After a long and productive meeting with a full agenda packed with important information and decision-making at last night's meeting, the board adjourned at 12:36 a.m. on Wednesday morning.

Rezoning Updates
The opening of Dr. Jimmie Don Aycock Middle School in August 2024 will require rezoning to build an attendance zone for the new school. Additionally, growth in the eastern portion of the district around Nolanville Elementary School will require rezoning to create capacity within the Nolanville Elementary School building. Feedback from the community town hall meetings and emails received were gathered, analyzed, and provided to the Board for consideration.
Grandfathering will be approved for current 3rd and 4th grade students at the elementary school level and current 6th and 7th grade students at the middle school level. District transportation will not be provided for grandfathered or transferred students. The board unanimously approved the proposed elementary school and middle school rezoning.
Further correspondence will be sent to all families affected by the changes, and the district will communicate the process for requesting transfers to provide for as smooth a transition as possible.

School Nutrition Earns "Best of the Bunch" Recognition
The School Nutrition Department works to integrate educational opportunities in nutrition and Texas agriculture for students throughout the school year. The department also received a $1.6 million grant from the Texas Department of Agriculture for school nutrition.
Board Policy Revisions
Policy Revision FDB Local: Admissions – Intradistrict Transfers and Classroom Assignments
Improvements were made to FDB Local for increased effectiveness and efficiency in planning for the upcoming school year. The following changes have been adopted:
- Implementation of a window for acceptance of current (intradistrict) student transfers will be set by the administration annually and will coincide with our current student registration, typically February – April.
- Implementation of a window for acceptance of new student transfers will be 10 days after registering for school.
- Removal of grades 7th and 8th as a qualifier for child-care supervision transfer. Currently, childcare transfers are approved for pre-kindergarten through 8th grade.
- Addition of a grandfathering clause to address the process for transfers when making changes to our attendance zone boundaries.
- Policy clean-up to titles and names such as Fort Hood to Fort Cavazos.
Compensation and Benefits- Leaves and Absences
House Bill 471 requires an update to the policy to allow for the use of accumulated leave after a
leave of absence with full pay, as required by law, for an illness or injury related to the person’s line of duty.
Scholarships for Fall 2024
The Killeen ISD Board of Trustees awards Parrie Haynes, Franklin & Emily Pratt, Ira Cross, Jr., Maude Moore Wood, and Amanda Ware endowed scholarships annually to graduating seniors. The Board of Trustees approved the annual scholarships for Fall 2024 in the following numbers and dollar amounts:
- Parrie Haynes (2) @ $2,500 each = $5,000
- Franklin & Emily Pratt (2) @ $3,000 each = $6,000
- Ira Cross Jr. (17) @ $4,000 each = $68,000
- Maude Moore Wood (3) @ $5,000 each = $15,000
- Amanda Ware (2) @ $3,500 each = $7,000
Resolutions
The Board of Trustees unanimously approved the following resolutions for March:
- March 2024: Arts in Our Schools Month
- March 2024: National Athletic Training Month
- March 4-8, 2024: National School Breakfast Week
Chaplains
programs for students as assigned by the Board of Trustees. The hiring of a chaplain as a counselor can be conducted if the candidate meets all hiring requirements for the available position.
District Project Updates
- The tennis courts at Killeen High School will be replaced using the Strategic Facilities Plan budget.
- Digital Antenna Systems will be installed at five campuses to increase radio signals for first responders.
- Carpet in classrooms across at six campuses will be replaced with no-wax vinyl tile that is consistent with new facilities as part of the FY 2024 Flooring Life Cycle Replacement Project.
- The board unanimously approved the Selection of the Architect, Geotechnical and Materials Testing Engineer, and Commissioning Agent for Future Central Administration Building Renovation Project.
