February 2024 - Regular Board Meeting
Liberty Hill Community,
We had a great Board meeting in February. It started with the celebration of many successful students and teachers. In February, we highlight our high school career and technical programs. We had 13 students from various programs speak about the programs, how their teachers inspire them, and how the classes are making a difference and preparing them for the future. Thank you to the Board of Trustees for supporting great academic programs and always looking out for the best interest of the students and families of Liberty Hill.
Public Hearing
The Liberty Hill Board of Trustees was presented the Annual Texas Academic Performance Report (TAPR) by Assistant Superintendent of Teaching and Learning Todd Washburn. As a reminder, LHISD (and all schools in Texas) did not receive a rating this year on STAAR. The good news is that even without a rating, LHISD far exceeded the performance of state and regional averages. The TAPR includes information about student STAAR performance, School Progress (Academic Growth), attendance, graduation and dropout rates, college, career, and military readiness (CCMR), student and staff demographics, information on violent or criminal incidents, information on the performance of the previous year’s graduates in their first year of college, as reported by the Texas Higher Education Coordinating Board (THECB), and any supplemental information. This report is also published on the district webpage.
Communication and Information Items
The Board received Results Driven Accountability (RDA) Update by Executive Director of Support Services Kimberly De la Houssaye and Director of Special Education Donna Trevino-Jones.
Trustee Carter praised the work that the special education department does every day and the results they earned on the RDA. He also asked if Student Support Services could provide a quarterly update on the areas of success and need to the Board.
Superintendent Steven Snell provided updates from the Quarter Four Demographic Report.
LHISD currently ranks fourth in the Austin new home ranking report, just behind Hays, Georgetown, and Leander ISDs.
Our anticipated enrollment bumped up a little bit from Quarter 3 Demographics by 2033/34.

The Board approved the consent agenda to include:
Monthly Financial Report
CS Local Policy was updated concerning use of district facilities
As required by Senate Bill 763, the Board took action on a resolution concerning the use of Chaplains in schools. At this time LHISD will not need the services of Chaplains in any official capacity.
Action Items
The Liberty Hill ISD Board of Trustees approved the recommendation of third party benefits provider U.S. Employee Benefits Group for the 2024-25 and 2025-26 school years as presented by Chief of Strategic Planning and Partnerships Kristin Coulter. Mrs. Coulter stated, "Our employees deserve the best and we are pleased to bring them the opportunities that U.S. Benefits Group provides."
The Board approved the Resolution Against TEA for Accountability as presented by Chief of Schools Travis Motal and Superintendent Steven Snell. LHISD wants this resolution to start conversations and educate our stakeholders. Snell stated, “We welcome accountability and we have extremely high expectations for our students, but we expect for it to be fair and reasonable. What the State did this year is not right."
The Board approved attendance boundaries as presented by Chief of Schools Travis Motal and Assistant Superintendent of Teaching and Learning Todd Washburn.
Elementary Attendance Zones are the only zones changing at this time.
Survey feedback was considered as well as the feedback provided during Mr. Snell’s virtual and in-person attendance boundary forums.
Changes are required due to the opening of Tierra Rosa Elementary and to balance the number of students at each campus.
The Board approved the selection of American Contractors as the Construction Manager At-Risk for Liberty Hill Elementary No. 08 as presented by Chief of Operations Mark Willoughby and LHISD Director of Construction Dustin Akin.
The LHISD Board of Trustees approved Agricultural Barn Improvements funded by the 2023 Bond program as presented by Chief of Operations Mark Willoughby, Director of Construction Dustin Akin, and Chief of Schools Travis Motal.
The Board approved the selection of project management services for Liberty Hill High School No. 02 funded by the 2021 Bond program as presented by Chief of Operations Mark Willoughby and Director of Construction Dustin Akin.
The Board approved the general contractor for the administration annex renovation for the 18+ program funded by the 2021 and 2023 Bond Program as presented by Chief of Operations Mark Willoughby and Director of Construction Dustin Akin.
The Board approved the naming of Middle School #3 to Legacy Ranch Middle School as presented by Superintendent Steven Snell.
Closed Session Items
The Board tabled the electrical utility easement and land purchase for Liberty Hill High School to discuss at a future meeting.
The Board approved additional positions, resignations and new personnel.
The next Regular Board Meeting will be on March 18, 2024.

Celebrating LHHS Cheer Top 20 Finish at State!

Liberty Hill ISD is pleased to recognize the achievement of our LHHS cheer team as they made it to the UIL 5A Division 2 Spirit State Championship. This remarkable group of young ladies demonstrated their skills and pep placing in the top 20 and winning the best fight song! Way to go Cheer!
2024-2025 Elementary Attendance Boundaries
The Liberty Hill ISD Board of Trustees approved the elementary attendance boundaries for the 2024-25 school year at the Feb. 20, 2024 Board meeting. The district welcomed feedback from our families through the attendance zone survey as well as the in-person and virtual community forums before making the final recommendation to the Board. Tierra Rosa Elementary School will open in the fall of 2024. These new attendance zones will support the district’s ability for our staff to provide the support needed for each of our students, allowing us to meet our vision of building champions in academics, character and community.
