Facilities, Future Growth & Financial Impacts
Fremont School District 79 is developing a community-based Educational Long-Range Facilities Planning (ELFP) with a steering committee centered around the following:
Maintaining a focus on teaching, learning, and safety
Accounting for future enrollment growth
Committing to responsible financial stewardship
Future Growth - Anticipating Over 50% Increase
Several residential developments are currently active: Mundelein Crossing, Sheldon Woods (Mundelein), and Hawthorn Woods Country Club. Once finalized, these developments are expected to add approximately 450 new homes to Fremont’s footprint.
The new Ivanhoe Village development, 700+ acres of farmland recently annexed by the Village of Mundelein, could add more than 3,700 residential units and generate over 1,000 students over the next two decades.
Financial Implications
With the current available data, it is estimated the Ivanhoe Village influx of students would prompt facility expansion needs estimated at approximately $107 million (in 2023 fiscal dollars).
- The District is working with the Village of Mundelein to develop a fair and reasonable plan to fund expansion needs, including impact fees from developers.
Developer-paid impact fees are a one-time revenue source to help cover the school district’s capital and/or operational expenses prompted by the new development. The Village of Mundelein has full approval authority for the final agreement. We know the Village wants to do right by their schools, so we will continue to engage our community to advocate for a fair financial agreement over the coming months.
April Community Survey
An online community survey will open in early April to help inform facility planning priorities.
We will send email invitations, as well as include a link in our mailed Fremont Digest Spring newsletter and the April 3 edition of the Fremont Focus.
Staying Informed
We encourage you to stay informed in the following ways:
Visit the District’s ELFP website, where you can find updates and presentations.
Tune into monthly Board of Education meetings for regular updates. Our next Board meeting is on Monday, March 18, and will feature a demographics study presentation reviewing enrollment projections for the next 10 years.
Review bi-monthly Fremont Focus e-newsletters for updates.
Inquiries or comments regarding the process can be submitted to futurefremont@fsd79.org.
Thank you for your continued support and engagement as we work together to shape the future of our school facilities and enhance the educational experience for all students in Fremont School District 79.

Middle School Parents -- We Need Your Help!
Your time is valuable and so is your input. The Illinois state 5Essentials survey provides an opportunity for staff, students, and parents to provide climate and culture feedback for our schools. The state requires at least a 20% parent participation rate for reporting purposes to ensure our school designations are not negatively impacted. We are currently at a 16% response rate at the Middle School. Please help us achieve the 20% participation goal by taking the survey today.
https://survey.5-essentials.org/illinois/?target_name=parent
Parents are welcome to answer the survey for each of their children’s schools.
Thank you for your assistance!
