As we get closer to Election Day, I wanted to ensure that all of our families have received information about the Non-Homestead Operating Millage Renewal that will appear on the ballot on November 5, 2024. This renewal will allow Clarkston Community Schools to continue levying the existing 18 mills on non-homestead property for the next ten years (2026-2035). What properties are impacted?
The millage applies only to non-homestead properties such as commercial, industrial, rental properties, and second homes. It does not affect taxes on primary residences or qualified agricultural properties.What is the financial impact of this millage?
The non-homestead millage generates approximately $10.2 million annually, accounting for about 9% of the district’s operating revenue. This funding is crucial for maintaining essential operations, including staffing, purchasing textbooks and supplies, and keeping our school buildings running smoothly.Why does the district have to ask voters to approve this millage?Michigan’s school funding model, defined by Proposal A, assumes that school districts collect the 18-mill operating levy on non-homestead properties. This assumption is built into the calculation of state aid payments, meaning we must collect this millage to receive the full per-pupil funding from the state. This amounts to approximately $1,083 per student out of the $9,608 in total funding for Clarkston.
What does this renewal mean for taxpayers?
This is a renewal of the current millage, not a new tax. The Clarkston community has consistently supported the operating millage since its inception in 1994, allowing us to maintain full student funding and continue offering high-quality education to our students.
