This story is about 3 fish...One was named "Plan ahead", another was "Think fast" & the 3rd was called "Wait & see". One day they heard a fisherman say he would be casting his net the next day. "Plan ahead" said, "I am swimming down the river tonight". "Think fast" said, "I am sure I will come up with a plan". "Wait & See" lazily said, "I just can't think about it now". When the fisherman cast his nets, "Plan ahead" was able to escape. But "Think fast" & "Wait & See" were caught. "Think fast" quickly rolled his belly up & played dead. "Oh, this fish is no good!" said the fisherman & threw him back. However, "Wait & See" ended up in the fish market. That is why people say, In times of danger, when the net is cast, plan ahead or plan to think fast!"

Pizza & Planning Session to discuss new comprehensive plan - This is designed to engage the community in the development of a new comprehensive plan. The comp plan guides decision-making, growth, & development for the next 15 years. It is important that the plan reflects the current needs & aspirations of the community. The 2nd session will be 5/16 @ 6pm.
Planning & Zoning will hold public hearings on applications to rezone parcel @ 1112 Tracy from C-3 to R-4, request by Eden Village of ES; application to amend Chapter 403 Sign Regulations
Mayor's Prayer Breakfast, provides an inspiring program meant to foster unity & positivity throughout ES. Highlighting will be a special message from Rod Handley, founder of Character that Counts, a ministry dedicated to issues of integrity.
Special City Council Meeting to consider ordinance to amend 2022 & 2023 budget to actual.
Council Work Session review of issues under development for upcoming council meeting include several proclamations for Older American Month, Local Government Week, National Nurses Day, Historic Preservation Month, & Building Safety Month. Other issues include Social Media Policy, Conflict of Interest, lease agreement with DEP for Lithia Landing, Public hearings for use of 353 @ 421 South Street, 417 & 427 S. Thompson, boiler purchase for Hall of Waters, purchase of land near Splash Park & Planning/Zoning Annual report.

- Highlighting community leaders serving on Hospital Board of Trustees - Mike Anderson, Martha Buckman, Jesse Hall, Tim Pence, Kathy Roberts, Dr. Bob Shemwell & Jeanine Stubbs. small town vibes
- Capital Improvements approved funds to replace the boiler at the Hall of Waters, the discussion was that the boiler does not operate at full power because the piping system is in such poor condition & added pressure would blow the pipes [$237,000]. So, why not replace the pipes too, or not replace the boiler? We don't have the money to replace the pipes too, & we can't stay in the building without heat if we don't replace the boiler. Or, we simply eliminate priorities for funding & replace the pipes instead of something else that has been funded.
- CIP also approved replacing the plumbing at the police station [$35,000]. The station is 35 years old and the piping has pinholes that is causing water damage.
- QT traffic plan - during construction of QT there will be some traffic disruptions. Right now, there is some construction on the exit between Hwy 69 & 10, easy peasy. We've got this!
- The Roosevelt School property owner failed to board up the building to protect the public from an attractive nuisance; the city boarded it up at the cost of $2500. A lien has been placed on the building to recover the cost.
- Garland Bridge cost estimate is in & includes railing/lights similar to Isley bridges, stamped concrete. The estimate is within the funding established for the project, as soon as the environmental review is complete, we will be ready for final design & bids.
- Earth Day clean up by the numbers - 61 volunteers, 12 truckloads, 21 tires, 45 55-gal trash bags; 11 mesh bags.
- Community Center is planning a zoo trip for kids & their families; self-defense class & goat yoga, oh my.
