Budget Messages from Mr. Albright
2024-25 BUDGET INFORMATION
The 2024-25 budget plan was presented and approved during the September regular Board of Education meeting. The district’s budget is a living document that is updated as needed through budget amendments presented at monthly Board of Education meetings. 2024-25 TAX LEVY INFORMATION
The Board of Education conducted the annual tax rate hearing for the 2024-25 school year on Monday, August 19, 2024. The starting point for developing the district’s tax rate each year is when we receive the district’s assessed valuation (AV) from Buchanan County in July. This year’s district AV is $84,296,601, an approximate increase of 1.7% over last year’s AV.
The tax levy development process also involves the state auditor’s office, which sets the district’s tax rate ceiling each fall. The district then utilizes the state auditor’s information to develop the
recommended tax rate that goes to the Board of Education each August. The recommended and Board approved levy for this fiscal year is $5.4969 per $100 of assessed valuation on your annual tax statement. Last year’s tax levy was set at $5.4950.
This year’s levy of $5.4969 is broken down into three separate funds as it relates to school revenue. The levy breakdown is as follows:
- Fund 1 Levy (general operating fund) = $4.0969
- Based upon the district’s assessed valuation, this should bring in approximately $3,453,547 in local tax revenue based upon a 100% collection rate.
- Fund 3 Levy (debt service fund) = $0.9000
- Based upon the district’s assessed valuation, this should bring in approximately $758,669 in local tax revenue based upon a 100% collection rate.
- This year’s debt service levy ceiling, per the state auditor’s office, was $1.1961. However, our promise to taxpayers was to keep our debt service levy at $0.9000, so the Board of Education did implement a voluntary rollback of $0.2961 to maintain the promised $0.9000 levy.
- This levy is positioned to pay the principle and interest on the district’s general obligation bonds.
- Fund 4 Levy (capital improvements fund) = $0.5000
- Based upon the district’s assessed valuation, this should bring in approximately $421,483 in local tax revenue based upon a 100% collection rate.
- These funds are restricted to be utilized to maintain facilities, as well as future facility improvements.
- Ten cents of this levy is also in place to pay the principle and interest on the district’s capital improvements lease from 2020.

Student-Parent-Teacher Conferences
Parent-Student-Teacher Conferences, which will take place on:
- October 30 from 1:00 PM to 7:00 PM for grades PK - 12
- October 31 from 8:00 AM to 12:00 PM for grades PK - 6
Sign-ups for elementary student conferences will be sent home soon, so please watch for that information. There are no time slots for junior and high school conferences—just bring your child and feel free to visit with their teachers at your convenience. It’s essential for your child to attend these conferences, as their participation is vital in discussing their progress and setting future goals.
Sixth Grade VR Field Trip: Exploring Machu Picchu
Our sixth-grade students recently had an exciting opportunity to enhance their learning through a virtual reality field trip inspired by their reading of Where Is Machu Picchu? This immersive experience allowed them to virtually explore the wonders of Machu Picchu, bringing the site's historical and cultural significance to life.
Students were captivated by the breathtaking views and rich history they encountered during the VR experience. It sparked engaging discussions and fueled their curiosity about the ancient Incan civilization.
We are grateful to offer innovative learning opportunities for our students to connect literature with real-world experiences.
Parents As Teachers: Fall Play & Learn
Public Notice
All responsible public agencies are required to locate, evaluate, and identify children with
disabilities who are under the jurisdiction of the agency, regardless of the severity of the
disability, including children attending private schools, children who live outside the district but
are attending a private school within the district, highly mobile children, such as migrant and
homeless children, children who are wards of the state, and children who are suspected of having
a disability and in need of special education even though they are advancing from grade to grade.
The Mid-Buchanan R-V School District assures that it will provide a free, appropriate public
education (FAPE) to all eligible children with disabilities between the ages of 3 and 21 under its
jurisdiction. Disabilities include autism, deaf/blindness, emotional disorders, hearing impairment
and deafness, intellectual disability, multiple disabilities, orthopedic impairment, other health
impairments, specific learning disabilities, speech or language impairment, traumatic brain injury,
visual impairment/blindness and young child with a developmental delay.
The Mid-Buchanan R-V School District assures that it will provide information and referral
services necessary to assist the State in the implementation of early intervention services for
infants and toddlers eligible for the Missouri First Steps program.
The Mid-Buchanan R-V School District assures that personally identifiable information collected,
used, or maintained by the agency for the purposes of identification, evaluation, placement or
provision of FAPE of children with disabilities may be inspected and/or reviewed by their
parents/guardians. Parents/guardians may request amendment to the educational record if the
parent/guardian believes the record is inaccurate, misleading, or violates the privacy or other
rights of their child. Parents have the right to file complaints with the U.S. Department of
Education or the Missouri Department of Elementary and Secondary Education concerning
alleged failures by the district to meet the requirements of the Family Educational Rights and
Privacy Act (FERPA).
The Mid-Buchanan R-V School District has developed a Local Compliance Plan for the
implementation of State Regulations for the Individuals with Disabilities Education Act (IDEA).
This plan contains the district’s policies and procedures regarding storage, disclosure to third
parties, retention and destruction of personally identifiable information and the agency’s
assurances that services are provided in compliance with the General Education Provision Act
(GEPA). This plan may be reviewed during regular school hours on days school is in session at
the Mid-Buchanan R-V School District (3221 SE St Rt H, Faucett, MO 64448-8197) or at the
Office of the Superintendent.
This notice will be provided in native languages as appropriate.

Suicide Prevention Month Updates:
As you may remember, September is nationally recognized as Suicide Prevention Month. To proactively address the issue of teen depression and suicide, the Mid-Buchanan RV School District implemented an evidence-based program called the Signs of Suicide Prevention Program, among other prevention resources, for students in grades 6-12. Counselors responded to student requests for assistance and communicated resources to affected families.

Not Another Lunch and Learn
Beginning in October, we will offer dedicated time for post-secondary preparation! Seniors
are invited to join Mrs. Raines in the HS Library for assistance with getting organized, finding
and applying for scholarships, tracking applications, and other post-secondary prep
activities. Bring your own lunch or bring a tray from the cafeteria! We will meet every
Tuesday during the High School lunch shift (unless otherwise instructed). Can’t wait to see
you! See Mrs. Raines with any questions.
