Message From Superintendent Dr. Sharon I. Byrdsong
Dear Norfolk Public Schools’ Families:
Spring is a season of growth, celebration, and reflection, and here at Norfolk Public Schools, it is also a time of gratitude. As we move through April and May together, I would like to take a moment to highlight the remarkable achievements and important milestones that shape our school division and community at large.
We are still basking in the success of Family University, which proved beyond any doubt that “It takes a village, no matter what!” Hosted this year at Booker T. Washington High School, we welcomed special guest Captain Barrington Irving, the youngest person and first Black pilot to fly solo around the world. He delivered an inspiring message about courage, perseverance, and the power of education. Dozens of Norfolk Public Schools’ community partners and hundreds of families and staff came together to create an enriching and unforgettable experience for our students.
This season also brings an opportunity to honor the resilience and service of our military-connected students and families. Nearly 4,000 strong, they are woven into the very fabric of our division. In celebration of the Month of the Military Child (observed in April), we were proud to join the nationwide PurpleUp! Day on April 17, 2025. Norfolk is a proud military community, and we stand united in gratitude for the strength and sacrifice of our service members and families.
May is a month filled with heartfelt appreciation and observances. We are delighted to celebrate the unwavering commitment of our school leaders on School Principals’ Day (May 1st), recognize the incredible contributions of our teachers during National Teacher Appreciation Week (May 5th-9th), and honor the vital work of our school nurses on National School Nurse Day (May 7th). Each of these remarkable professionals plays an essential role in the academic, emotional, and physical well-being of our students. Please join me in celebrating and thanking them for their extraordinary service.
As the school year draws to a close, excitement builds for our graduating seniors who are preparing to walk across the stage and into new adventures. Graduation is a major milestone, and we are so proud of the hard work and perseverance our students have demonstrated to reach this point. Please stay connected to ensure you have updated information on rehearsal and ceremony schedules.
Looking ahead, an exciting season of summer learning is just around the corner, presenting students with the perfect opportunity to stay sharp, strengthen their skills, and get a head start on the upcoming school year. Whether it's catching up, diving deeper into favorite subjects, or exploring something entirely new, these programs are designed to inspire curiosity and ignite a love of learning. With hands-on activities, interactive lessons, and supportive educators, summer learning will be both enriching and fun, setting students up for a strong, confident return in the fall.
Finally, as we approach Memorial Day (May 26th), let us pause to remember and honor the brave men and women who made the ultimate sacrifice for our freedom. Their legacy is a powerful reminder of the values we uphold in our schools and our community.
As a community of educators and families, we continue to emphasize the fundamental pillars of literacy and attendance. Reading well and attending school every day opens doors to a lifetime of possibilities. Let’s continue to work together to ensure our students stay engaged and empowered.
Thank you for your continued support, partnership, and pride in Norfolk Public Schools. Together, we are building an even brighter future for our students and for our city.
Warmly,
Dr. Sharon I. Byrdsong

The visits were a tremendous success, offering students the opportunity to connect with collegiate athletes who champion both academic achievement and athletic excellence.

Later that day, athletes visited the Academy for Discovery at Lakewood, where two 3rd grade classes—including Mrs. Dettrie’s winning class—were celebrated for their top performance in the program. Across all three schools, students were excited to meet the visiting athletes, ask questions, and discuss the importance of literacy, perseverance, and teamwork. Approximately 100 students participated in the special events. Spring Food Pantry Distribution Supports More Families Than Ever
Norfolk Public Schools’ School Nutrition team successfully wrapped up its Spring Break Food Pantry distribution, and this year’s impact was greater than ever! The community’s response was both robust and appreciative, with a total of 557 bags of nutritious food—including non-perishable items, bread, and fresh produce—picked up by families in need. This equates to roughly 7,000 pounds of food, valued at approximately $18,000, most of which was generously donated by Old Dominion University.
To ensure equitable distribution, households with 1-4 members received one bag, while larger households received two bags. According to self-reported data, this effort supported 1,702 NPS’ students and 923 family members—a 66% increase in individuals served compared to last year.
In addition to food, families received employment brochures, SNAP outreach materials, and information about NPS supper programs, further extending the support beyond the pantry.
As in years past, NPS was the only school division in Hampton Roads to provide food assistance during the academic break. The heartfelt gratitude expressed by recipients underscores the value of this initiative and the dedication of the School Nutrition team.

We are incredibly proud of all the schools that have active PTAs, and we want to take a moment to give special recognition to several schools that have made significant strides this year, including a shout out to Maury High School for having the most innovative PTA this year.

