Last school year, through our strategic planning process, we were able to identify three key areas of focus for our school district. In addition, we outlined our district's mission, vision and core values. In an effort to maintain transparency and inform our community, we will be providing updates on each priority area throughout the school year beginning with priority 1: academic excellence.

Project Lead The Way (PLTW): Potsdam High School also offers the Project Lead The Way (PLTW) program, which provides a hands-on, project-based curriculum in Science, Technology, Engineering, and Mathematics (STEM). The PLTW program empowers students by fostering a deeper understanding of core STEM principles and preparing them for careers in fields such as engineering, biomedical science, and computer science.
Seal of Civic Readiness: The Seal of Civic Readiness is a New York State recognition awarded to students who demonstrate a strong understanding of civic knowledge, skills, and participation. This program encourages students to engage in meaningful civic projects, understand government processes, and contribute positively to their communities. Students who earn this seal demonstrate their preparedness for active and informed citizenship in a democratic society, which is highly valued by colleges and future employers.
Independent Arts Assessment Pathway (IAAP): The Independent Arts Assessment Pathway (IAAP) is an alternative pathway for graduation that allows students to showcase their skills and talents in the arts. This pathway provides an opportunity for students passionate about visual arts, music, theater, or dance to earn recognition by developing a comprehensive portfolio that meets state standards. The IAAP not only highlights students' artistic achievements but also prepares them for further education and careers in the arts.
These programs and courses are designed to provide rigorous academic challenges and diverse learning experiences that help students develop the skills necessary for success in college and careers. Eligibility for these courses is based on meeting specific requirements, such as teacher recommendations, successful completion of prerequisite courses, or achieving required scores on placement exams.

We understand that taking advanced coursework can be demanding, and we are committed to supporting our students every step of the way. Potsdam High School offers a range of academic and non-academic supports to help students thrive in these challenging courses:

Special Education
Supporting Students with Special Education Needs

Our comprehensive special education services provide individualized support tailored to each student’s unique needs, fostering their growth, development, and success from early childhood through high school.
Comprehensive Special Education Services
Our district offers a range of services designed to support students with disabilities:
Individualized Education Programs (IEPs): Each student receiving special education services has a customized IEP that outlines specific goals, accommodations, and supports. Developed collaboratively with parents, teachers, and specialists, these plans ensure that every student receives the necessary support in the least restrictive environment.
Pre-Kindergarten Special Class (6:1:2): For our youngest learners, the Pre-Kindergarten Special Class offers a small, structured learning environment with a ratio of 6 students to 1 special education teacher and 2 teaching assistants. This program focuses on developing critical early learning and social skills, providing targeted support to help children succeed from the start.
Special Class in an Integrated Setting (SCIS): The SCIS program integrates students with disabilities into general education classrooms while offering specialized support from a special education teacher or teaching assistant. This model promotes inclusivity, peer interaction, and access to the general education curriculum, helping all students learn and grow together.
Integrated Co-Teaching (ICT) Model: In our Integrated Co-Teaching model, general education and special education teachers work collaboratively within the same classroom to provide differentiated instruction and support to all students. Multi-Tiered Systems of Support (MTSS): Potsdam Central Schools employ a multi-tiered approach that combines Response to Intervention (RTI) and Academic Intervention Services (AIS) to provide different levels of support based on each student's needs. Tier 1 includes high-quality instruction for all students in the general classroom, while Tiers 2 and 3 provide more targeted and intensive interventions for those who require additional assistance.

