THE EXECUTIVE'S CORNER
Hola queridos miembros y amigos de TABE,
As we approach the winter break and a well-deserved rest, I want to take a moment to express my heartfelt gratitude for your tireless dedication to bilingual education across Texas.
This year has brought its share of challenges, yet you have met them head-on with unwavering commitment. You have nurtured young minds, fostered cultural appreciation, and empowered students to reach their full potential. Your unwavering passion and innovative spirit are truly inspiring!
This year we were able to elevate together the power of dual language education at the 2nd Annual Dual Language Symposium in June; we prepared for a new school year full of new challenges and opportunities at the Back to School Bilingual Directors Institute in September; we celebrated en familia our 51st Annual TABE Conference in the beautiful city of McAllen, surrounded by more than 1200 like-minded individuals, experts, family members, students, and community leaders whose passion and knowledge left us all re-energized and hopeful for the future!
This year we welcomed two new affiliates to our family: Costal Bend ABE and West Texas ABE. Our TABE family keeps growing strong! You also elected new executive board officers, Mr. Hugo Hernández, President-Elect and Dr. Claudia Treviño-García, Treasurer. We are looking forward to continuing to work with them in the new year! Un millón de gracias también to all the schools, districts, and organizations who trusted TABE to provide high-quality professional learning opportunities for your parents, teachers, and administrators. So much to be thankful for! So much to look forward to!
As the winter break approaches, we encourage you to take some time for yourselves. Recharge, reconnect with loved ones, and return in the new year with renewed energy and enthusiasm. From the bottom of my heart, ¡mil gracias por ser parte de nuestra TABE familia! You are the heart and soul of TABE, and we are incredibly proud to stand alongside you in your mission to empower our future generations y crear en Texas ¡un futuro bilingüe!

Hola TABE Familia
As I reflect during the Fiestas, I think about the TABE familia and all the fond memories of this past year serving as your President. From the fabulous learning experiences of the TABE Talks, amazing interviews on TABE TV, on-going professional development, and the incredible conferencia en McAllen, Texas, I truly am proud and blessed to serve you dear friends and colegas! I hope this newsletter finds you well and listos para celebrar en familia during this holiday season! We will continue to build strong relationships and partnerships across the state to strengthen bilingual education for emergent bilingual students, their families, and the educators who serve them. We, recognize that we have new educators to meet, more EB students and familias to serve, and leaders to support. These are extremely important reasons to continue striving towards our mission and goal of Every Child Bilingüe in Texas.
Therefore, I pray that each one of you is well and takes quality time during this holiday season to self-care to reflect, refresh, and recharge, for the new year. The TABE Board, returning and new members, are ready to serve and continue creating an asset-based approach alongside our Affiliates, members, and educators for ALL bilingual students. I am committed to leading our organization to support additive programs, projects, and activities that strive to open wider horizons for the achievement of quality bilingual education programs. Juntos podemos lograr mucho más as we become stronger and more dynamic partners for a brighter future for bilingual students.

LEGISLATIVE CORNER
UPDATES OF THE 88TH TEXAS LEGISLATURE
The 88th regular session of the Texas Legislature concluded on May 29, 2023, leaving behind a trail of legislative initiatives, notably in the realm of bilingual education. Spearheaded by influential figures such as Senator Bobby Guerra from McAllen, TX, pivotal bills like HB 3303 aimed at increasing the presence of certified bilingual educators in secondary schools were deliberated upon by the education committee but left in a pending status.
A focal point of the legislative agenda involved enhancing bilingual education through various avenues:
Teacher Preparation and Retention: Initiatives were proposed to bolster the number of certified bilingual education teachers by providing support for preparation programs, implementing robust retention strategies, and advocating for increased teacher remuneration.
State Seal of Biliteracy: Advocacy efforts were directed towards the adoption of the State Seal of Biliteracy, encompassing educational pathways from elementary to high school levels.
Funding Allocation: The endeavor to elevate the funding weight and minimum expenditures for bilingual education underscored the commitment to fortifying programs, materials, and educators. However, bills failed to gain traction and eventually dissipated from the legislative discourse.
Throughout the session, TABE played a prominent role, actively participating in legislative affairs. TABE members testified before committees, collaborated with allied organizations, and engaged in a noteworthy event at the state Capitol: "Protecting and Promoting Justice, Equity, Diversity, and Inclusion." This event emphasized justice promotion, increased funding to alleviate teacher shortages, support for public education, and the advocacy for high-quality bilingual education programs. Additionally, TABE members participated in a debriefing session with members of the Mexican American Legal Caucus.
The session imparted valuable lessons, chief among them the importance or collaborating and joining efforts with key organizations. In the aftermath of the 88th session, TABE remains resolute in its commitment to collaborating with pivotal entities such as IDRA, the Texas Legislative Education Equity Coalition, and Texans Care for Children. Although the legislative session has concluded, TABE will persist in aligning with key organizations to identify and advocate for legislative measures impacting linguistically and culturally diverse students in Texas.

