News&Notes from the Superintendent
~ Dr. Beth Regulbuto
Good Evening SBRSD Families,
"The secret in education lies in respecting the student.” – Ralph Waldo Emerson
Happy Mother’s Day to all of our SBRSD Mothers, Grandmothers, Aunts, Sisters, and other women in our lives that care for us and love us unconditionally!
Please find below this week’s updates & events happening in our District ~
The Budget & Other School Business
The Town Meeting process officially wraps up for the District with the Alford Town Meeting, Tuesday, May 14th at 6:00 pm. Per the Regional Agreement, the District needs four of the five towns to vote in the affirmative for the proposed budget in order for the 2024-2025 Budget to be approved, which has happened, but we strive to have all of our communities to vote in favor of our budget plan for the next fiscal year! Thank you to all of our communities for the outstanding support they provide to our schools. The District remains committed to providing excellence in education for our students and school community!
The Senate Ways & Means released their FY25 budget recommendation last Tuesday! The Minimum Aid per pupil remained at $104 per pupil, Regional Transportation Reimbursement held at 84%, and Rural Aid is back up to last year’s level of $15 million – which equates to 25% of what is needed to fully fund that line. Universal Free Lunch was adjusted down to the Governor’s number which means it is not fully funded for next year.
There is still time to ask our Senators to cosponsor amendments prior to the Senators beginning the budget debate during the week of May 21st. Per the MARS Legislative Analyst, Julie Kelley, of particular interest are the following:
Chapter 70
Amendment EDU 660 Chapter 70 Task Force (Senator Lewis)
***THIS IS A CRITICAL AMENDMENT TO ESTABLISH A TASK FORCE IN AUGUST 2024 TO REVIEW THE CHAPTER 70 REQUIRED CONTRIBUTION FORMULA. ***
Amendment EDU 691 Study Commission on Minimum Aid School Districts (Senator Tarr)
This amendment establishes a commission to " make recommendations concerning the long-term fiscal health of non-rural school districts that are facing or may face declining student enrollment and are receiving the minimum chapter 70 per pupil aid."
Regional Transportation
Amendment EDU 661 Regional School Transportation (Senator Mark), This amendment will increase the RT line item to 100% reimbursement.
Amendment EDU 623 90% Reimbursement for Regional School Transportation (Senator Tarr), This amendment will increase the RT line item to 90% reimbursement.
Amendment EDU 698 Regional School Transportation (Senator Timility), This amendment will increase the RT line item to 93% of the projected claim amount.
Amendment EDU 734 Regional School Transportation (Senator Edward Kennedy), This amendment will increase the RT line item to 100% reimbursement.
Amendment EDU 748 Regional School Transportation (Senator Cronin), This amendment will increase the RT line item to 100% reimbursement.
Rural Aid
Amendment EDU 631 Rural School Aid (Senator Mark), This amendment will increase the rural aid line item to $17.5 million.
Let’s continue our advocacy efforts with the goal of ensuring our students, staff, faculty, and families receive our fair share of funding to continue to provide excellence in education for all students!
In grant news, the District was notified that we qualified for the Rural Education Achievement Program (REAP) Grant. REAP is designed to help rural districts that may lack the personnel and resources to compete effectively for Federal competitive grants and that often receive grant allocations in amounts that are too small to be effective in meeting their intended purposes. The purpose of the Small, Rural School Achievement (SRSA) program is to provide rural local educational agencies (LEAs) with financial assistance to fund initiatives aimed at improving student academic achievement. SBRSD is eligible for $29,000, and I have completed the application on our behalf.

Student Voice
The Superintendent Student Advisory Councils met last week and after a student-led presentation on the results of the Prevention Needs Assessment Survey, and as always, there was a lively discussion about the results and what students can do to raise awareness or support others who need assistance.
We wish our seniors who served on our High School Council this year much success in whatever they choose to do after Mt. Everett and look forward to having them back as alumni!
Mr. Miller introduced me to our Elementary Principals of the Day last Friday, who promptly informed me that they had checked every classroom and ensured that the “go bags” were ready in the event of an emergency and presented me with a recommendation for hire. Next, they were off to meet with our newly formed subcommittees to discuss how to improve the courtyards on the Sheffield Campus, and the re-invigoration and management of a community vegetable and flower garden.
Great work and initiative by our students!
Transcend Grant Initiative
The Core Team participated in the final Rural Convening with our colleagues from around the nation last week! The Teams had the opportunity to share out our learnings, to give and receive feedback, and mostly a chance to celebrate the hard work and innovative ideas our teams have been creating and developing on behalf of our students and school communities!
Next steps are to get our Community Team back together in newly formed subcommittees to keep the initiatives moving ahead in the next few weeks!
More information about this incredible community focused initiative is here at https://www.sbrsd.org/page/transcend-partnership.
Assistant Principal and Principal for the Day
Last week, students who submitted book reports after April Break were able to throw their names into a hat for a chance to be the Assistant Principal, and Principal for the day! 1st-grade student Stella Tcherevkoff and 4th-grade student Ellouise Hogan were our lucky winners! They were able to do a variety of tasks including,
- making morning announcements
- distributing class supplies to teachers
- delivering snacks to students taking MCAS
- observing morning meetings in Early Childhood classes
- meeting with central office admin assistants, Superintendent, and High School Principal
- meeting with the student courtyard improvement committee
- met with the school nurse
- contributed ideas for weekly parent email
- and even added additional recess to the school day after consulting with students
UME 5th Grade Science
8th Grade Boston Field Trip
Our 8th-grade class just wrapped up an epic field trip to Boston! ️
They kicked things off at the Museum of Science before stepping back in time with a two-mile walk along the Freedom Trail, soaking up all the history of this iconic city.
After a fascinating visit to the New England Aquarium, where they saw all sorts of amazing sea creatures, they visited the USS Constitution ("Old Ironsides"). The trip concluded with a ship-building class with the U.S. Navy!
This trip was the perfect blend of science exploration and American history, and our students came back with tons of new knowledge and unforgettable memories! Thank you to the Eagle Fund for supporting this experience!
Aerospace Engineering
The Aerospace Engineering class recently finished the build phase of a 24-volt electric vehicle. The EV is part of the class’s lunar rover project. Students are studying the engineering of the orignal lunar rover as well as the new rovers proposed for the Artemis moon mission in 2026. The EV runs on two rechargeable 12-volt deep cycle batteries running in series with a 1 HP electric motor. The class is now entering the testing phase to assess the mechanical and electrical performance of the vehicle.
On May 21st, the class will be racing their EV in Berlin, CT. The alternative energy race challenges high schools to run their EV for one hour, completing as many laps of the track as possible in that time. During that hour, students must change drivers every 15 minutes, but they can only pit for mechanical repairs. They are not allowed to charge or change their batteries at any time.
Thank You to the Grounds Crew!
Our amazing Buildings & Grounds Crew filled up our 1st and 2nd graders' sand boxes, and our students wanted to send a special thank you card to them for their work!
