Empowering Parents & Families: Engaged Parents Make a Difference
Under ESSA guidelines, school districts must provide Parent & Engagement opportunities throughout the school year. Two Title I parent meetings are required annually and three opportunities are required for Title III.
This event will provide an opportunity to meet one of your compliance requirements for the 2019-2020 school year under Parent & Family Engagement.

Attention! Date Change - McKinney-Vento Homeless Student Workshop
The Texas Education for Homeless Children and Youth Support Team at Region 13 is cancelling all McKinney-Vento 101 trainings scheduled for September 2019 at the request of the Texas Education Agency. They are retooling this workshop to more closely align with changes taking place in the TEHCY program statewide. Therefore, our McKinney-Vento workshop scheduled for Friday, September 20 has been rescheduled.
We have rescheduled this workshop at ESC Region 17 for Wednesday, October 30 from 9:00 AM to 12:00 PM.

A statewide webinar will also be offered that will cover the same information during the fall semester. I will post this information as soon as it is released.

Title IV, Part A - School Safety Resource
‘The Role of Districts in Developing High-Quality School Emergency Operations Plans: A Companion to the School Guide’ was released by the USDE in September of 2019. "This guide complements the earlier School Guide by recommending specific roles and responsibilities for district-level administrators and staffs. Districts’ recommended responsibilities include the following:
- Coordinating with schools and community partners to make EOPs a collaborative effortand help ensure integration with district, local, regional, state, tribal, and federal agencyEOPs;
- Providing planning parameters for use by schools throughout the entire district, e.g.,minimum set of annexes, minimum set of prioritized hazards and threats; and
- Supporting schools at each step as they develop EOPs that address all types of emergencies and are tailored to fit each school’s individual needs.
This guide recommends that districts apply the same planning principles; follow the same six-step process and complete the tasks associated with each step, that underlie the planning process described in the School Guide. The Texas School Safety Center is hosting School Threat Assessment and Digital Threat Assessment workshops in October near you!
Digital Threat Assessment
The Digital Threat Assessment workshop addresses the need to keep pace with the ever-evolving technology challenges that face our students currently. Real life case examples will be used from subject matter expert work across North America, and a significant portion of the day will be spent conducting hands-on searching exercises through the most current social media sites and applications.

Digital Threat Assessment workshops are open to public ISDs, open-enrollment charter schools, junior colleges, school-based law enforcement, and state agencies that support schools.

School Threat Assessment
With the passage of Senate Bill 11, Texas public school districts and open-enrollment charter schools are mandated to establish a threat assessment team to serve at each campus, and each team is required to complete training provided by the TxSSC or a Regional Education Service Center. We are offering Threat Assessment training to enable districts to meet this requirement.
Threat Assessment provides a proactive, evidence-based approach for identifying individuals who may pose a threat and providing interventions before a violent incident occurs. This workshop will teach participants how to respond to threatening behavior and other disturbing behavior, gather additional information, make an assessment, and take preventive steps if necessary.
The School Threat Assessment training is open to public ISDs, open enrollment charter schools, school-based law enforcement, and any state agency that serves on an identified threat assessment team. Registrants for the workshop must be identified as a district/charter school threat assessment team member and have completed the online prerequisite course through the School Safety Learning Portal.

School Improvement Grant
The School Improvement application is now available for those identified as Comprehensive. This will need to be submitted before November 8th. If you meet the Comprehensive criteria, you have more than likely been contacted by one of the School Improvement specialists from Region 17. Your ACE consultant will reach out to you soon to assist as well!
Equity Update
ESSA Unsafe School of Choice Option Validation
During the 2019-2020 school year, TEA will be conducting real time validations within the ESSA Unsafe School Choice Option (USCO). This policy is in regards to your board’s policy FDE Legal/Local.
TEA will be conducting validations starting on October 1, 2019, in regards to a current LEA USCO Policy. The policy is in reference to the following condition:
“The LEA, as a condition of receiving funds under the Every Student Succeeds Act, established and implements a policy requiring that:
• a student attending a persistently dangerous public elementary school or secondary school (as determined by the Texas Education Agency), or
• a student who becomes a victim of a violent criminal offense, while in or on the grounds of a public elementary or secondary school that the student attends,
is offered and allowed to attend a safe public elementary or secondary school within the local educational agency, including a public charter school.
If you possibly have an applicable student meeting the victim of violent criminal offense definition, please see the parameters below:
For purposes of determining Unsafe School Choice Option (USCO) transfer eligibility, a student is considered a victim of a violent criminal offense, if while on the premises of a school or while attending a school-sponsored or school-related activity on or off school property, he or she becomes a victim of any of the following (I have highlighted the PEIMS codes for quick reference):
• Attempted murder under Texas Penal Code Sections §19.02, 19.03, and 15.01 (reported under PEIMS 425 Action Reason Code 17)
• Indecency with a child under Texas Penal Code §21.11 (reported under PEIMS 425 Action Reason Code 18)
• Aggravated kidnapping under Texas Penal Code §20.04 (reported under PEIMS 425 Action Reason Code 19)
• Aggravated assault on someone other than a district employee or volunteer under Texas Penal Code §22.02 (reported under PEIMS 425 Action Reason Code 30)
• Sexual assault or aggravated sexual assault against someone other than a district employee or volunteer under Texas Penal Code §22.011 and 22.021 (reported under PEIMS 425 Action Reason Code 32)
• Aggravated robbery – TEC §37.007(a)(2)(F), TEC§37.007(C)-(D) (HB9680) (reported under PEIMS 425 Action Reason Code 46)
• Continuous sexual abuse of young child or children under Texas Penal Code §21.02 occurring on school property or while attending a school-sponsored or school-related activity on or off school property (reported under PEIMS 425 Action Reason Code 57)