Special Issue: The Intersection of Early Childhood and Dual Language Education
We would like to highlight JBERI's special issue regarding early childhood and bilingual education! Extensive research continues to further support the lasting cognitive, linguistic, academic, and social-cultural benefits effective Dual Language programs have on young emergent bilingual individuals. Extra! Extra! Read All About It!
This year's issue continues to uphold the legacy and commitment of providing access to relevant and current research. Articles within the issue address a wide-range of topics and share compelling findings regarding language, culture, and Dual Language Education. A special feature within the issue is a book review of Educating Across Borders: The Case of a Dual Language Program on the U.S. - Mexico Border authored by Drs. Maria Teresa de la Piedra, Blanca Araujo and Alberto Esquinca.

SHARING BEST PRACTICES FOR BILINGUAL LEARNERS
Don’t Sweat, Try the Insert Method Way!
Reading grade level complex texts can be a challenge for Emergent Bilinguals, but it does not have to be! High-yield learning practices such as activating and/or building background knowledge, and providing opportunities to engage with text to connect new knowledge to what they already know or have experienced, support reading comprehension. One of the ways to provide EBs with these essential practices is by using the Insert Method. The Insert Method is an interactive notetaking system that encourages students to actively read and make notes directly in the text using a coding system.

WHAT'S IN STORE FOR 2024?!

RECURSOS E IDEAS PRÁCTICAS PARA CRIAR HIJOS(AS) BILINGÜES
The English Learner Family Toolkit was created to help families choose education services that meet their child’s needs. U.S. educators, elementary and secondary school teachers, principals, and other school staff can also share the toolkit as a resource for English learners and their families.
1. Released the English Learner Family Toolkit and App:
OELA published an updated toolkit designed for families and educators, offering the latest tips and resources to support ELs in U.S. schools. Additionally, a mobile app was released, providing access to all toolkit chapters in English, Spanish, Chinese, and Arabic. The app is available for free on the Apple App Store and Google Play Store.
2. Released the Updated Newcomer Toolkit:
The Newcomer Toolkit, a valuable resource for state, local, and school leaders, was updated to better support multilingual learner educators and general education teachers serving immigrant and refugee students. Updates included refined definitions, expanded resources, and a focus on family engagement. Download the toolkit here.
3. Hosted the National Convening on English Learners’ Civil Rights:
In June, OELA hosted a 2-day convening on ELs’ Civil Rights. The event centered on statutes, regulations, and case law relevant to the civil rights of ELs. It highlighted guidance and resources to ensure that education agencies are equipped to meet their obligations to EL students and families. 4. Published 16 Infographics & Fact Sheets:
OELA released new infographics this year, covering topics such as ELs with disabilities, the Seal of Biliteracy, and resources for promoting multilingualism. Our fact sheets presented data on EL graduation rates, top languages spoken by ELs in the U.S., and efforts to promote multilingualism in the country. Explore all the fact sheets and infographics.
5. Hosted 10 Webinars:
This year's webinar topics, including early learning, dual language, the Seal of Biliteracy, and the Raise the Bar initiative, provided attendees with opportunities to hear from panelists with expertise in these areas. Visit NCELA to watch the recordings of our 2023 webinars.

Dear TABE members,
Hope everyone is doing great after a rigorous semester! You are living proof that everything is possible when you hustle. Congratulations to all 2023 Grads and to all those who are a step closer to graduation!
As the winter break approaches, it is with mixed emotions that I bid farewell to each of you, our dedicated bilingual advocates. This year has been an incredible journey, filled with challenges, triumphs, and the unwavering commitment you've all demonstrated in promoting linguistic diversity and understanding. Your passion for bridging gaps through language has been truly inspiring.
As we part ways, I want to take a moment to express my deepest admiration for your hard work, resilience, and unwavering dedication to the cause. Your efforts have not only made a difference within our organization but have also contributed to fostering a more inclusive and connected world.
In the spirit of motivation, let me remind you of the profound impact you've had. Your advocacy has broken down language barriers, facilitated meaningful conversations, and created spaces where diversity is celebrated. Your work is a testament to the power of language as a tool for unity and understanding.
As you step into this well-deserved winter break, I encourage you to take some time for self-reflection and relaxation. Here are some techniques and ideas to help you unwind:
Disconnect and Recharge: Give yourself the gift of uninterrupted time to recharge and reconnect with your passions outside of advocacy.
Read and Reflect: Pick up a book that has been on your reading list or explore literature that inspires you. Use this time to reflect on your personal and professional goals.
Cultural Exploration: Delve into different cultures and languages purely for the joy of learning. Watch foreign films, try cooking a new cuisine, or explore virtual museum tours.
Mindfulness and Meditation: Incorporate mindfulness practices into your routine. Whether it's through meditation, yoga, or deep-breathing exercises, these activities can help alleviate stress and promote mental well-being.
Connect with Loved Ones: Reconnect with family and friends. Share stories, laughter, and create memories that will fuel your energy for the challenges ahead.
Remember, this break is not just a pause but an essential part of the journey. It's an opportunity to rejuvenate, gain fresh perspectives, and return with renewed energy. Your advocacy work has laid a foundation for positive change, and I am confident that the impact will continue to grow.
