of age, with disabilities or developmental delays. The program is designed to meet the needs of families related to enhancing their child's development, learning, and participation in family and community life.
Head Start is a Federal program that promotes the school readiness of children from birth to age five from low-income families by enhancing their cognitive, social, and emotional development. Head Start programs provide a learning environment that supports children's growth in many areas such as language, literacy, and social and emotional development.
Dolly Parton's Imagination Library is dedicated to inspiring a love of reading by delivering high-quality, age-appropriate books each month to the homes of registered children under age 5, at no cost to the family.
With T.E.A.C.H. MISSOURI scholarships, you will advance your education almost debt-free with a dedicated scholarship counselor who will be alongside you every step of the way. Advance your early childhood career and build your confidence as you gain the ability to make a greater impact in the lives of the children who trust you.
Resources for Lead Safety
There is no safe level of lead in the body and children who appear healthy may have elevated blood lead levels. Children under the age of 6 are most susceptible to the effects of lead. Even very low levels of lead poisoning can cause unseen symptoms, such as behavior and/or learning problems, lower IQ, hearing problems, slowed growth, and anemia. At very high levels, lead causes seizures, coma, and death.
If these effects are noticed in a child, have a conversation with the parent(s) and educate them on lead poisoning. Encourage a blood lead test, and to follow up with their pediatrician.

The Ultimate Goal for Community Leader Work
Missouri childhood community leaders connect children and families to the resources and services they need to be safe, healthy, and ready to learn. Community leaders do this by implementing local early childhood plans that increase awareness and coordination among early childhood programs and resources in their region.