Celebrating the Arts & World Languages at Potsdam Central Schools
At Potsdam Central Schools, we offer robust music, art, and world language programs that foster creativity, cultural awareness, and personal growth for all students. Music
Our music program spans from elementary through high school and provides a comprehensive approach to music education. At Lawrence Avenue Elementary, students are introduced to music fundamentals, including singing, rhythm exercises, and reading music. At A.A. Kingston Middle School, students can participate in vocal and instrumental programs, including band, orchestra, and chorus. The curriculum at this level emphasizes four basic artistic processes: creating, performing, responding, and connecting, helping students develop a lifelong appreciation for music.
At Potsdam High School, the music program expands to include jazz band, marching band, and the pit orchestra for school musicals. Collaborations with the Crane School of Music at SUNY Potsdam provide students with access to additional expertise, performances, and workshops. For example, Ms. Jill Rubio, the high school band director, also teaches at the Crane School of Music and performs with the Orchestra of Northern New York, bringing professional experience to her students.
Art
Our art programs encourage creativity and visual literacy from an early age. At Lawrence Avenue Elementary, students explore various mediums, such as drawing, painting, and sculpture. In middle and high school, students engage in advanced courses in visual arts, including opportunities through the Independent Arts Assessment Pathway. This pathway allows students to build a portfolio for college applications or career development. Collaborations with local artists and the St. Lawrence County Arts Council further enrich the program, offering workshops, exhibitions, and community displays of student artwork.
World Languages
Our world language program aims to develop students' global competencies by offering French and Spanish starting in middle school. The curriculum emphasizes language acquisition and cultural understanding, preparing students for future academic and career pursuits in a globalized world. By high school, students can take advanced coursework, such as French 4 and 5 or AP Spanish, and earn college credits through partnerships with SUNY Potsdam and St. Lawrence University.
A highlight of our world language program is the French Exchange Program, a longstanding tradition that offers students the unique opportunity to experience French culture firsthand. This program allows our students to travel to France, live with host families, and attend classes in French schools, providing an immersive language learning experience that goes beyond the classroom. In turn, we host French students from our partner school, fostering cultural exchange and global friendships. Digital Fluency and Curriculum Integration: Digital fluency is a priority across all grade levels. Beginning at Lawrence Avenue Elementary, students learn essential digital skills, such as online safety and ethical technology use. Middle school students participate in STEM electives and technology classes that introduce engineering, computer science, and digital literacy. At the high school level, a wide range of technology courses is offered to provide practical skills and a foundation for various career paths. Courses include:
Introduction to Computer Science: An introductory course that teaches programming fundamentals, problem-solving strategies, and software design. This course prepares students for advanced study in computer science.
Engineering Courses: Design Drawing for Production (DDP) and Introduction to Engineering Design (IED) provide foundational skills in technical drawing, 3D modeling, and the design process, preparing students for advanced engineering coursework. Civil Engineering and Architecture focuses on design and development in these fields, using tools like 3D design software to solve real-world problems. 1:1 Device Program: Every student from Pre-K to Grade 12 at Potsdam Central Schools is provided with a personal device—such as a Chromebook or iPad—to support their learning. In addition, a number of adaptive instructional programs are used to further individualize learning. These platforms adjust content based on each student’s performance, ensuring that students are challenged at the appropriate level and supported in areas where they need additional help. This approach allows teachers to make data-driven decisions, deliver targeted interventions, and provide personalized support, ensuring that all students have the opportunity to succeed and grow at their own pace.
Full-Day Pre-Kindergarten
Expanding Full-Day Pre-K: A Commitment to Early Learning Success
At Potsdam Central Schools, our goal is to offer every student the opportunity to benefit from a robust early childhood education program. We believe that by investing in our youngest learners, we are making a critical investment in the future of our community. In the 2023-24 school year, we began this transition by adding one full-day section, and we have continued to build on this foundation by adding a second full-day section for the 2024-25 school year. Our long-term goal is to transition to a full-day model for all students.
Why Full-Day Pre-K? The Research Behind Our Decision
Research consistently demonstrates that full-day Pre-K programs provide substantial benefits over half-day programs. Some key advantages include:
Improved School Readiness: Full-day Pre-K allows for a more comprehensive curriculum addressing academic skills and social-emotional development. Studies show that children in full-day Pre-K programs demonstrate greater gains in literacy, math, and language skills, better preparing them for the demands of kindergarten and beyond.
Enhanced Academic Performance: Longitudinal research indicates that students who attend full-day Pre-K are more likely to perform well academically in the primary grades, reducing the need for later remediation. This is particularly true for children from low-income families or those with limited access to early learning opportunities.

Full-day Pre-K provides additional time for activities that promote collaboration, communication, and conflict resolution, helping children build strong relationships with their peers and teachers.

