A Note from Lisa
Welcome to summer! As we button up the 2020-2021 school year, you (hopefully) have your eyes set on a little fun and relaxation before the July 1st race into the new year. This year has drained even the most resilient among us, and it is important to allow yourself the opportunity to fill your bucket back up with what brings you personal joy. Whether you soak up some sunshine, hike a mountain, snuggle your little ones or fur babies, binge your favorite TV series, read a book, or just do a little nothing, here's hoping that you find your happy place!
Here are a few items to have on your June to-do list:
- Check on IBC completions and enter in PEIMS. Earned 9/1/20-5/31/21 extracted to TEA in Summer PEIMS submission, June 17th.
- Review your final FTE Reports.
- Look ahead to how the changes in CTE funding that came through the legislative session will affect your LEA.
- Register for summer professional learning.
- Review the CCMR Verifier.
- Retrieve copies of IBC certificates completed after June 1st.
- Take some time to recharge your personal batteries!

NEW tiered funding framework for CTE
- Tier 1 - 1.10 Student FTEs in courses not assigned to a Program of Study
- Tier 2 - 1.28 Student FTEs in level one and two courses in a Program of Study
- Tier 3 - 1.47 Student FTEs in level three and four courses in a Program of Study
HB 773
Adds performance indicator for students who complete a state-approved Program of Study, effective September 1, 2021.
HB 3938
Establishes IBC Advisory Council with appointed members: 3 representing industry, 3 teachers or administrators, and 3 community colleges to serve a four-year term to develop list no later than January 2022, updated annually, transfers the list from TEA to TWC.

CTE Online Trainings
Texas Gateway CTE courses now on TEALearn
The Texas Gateway site courses for CTE have been moved to TEALearn. We apologize for the inconvenience during the transition process, and TEA will actively provide updates as new information is available.

2018-2019 Perkins V Indicator Data Statewide Report
The Perkins V Indicator Data Statewide report provides summary data on the performance of Texas secondary career and technical education (CTE) programs for the 2018-2019 school year as required by Sec. 113(C),(D), and (E) of the Strengthening Career and Technical Education for the 21st Century Act (PL 115-224, Enacted July 31, 2018), Perkins V.
The state-level data is disaggregated by:
- Race, Gender, and Ethnicity
- Perkins V identified Special Populations
- Federal Career Clusters
- State Career Clusters
- In the 5S4 (CTE Completers) tab – Programs of Study
The disaggregated report will open to the specific page from the hyperlink below for each federally reported performance indicator:
- 1S1 – Four-Year Graduation Rate
- 1S2 – Extended Graduation Rate
- 2S1 – Academic Proficiency in Reading/Language/Arts
- 2S2 – Academic Proficiency in Mathematics
- 2S3 – Academic Proficiency in Science
- 3S1 – Post-Program Placement
- 4S1 – Non-traditional Program Concentration
- 5S1 – Program Quality – Attained Recognized Postsecondary Credential
- 5S4 – Program Quality – CTE Completer
The report is an accompaniment to the data available to local education agencies (LEAs) in Texas Education Agency Login (TEAL) system through the career and technical education report (CTER) application. Requests for access to data in the CTER application must be submitted to LEA leadership, who will forward the request to the Texas Education Agency in the TEAL system.
2020-2021 Comprehensive Local Needs Assessment Guidebook (Update)
One of the most significant changes introduced in the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) is the comprehensive local needs assessment (CLNA). The law states that local eligible recipients must complete a comprehensive local needs assessment related to career and technical education once every two years. The 2020-2021 CLNA (SC5600) is required for local education agencies (LEAs) applying for 2021-2022 Perkins funding who did not complete the assessment in the 2020-2021 school year. The CLNA guidebook is designed to assist Texas LEAs with the completion of the local needs assessment. The local needs assessment process is intended to be a regular part of an LEA's data-driven decision making and program improvement system.
You only need to submit a CLNA now if...
- you are changing your application status
~applied solo in 2020-21 to apply as SSA member in 2021-22
~applied as SSA member in 2020-21 to apply solo in 2021-22
OR
- you do not have an approved CLNA on file approved from last spring. (You didn't apply last year)
What’s New in Performance Reporting
The College, Career, and Military Readiness (CCMR) Verifier will be posted next week on the Performance Reporting tab within the TEA Login (TEAL) Accountability application. Districts should use the CCMR Verifier to verify the accuracy of their CCMR data and, if needed, submit official documentation to correct data by July 2, 2021. If no discrepancies are found, no action is required.
Please note that data from TSDS PEIMS submissions are not eligible for corrections and, therefore, are not shown. Districts SHOULD NOT submit industry-based certification (IBC) corrections through the level I and level II certificates field; IBCs are not eligible for correction.
As all districts and campuses receive a Not Rated label in 2021, CCMR data will only be reported. The 2021 CCMR Verifier One Pager provides additional information.

July: Second 2021 CCMR Tracker released in TEAL
Mid-August: Excel file released on TEA’s 2021 accountability page indicating that all districts and campuses are Not Rated: Declared State of Disaster for 2021
Late August: Unmasked accountability reports and confidential student listings released in TEAL
Late August: Masked accountability reports released on TXschools.gov and on TEA’s 2021 accountability page
REMINDER
Keep in mind as you set your master schedules for 2021-2022:
On September 1, 2020, the State Board of Education Committee on Instruction made final adjustments to curriculum requirements in Chapter 74.3.
The committee retained the requirement that school districts must offer at least one of the following courses:
- Fundamentals of Computer Science
- Computer Science I
- Advanced Placement (AP) Computer Science Principles.

Why do we need this?
Teachers assigned to teach Career Preparation courses must complete the Texas Education Agency approved training as outlined in §231.271. Career Development, Grades 9-12. subsection (e):
- (e)The school district is responsible for ensuring that each teacher assigned to Career Preparation I, Career Preparation II, or Extended Career Preparation, Grades 9-12, has completed appropriate training in state and federal requirements regarding work-based learning and safety.
