The Texas Education Agency will offer a new grant opportunity to provide initial funding of $25,000 for up to four new state Career and Technical Student Organizations. Eligible CTSOs will be selected through a competitive Letter of Interest process. Funds will support these organizations in the development of opportunities for secondary career and technical education students to develop their leadership skills, personal growth, and career success through work-based learning, employability skill development, and project-based learning. The federal Nita M. Lowey 21st CCLC program supports the creation and expansion of community learning centers that provide academic and enrichment opportunities during afterschool and summer programming particularly for students who attend high-poverty and low-performing schools. The Texas 21st CCLC program operates as the Texas Afterschool Centers on Education, or Texas ACE. Cycle 12 of Texas ACE will focus on three key activities:

• Targeted academic support using high-quality instructional materials (HQIM), high-impact tutoring (HIT), and/or school-day aligned academic activities.
• Student interest-based enrichment that is both academic and enriching, including but not limited to: college and career readiness, service learning, physical fitness, health and wellness, and fine arts activities.
• Family engagement in learning through ongoing activities that connect parents to the school and community.

Application Deadline: Applications must be received by the Texas Education Agency by 11:59 p.m. (Central Time), January 23, 2023, to be considered for funding. TEA will only accept applications by email to competitivegrants@tea.texas.gov.

TEA is announcing the availability of grant funds for the 2023-2025 Charter School Program (Subchapter C and D) grant program. Request for Application (RFA) #701-23-107 is authorized by the Public Law 114-95, Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act of 2015 (ESSA), Title IV, Part C – Expanding Opportunity Through Quality Charter Schools; Texas Education Code (TEC), Chapter 12; and Texas Administrative Code (TAC), Chapter 100, Subchapter AA. For LEAs that received ARP Act funds, this is a reminder of the following upcoming deadlines regarding the MOEquity requirement:

Automatically Excepted LEAs:

• December 2, 2022 -- review the web-posted list to confirm that your LEA has met USDE’s automatic exception criteria for enrollment and/or grade span configuration. Notify FFCR if your LEA was erroneously included or excluded.

LEAs not Automatically Excepted:

• December 9, 2022 – complete/submit the MOEquity Document Submission Plan
• December 15, 2022 – for LEAs seeking a USDE exception: email the exception request to Texas.oese@ed.gov and copy Compliance@tea.texas.gov
• January 27, 2023 – for LEAs that select to complete the MOEquity Tool: complete/upload the tool into GFFC Reports and Data Collections

Following feedback from LEAs and ESCs, the Department of Grant Compliance and Administration (GCA) is pleased to launch a new version of the EDGAR SmartSheet Workapp. New features in this version include:

• Increased transparency. LEAs, ESCs, and other grantees will be able to submit their forms and see the status of where that form is in the approval process. The new Workapp will display all previously submitted Smartsheet forms for the grantee.
• More accountability. LEAs, ESCs, and other grantees will be able to monitor the status of their forms, to whom it is currently assigned in the review process, and track the overall progress of their form entry to the final stage. This will allow for greater levels of accountability for GCA staff to process these forms in a timely manner.
• Quicker form entry. The updated EDGAR SmartSheet Workapp will allow for LEAs, ESCs, and other grantees to enter their EDGAR forms in a quicker, more efficient manner. The GCA team has developed a more efficient way to enter forms in the WorkApp.

How do I Access the EDGAR 2.0 WorkApp?

To access the EDGAR 2.0 Workapp, LEAs, ESCs, or other grantees will have to be listed as a contact for your LEA, ESC, or organization, and must have completed the New User Certification form. Individuals with current access to the EDGAR SmartSheet Workapp will retain access to the EDGAR 2.0 Workapp.

The Texas Education Agency (TEA) is providing training opportunities via Zoom for independent school districts (districts) interested in learning more about completing the request for indirect cost rates for 2023–2024.

Important Note: this training is applicable only to districts and not charter schools since charter schools’ indirect cost rates are calculated in a different manner.

Title of Training Sessions:

Completing the Indirect Cost Rate Proposal (ICRP) and Additional Costs Workbook (ACW)

Objective: The goal is to provide ESC staff and district administrators with information and guidance regarding TEA’s Indirect Cost Rate processes, procedures, and forms, and to assist districts in meeting upcoming deadlines.

Description: This training session is designed to inform districts of the upcoming timeline for ICRP activities and updated procedures. Districts that are requesting indirect cost rates for school year 2023–2024 must submit an ICRP ACW by January 19, 2023. This training is intended to assist districts in meeting this deadline. Staff from TEA will discuss the ICRP ACW procedures and timelines, offer examples and explanations, walk districts through the worksheets and required data, and allow time for specific questions.

• Register for December 7, 2022, from 9:30–11:30 AM (either onsite or virtual training hosted by ESC 10)

Target audience: Training is open to all districts, particularly Business Managers and other staff involved in completing the 2023–2024 ICRP ACW to request indirect cost rates for the next school year.

An updated Preliminary 2023 Academic Accountability System Framework is now available on the 2023 Accountability Development Materials website.

A two-page summary document provides an overview of the proposed adjustments and is intended to guide discussions and spur additional stakeholder feedback, which will be gathered through winter 2022.

CTE Alignment Reports

Updated CTE Alignment reports are now available in the Career and Technical Education Reports (CTER) application in TEAL. LEA personnel may use these reports to analyze the Programs of Study and aligned IBCs they offer.

TXVSN CTE Courses

Need CTE courses now? The Texas Virtual School Network (TXVSN) offers students the opportunity to access CTE courses aligned to Programs of Study and to put students on the path to becoming a CTE Concentrator or CTE Completer. Using the TXVSN statewide catalog, students have more opportunities to engage in a Program of Study to prepare them for future education and careers. Required ASVAB Reporting

Annually, LEAs are required to report whether they offered the Armed Services Vocational Aptitude Battery (ASVAB) or an alternative test to students as required by Senate Bill 1843 (85th Texas Legislature, Regular Session, 2017). LEAs report meeting this requirement through the PEIMS Fall Submission. The submission due date for LEAs and ESCs is 12/08/22 with a resubmission due date of 1/19/23. LEAs should ensure the PEIMS coordinator has the testing information to accurately report to TEA before the PEIMS Fall deadlines.