Community Partner Corner- Reck League: Hip Hop Book Club
The Reck League Foundation, a Hampton Roads-based non-profit founded in 2015, has brought its dynamic literacy initiative to P. B. Young Elementary School through its Hip-Hop Book Club. With a mission to dismantle the school-to-prison pipeline, the foundation uses mentorship and innovative programming to inspire young students to read. In this unique club, students read along to hip-hop rhythms, making the experience both engaging and culturally relevant. During the first two months, the club focused on affirmations from Positive Affirmations for Black Kids by Nia Simone, helping students build confidence and fluency.
As their reading abilities grew, students progressed to reading former President Barack Obama’s 2007 presidential candidacy speech, setting it to a hip-hop beat. The experience culminated in an evening performance for their families, showcasing the students' growth. The program is supported by volunteers from Norfolk State University and Old Dominion University, who assist with reading development. Meeting three times a week, the club has become a space where formerly shy and hesitant students now read with confidence and excitement. Anthony Clary, Executive Director of the Reck League, proudly noted the transformation: students who once hesitated to speak are now eager to share their voices.
Norfolk Public Schools welcomes positive, collaborative, meaningful partnerships between our schools and our communities to enhance student academic learning and success. PURPOSE:Norfolk Public Schools’ Strategic Plan & School Board Goals guide the Division’s work to ensure more equitable learning outcomes for all students. Towards that end, the Equity and Excellence Learning Centers (EELCs)–located at Jacox Elementary School; P.B. Young, Sr. Elementary School; Ruffner (3–8) School; and Booker T. Washington High School–are structured around the four pillars of effective community schools:
Extended & Enrichment Learning Opportunities
Distributed Leadership and Practices
Family and Community Engagement
Multi-Tiered Systems of Support
P.B. Young, Sr. Elementary School EELC Students Set Sail for Mammal Study
As part of their biology studies on mammals, students from the P.B. Young, Sr. Elementary School participated in an exciting field trip through their Equity and Excellence Learning Center (EELC) program on May 14, 2025. Students enjoyed a dolphin-watching tour aboard a boat hosted by the Virginia Aquarium in Virginia Beach. This real-world learning experience helped students deepen their understanding of marine mammals while exploring the rich coastal environment just beyond the classroom.

The Equity and Excellence Learning Center (EELC) is a great program that has afforded the students at P. B. Young Elementary a lot of opportunities. One experience that I enjoyed and am proud of is how we were able to take the students to Washington D.C. A lot of the students had never had the experience of riding on a luxury bus as well as eat at Golden Coral. Months later, that field trip experience still rings loud and the excitement lingers as students elaborate about the impact of EELC in writing assignments. EELC is an important opportunity for our students at P. B. Young Elementary.

I enjoy watching and teaching our students the fundamentals of cooking. Our students have so much talent and I love to see them use them during the Culinary Arts class. My heart goes out to all the students. I will continue to be a winner for our Jacox EELC Team. Thank you for this opportunity.

I have really enjoyed being a part of EELC and working with the students in a fun and interactive setting. My afterschool activity is Games, mostly board games. I found it incredibly rewarding to teach the students new games and to watch them interact both cooperatively and competitively. I've also noticed significant growth in some of their social skills. The students in my group have developed a strong bond with me and often engage with me positively throughout the day. Some even seek me out when they're feeling frustrated or upset, and I’ve been able to support them in those moments. They've shared that they especially enjoy it when I play games with them, which has helped to build trust and strengthen our connection.

My experience with EELC has been a valuable learning journey, marked by both challenges and rewarding moments as I observe the positive development of the male students. Mentoring young men in the community where I was raised has been particularly fulfilling. I would like to acknowledge the members of the Epsilon Pi Chapter of Alpha Phi Alpha Fraternity Inc. at Norfolk State University for their unwavering dedication to supporting these young men, even in challenging circumstances. I look forward to continuing this work and expanding enrichment activities with the full support of EELC.

In September 2022, the City of Norfolk School Board approved the implementation of a five-year strategic plan for Norfolk Public Schools. The plan, Continuing the Drive: Equity and Excellence for All, was developed over the course of a full year and included input from students, families, staff, and community members about their goals and desires for the future of Norfolk Public Schools.
The plan outlines the steps Norfolk Public Schools will take to build on success and continue to improve. We know that although the path forward will be challenging, it is necessary to support each student and all stakeholders. We also know that in partnership with our community, we can accomplish the goals set forth before us.
The entire Strategic Plan with links to objectives and measurement tables is located online at www.npsk12.com/npsstrategicplan. Please read the plan and follow along as Norfolk Public Schools continues the drive toward Equity and Excellence for All.
