LASO Cycle 3 is now open!
LASO Cycle 3 consolidated grant application opens October 14, 2024 and closes on December 13, 2024 at 5:00 P.M. CST.
The unique application links were sent to Superintendents on October 14th. If the Superintendent did not receive a link, please complete this form to request a link from TEA. For reference, the PDF copy of the application has been provided. Please note that a formal application, signed by the Superintendent, must be submitted through Qualtrics by December 13th to be considered for a LASO 3 Grant.

HQIM - Instructional Materials Review and Adoption Process
To see the list of materials submitted for review, access copies of the instructional materials themselves, SBOE feedback forms, and SBOE-approved IMRA rubrics, the public can visit sboe.texas.gov/imra.
Are districts required to switch to new SBOE-approved high-quality instructional materials (HQIM) under HB 1605?
- No, instructional materials decisions are inherently local in Texas (Texas Education Code 31.0211). HB 1605 did not change this. School systems retain the responsibility under state law to ensure TEKS are covered in ways deemed most appropriate by the local school system.
- SBOE-approved HQIM are optional for school systems and may be considered for use based on a district's local context. TEC, §31.0251 specifically states “except as otherwise provided, the agency may not require a school district to adopt or otherwise use instructional material” adopted by the SBOE.
Bluebonnet Learning - New Open Education Resource (OER)
TEA has released information regarding the new Open Education Resources (OER) that are currently undergoing the SBOE’s Instructional Materials Review and Approval (IMRA) process. The new OER has been branded as Bluebonnet Learning.

Strong Foundations Grant & Bluebonnet Learning
To participate in the Strong Foundations Implementation grant, district would need to adopt the new edition of the OER, Bluebonnet Learning. Please note that the current editions of the OER being implemented, most commonly referred to as Amplify, Eureka, and Carnegie, will not be eligible to be part of the LASO 3 Strong Foundations Implementation grant.
Bluebonnet Learning FAQ
How different is the new OER Edition 1 from the “Amplify” and “Eureka” COVID Emergency Release (CER) versions?
- The OER Edition 1 versions (Bluebonnet Learning) maintain the same instructional design, programmatic components, unit and lesson structure, and level of rigor as their CER counterparts.
Can I keep the Pilot CER version or do I have to switch to the new Bluebonnet Learning?
- This is a local decision. Districts may also choose to review changes to the product and determine when purchasing new materials would best fit into their implementation timeline.
- The Pilot CER versions (Eureka & Amplify) are not eligible for the LASO 3 Strong Foundations Implementation or for the additional HQIM funding through IMTA.
If a current pilot district wants to switch to using the SBOE-approved Texas OER, what should they do next?
- A pilot district will need to repurchase all new materials if using COVID Emergency Release (CER) pilot materials and wanting to begin to use the SBOE-approved OER.
- The materials submitted for review to the SBOE as part of IMRA are updated from the pilot CER materials (Amplify, Eureka, and Carnegie) and therefore will require a new purchase of the durable and consumable instructional materials. However, Texas OER, if approved by the SBOE in the IMRA process, will qualify for the additional funding for instructional materials outlined in HB 1605.
If a district wants to use OER, does it require a vote by the Board of Trustees?
- Yes, the school board is required to take a board vote to ratify the document that reports on the TEKS Certification of the materials used, including OER or other curriculum.

PLANNING GRANT - Strong Foundation CoP Dates with TEA
Communities of Practice (CoP) exist to provide a space to learn from one another, collaborate on best practices, share problems of practice and give feedback to TEA on how the work of Strong Foundations Planning is going in the field.
Participation of district representative in the monthly CoP meetings is a requirement of the PLANNING grant deliverables.

IMPLEMENTATION GRANT - Training for R10 Approved Provider Districts
Strong Foundations Implementation Grant Required Training for Campus & District Leaders
**Training Only for LEAs that Selected Region 10 as Their Approved Providers**
In-person Dates at Region 10 -
The training will occur in the morning, lunch will be provided, and the room will be available in the afternoon for a working sessions with your team to complete the action plans or for additional support from the Region 10 team.

Bridging Subject-Area Content and Reading Instruction