Literacy & Math Programs
Embracing Innovation & the Science of Learning
At Potsdam Central Schools (PCS), we are committed to providing our students with innovative, diverse, and challenging learning opportunities. This drive led Lawrence Avenue Elementary to strengthen both literacy and math instruction through evidence-based programs. Now in its fourth year of using the 95% Phonics program and second year with the Bookworms Reading & Writing Program, our school is building a robust framework to support all students in developing essential reading and math skills.
Grounding Literacy and Math Instruction in Evidence-Based Practices
The selection of our literacy and math programs followed a thoughtful exploration process, guided by input from various stakeholders. In literacy, we aimed to create a comprehensive framework aligned with the Science of Reading, a research-based approach that emphasizes systematic, explicit phonics instruction. The 95% Phonics program, in its fourth year, builds a strong foundation through targeted lessons in phonemic awareness, phonics, fluency, and comprehension. To complement this, the Bookworms Reading & Writing Program supports students with authentic texts, structured writing activities, and robust assessments, all aligned with New York State (NYS) standards and Literacy Briefs.
In math, this year marks the introduction of the Reveal Math program in grades K-4. This program focuses on building conceptual understanding, critical thinking, and problem-solving skills through interactive lessons and discussions. Reveal Math encourages students to develop a solid foundation in number sense, operations, and early algebraic thinking, helping them connect mathematical concepts to real-world applications.
Positive Impact on Student Achievement
Since implementing these literacy programs, we have seen continuous growth in the number of students reading on grade level. These improvements highlight the effectiveness of our approach to instruction and the high-quality learning experiences provided to our students. Building on this success, we expanded Bookworms to the 5th grade and introduced the EL Education (EL) program, the middle school version of Bookworms, at the 6th grade level. Similarly, our new math program, Reveal Math, is equipping students with critical problem-solving skills through engaging, practical learning experiences.

Supporting Individual Student Learning
Supporting Individual Student Learning through Multi-Tiered Support Services
At Potsdam Central Schools, our primary goal is to provide every student with the necessary support to help them achieve their full potential. Our Multi-Tiered Support Services (MTSS) framework is crucial in identifying and supporting students who require additional academic assistance. Here's how this system works to promote student success:
What is MTSS?
Multi-Tiered Support Services (MTSS) is a comprehensive framework designed to provide varying levels of academic and behavioral support to students based on their individual needs. MTSS integrates high-quality instruction, data-driven decision-making, and targeted interventions to help students meet state learning standards in subjects such as English Language Arts, Math, Social Studies, and Science.
Eligibility:
Students in grades K-12 become eligible for MTSS support based on their performance in state and local assessments, teacher recommendations, classroom performance, and other relevant criteria. For instance, students scoring below proficiency on New York State assessments or consistently facing challenges in core subjects may be recommended for MTSS interventions.
Services Provided:
MTSS encompasses a range of supports, including small group instruction, individualized support in the Student Learning Center, extended learning time, and summer school. These services are flexible and tailored to meet the specific needs of each student, ensuring they receive the appropriate level of support.
Each tier of intervention is designed to be flexible, allowing students to move between tiers as their needs change. For example, a student may start with Tier 2 interventions and move to Tier 3 if more intensive support is needed, or they may return to Tier 1 once they have achieved their academic goals.
Tier 1:
All students receive high-quality, research-based instruction in the general classroom. Universal screenings are conducted three times a year to identify students who may need additional help. Data from these screenings help determine which students require further intervention.Tier 2:
Students who do not respond adequately to Tier 1 instruction receive targeted interventions in smaller groups. These interventions, lasting 15-30 minutes and occurring 3-6 times per week, are designed to address specific skill deficits. Programs such as iReady, 95% Phonics Core Program, Reveal Math, and Bookworms are used to provide differentiated support.Tier 3:
For students needing more intensive support, Tier 3 offers individualized interventions in very small groups (often 1:3). These sessions, lasting 20-30 minutes daily, focus on specific areas of need and use programs such as Number Worlds, LiPS, and 95 RAP. Progress is monitored weekly to adjust strategies as needed.
Universal Screenings and Progress Monitoring:
We conduct regular assessments, such as the iReady diagnostics and New York State exams, at least three times a year. For students receiving Tier 2 or Tier 3 interventions, progress is monitored biweekly or weekly to ensure that the support provided is effective and responsive to the student’s needs.
Data Meetings:
Regular data meetings are held at each school throughout the district to review student progress. These meetings bring together general education teachers, intervention providers, special education teachers, and other stakeholders to evaluate data and adjust interventions as necessary.
Co-Teaching and Pull-Out Services:
