Letter From The Superintendent: Cell-Phone Free Education Begins Jan. 6, 2025
Dear SPS Families,
On July 9, 2024, Virginia Governor Glenn Youngkin issued Executive Order 33 to establish cell phone-free education to promote the health and safety of Virginia's K-12 students. Executive Order 33 is focused on eliminating cell phone use during instructional time and addressing the mental health issues arising from children's social media and cell phone addiction, such as increased anxiety and depression. As a result of this Executive Order, Suffolk Public Schools will be cell-phone free from “bell to bell” beginning January 6, 2025.
The use of cell phones, including but not limited to making calls, sending text messages, browsing the internet, and accessing applications, is strictly prohibited within classrooms and during the school day. Students should turn off and stow their cell phones before entering the building. With input from educators, parents, and legal guidelines, our SPS Cell Phone Policy ensures a balanced approach to technology use within our classrooms and school grounds.
Policy Overview:
Use of Cell Phones, Smart Devices and Accessories: Students are prohibited from using devices during instructional time. Upon entering the building, students must turn off and stow their devices.
Exceptions: Exceptions may be made for emergencies, instructional use (approved by teachers and principals), or accommodations outlined in a student’s Individualized Education Program (IEP). If, upon consultation with your child’s healthcare provider, it is determined that your child needs to have access to their personal cell phone or electronic device to manage a medical diagnosis, parents will be asked to complete a Student Cell Phone Medical Exemption Request form.
Parental Communication: Parents are encouraged to contact students through official school communication channels during the school day. This ensures the safety and accessibility of important information. Parents in need of language translation will be able to use Language Line to communicate with staff.
Student Responsibility: Students are accountable for safeguarding their devices. The school district is not responsible for theft, loss, or damage of personal devices, except in cases involving school personnel negligence.
Discipline: To uphold this policy, teachers and staff will monitor compliance. Violations will result in progressive disciplinary measures, which may include warnings, parent notifications, or in-school suspension.
I have created regulations for the SPS Cell Phone Policy that are consistent with guidance provided by the Virginia Department of Education. Regulations for the Suffolk Public Schools Cell Phone Policy can be found at www.spsk12.net. Annual updates will be provided to reinforce awareness and adapt to changing needs.
Our goal is to create a learning environment free of unnecessary distractions while ensuring students have access to technology for appropriate educational purposes.
