A public hearing was held to discuss the 2025 - 26 school year budget and the proposed tax rate. Chief Financial Officer, Robert Navarro presented the information, which is attached below. There were no public comments.

Jarrell ISD Board Approves 2025–26 Budget and Staff Compensation Plan
At its meeting on June 18, 2025, the Jarrell ISD Board of Trustees approved a balanced budget for the 2025–26 school year, along with a new staff compensation plan.
All non-classroom teaching staff and teachers with 0-2 years of experience will receive a 3% salary increase. The plan also includes step increases for experienced teachers. In addition, classroom teachers will see significant raises based on their years of experience:
Teachers with 3–4 years of experience will receive a $4,000 increase + a step increase.
Teachers with 5 or more years of experience will receive an $8,000 increase + a step increase.
Additionally, Jarrell ISD will continue to contribute $445 to employee healthcare, which equals $5,340 annually per employee. This, coupled with employee childcare, state-of-the-art facilities, and a robust professional development program to support employees, makes Jarrell ISD a premier district.
We appreciate our school board and legislators for recognizing the important role educators play in developing future leaders. As a result, Jarrell ISD now ranks among the highest-paying school districts in Central Texas.
“Our teachers and staff are the heart of Jarrell ISD, and these salary increases reflect our deep appreciation for their commitment and impact,” said Jenny Arnold, President of the Jarrell ISD Board of Trustees. “By investing in our educators, we’re not only honoring their hard work, we’re also ensuring Jarrell ISD remains a premier district.”
The board also approved the flexibility to amend the compensation plan later in the year to provide additional increases should the budget allow.
“Our teachers and staff work hard to make Jarrell ISD a safe, meaningful academic environment. We see the dedication and love our staff pour into our schools every day. Thank you to our Board of Trustees, who make investing in all Jarrell ISD employees a priority,” said Superintendent Dr. Toni Hicks.
The new budget and compensation changes will take effect on July 1, 2025.

- Valid Photo ID of the person enrolling the student
- Original Birth Certificate for the student
- Original Social Security card for the student
- Current Proof of Residency (current lease agreement, utility bill, water bill, etc.)
- Complete Immunization Record for the student
- Legal Documentation (custody agreement, personal protective order, etc.)

Sonterra MUD Summer Camp
The Sonterra MUD is offering a series of special events, swim lessons, and summer camp opportunities for the entire community.
YMCA Summer Camp
The YMCA is partnering with Jarrell ISD to offer a summer enrichment camp program at Jarrell Elementary School. The camp is Monday - Friday, 7:00 am - 6:00 pm. Click on the link for more information. https://ymcactx.org/camp/day-indoor/
Free Dental Program and Workshops
The St. David's Foundation Mobile Dental Program is free and open to all Jarrell ISD students between 5 - 18 years old! Appointments are available Monday through Friday from 8:00 a.m. to 4:00 p.m. The program is through July 25th. Click on the link to make an appointment. https://shorturl.at/qR8aP
Free Summer Meals Program
The Texas Department of Agriculture is offering a Free Summer Meals Program. Jarrell ISD is participating and will provide summer meals from May 27th to June 26th. The meal program is open to anyone in the community who is 18 and under, and it's 21 and under for enrolled students with disabilities.
