An Important Message from Superintendent of Schools Liam Skinner
Dear Lowell Public Schools Families,
We know there is a lot of concern in the community regarding increased immigration enforcement efforts in Massachusetts and across the country and felt this would be a good time to reiterate Lowell Public Schools’ policy regarding these issues.
We are committed to providing a free public education to every child regardless of their race, color, national origin, citizenship, immigration status, or the status of their parents/guardians.
Lowell Public Schools staff do not ask for any family’s immigration status. Nor do we share such information with the Immigration and Customs Enforcement (ICE) agency or any outside agency.
In March 2017, the Lowell School Committee approved a policy titled Rights of Undocumented Students and Protocols for ICE Access to Schools. We stand by that policy.
Lowell Public Schools, in accordance with School Committee policy, as well as the Family Education and Privacy Rights Act of 1974 (FERPA), and in compliance with guidance issued by the Massachusetts Department of Elementary and Secondary Education:
- Will not allow ICE agents with administrative warrants, ICE detainers, or other civil immigration related documents into Lowell Public Schools buildings; in order to be given access, they must have a valid criminal judicial warrant signed by a federal judge.
- Will not share student records with ICE unless a parent or guardian consents, or they have a court order.
Principals have been provided instructions and guidance from the Massachusetts Department of Education (DESE) on how to best protect students’ rights, how to respond to potential visits by ICE agents, and what to do to support students in the event that their parents are taken into ICE custody while they are at school.
We understand this is a stressful time for many families. We remain dedicated to supporting all members of our diverse and wonderful community, as a community.
