A Note from Lisa and Chelsea
Hello CTE Friends,
Can you believe it — the new school year is here! Time for sharp new pencils, shiny waxed floors, showing off your summer tan in your back-to-school new clothes, and a chance to make new friends! Those new friends may be new staff members, new colleagues in our region, new parents, and best of all, new students. This time of year always sparkles with the anticipation of what is to come.
We hope all of you found time to have filled your bucket with your passion projects over the summer, grabbed some extra rest, and joined in on professional learning. The school year is a marathon, not a sprint, so pace yourself as you start 2022-2023 and remember we are stronger together, so don't forget to phone a friend when you need a sounding board or sanity check!
We already have much planned for this school year and can't wait to see you all. We are here to support you and are excited about the opportunities in Region 11 for all of our LEAs to collaborate and learn.

August To-Do List
- Final safety review of facilities and procedures
- The non-discrimination statements (English & Spanish) must be published before the start of the school year.
- Perkins grant - Complete the annual Perkins Grant Application (In TEAL eGrants ). SSA Members will not have to answer all sections. The fiscal agent completes portions in their submission.
- Meet with PEIMS Coordinator for changes/updates
- Calendar 2022-2023 important dates and meetings
- Enter summer IBCs earned into PEIMS
- Make a plan to collect future IBC data on all assessments taken (Not just passed)
- Be sure to retain descriptions of professional development and rosters of attendees in your local documentation for any potential audits.
- Verify your dual credit crosswalk aligns with your PEIMS coding

If you teach a CTE course for Math or Science Credit, additional training is required.

2023 Accountability Reset Open Public Comment
Preliminary 2023 Accountability Reset Framework public comment closes on October 1.
Stakeholders are encouraged to provide feedback through October 1, 2022, to help inform the October preliminary accountability system framework, which will be published in late October 2022. Regional feedback sessions will be conducted from November 2022 – February 2023 to capture any additional refinements before issuing a proposed rule. The proposed 2023 Accountability Manual will be available in spring 2023. Feedback can be sent to performance.reporting@tea.texas.gov.
Please note the CTE item for CCMR credit as currently proposed:
(Pending) Earn an Industry-Based Certification (IBC) and Complete an Aligned Program of Study. A graduate earning an IBC under 19 TAC §74.1003 who also completes a career and technical education program of study aligned with that IBC. (Implementation changes are TBD.)

The IBC one-pagers will not be updated. With vendor information constantly changing, the information on things such as pricing can become obsolete too quickly.
2021-2022 TSIA Reimbursement Requests
Timeline:
On July 7, TEA will open the window for school systems to submit a Qualtrics form with the required data to request their TSIA reimbursement. This window will close on September 30, 2022. TEA will not accept late requests.
What’s New in Performance Reporting
A–F Knowledge Base and FAQ Widget
Performance Reporting created a Knowledge Base that houses more than one hundred accountability-related questions and answers. Users can either browse by topic by selecting the “Accountability Topics” option in the top right corner or enter a keyword to find related FAQs. Users can also view FAQs by scrolling the main page and navigating through the top-rated, most viewed, and newly published sections.
An FAQ widget has also been added to the bottom right corner of the 2022 Accountability Rating System and Performance Reporting Resources webpages! The widget allows users to easily search accountability FAQs pulled directly from the Knowledge Base. Users should use full words when searching for an FAQ using the widget. For instance, if a user searches for “growth,” the entire word “growth” needs to be entered. Entering a partial word will not result in any results.

News from the Grants Administration Division
Perkins V: Strengthening Career and Technical Education for the 21st Century
The consolidated grant applications must be submitted to TEA by September 2, 2022, to be considered for funding.
When completing, remember your grant application must align with your TEA-approved CLNA.
Self-Determination K-12 and CTE TEKS Vertical Alignments
These vertical alignment documents are now posted online and capture existing Kindergarten through grade 12 and Career and Technical Education (CTE) Texas Essential Knowledge and Skills (TEKS) that closely align with teaching self-determination and decision-making skills to students with disabilities as required by Texas Administrative Code (TAC) §89.1055(h)(10)(A). Definitions from the research of Dr. Michael Wehmeyer and from The National Gateway to Self-Determination Project are the measures against which all TEKS were compared to determine their relevance. Only TEKS that met this standard were included, while all others were omitted.

This recorded webinar will assist participants in understanding transition planning and the role it plays in the ARD committee meeting process, including:
- Timelines and statutory requirements
- Understanding how to conduct transition assessments
- Functional vocational evaluations
- Summaries of performance
- Review additional transition requirements such as state performance plan indicators (SPPI)
Texas Collaboration Institute (TCI) On-Demand Courses
TEA's Student-Centered Transitions Network (SCTN) has teamed up with the National Technical Assistance Center on Transition: The Collaborative (NTACT: C) to offer this on-demand training just for you. The Texas Collaborative Institute aims to bring together Career Technical Education (CTE), Texas Workforce Commission-Vocational Rehabilitation (TWC-VR), and TEA to collaborate on services for students preparing for their transition out of high school. This course will provide learners with different aspects of how collaboration can occur and what can be done to assist in the transition of students with disabilities.
When you register for this course, you will hear from national and state speakers, have access to all training documents, and receive the tools needed to focus on district team building and collaboration. This training series can be used by individuals, district and campus teams, and state-level teams.
