David Salas: A New Homeowner at the Burrell
We are delighted to announce that our very own staff member, David Salas, has achieved a significant milestone by becoming a homeowner at the Burrell. This marks David’s first home, and we couldn’t be more proud of his accomplishment. David’s journey is a testament to the power of dedication and the support of our community. Congratulations, David!
First Homebuyer Through the DOORS Program
July was a momentous month for Elevation as we celebrated the closing of our first home through the DOORS program. This achievement underscores our commitment to bring diverse housing options to our community. Elevation Acquires Triangle Mobile Home Park in Durango
We are excited to announce that Elevation Community Land Trust now officially owns the Triangle mobile home park in Durango, purchasing from interim owner HomesFund in partnership with La Plata County and DOLA. This acquisition represents a significant step forward in the redevelopment of Triangle and Westside mobile home parks. Elevation plans to combine both parks and transform the area into a neighborhood of homes built on permanent foundations, with the underlying land owned under the community land trust model.
ECLT is currently in the process of annexation with the City of Durango and is set to meet with City Council in November. Additionally, Elevation has completed phase 2 of surveying both Westside and Triangle residents on housing needs and preferences with 100% participation rate. We are thrilled to be partnering with this beautiful community and look forward to future developments of this project.

August Impact Report

Despite Colorado’s legislative session not beginning for another five months, Elevation Community Land Trust is hard at work to advocate for efforts that will make it easier for Coloradans to access homeownership.
One of the organization’s key priorities for the next couple of months is to oppose Initiative 50 and Initiative 108. Initiative 50 would cap how much total property tax payments can increase in a single year at 4% annually. It would also require voters to approve any effort by local governments to keep revenue above that cap. Finally, it would require the state government to backfill any losses by local governments that resulted from reduced property taxes. Meanwhile, Initiative 108 would lock in residential assessment rates at 5.7% for residential properties and 24% for commercial properties. Cumulatively, these initiatives would have a three- to seven-billion dollar impact on Colorado’s budget. It would have dramatic consequences for state funding of affordable housing, higher education, emergency services, and numerous other programs. Coloradans 4 Communities is the main advocacy group organizing to oppose these initiatives’ passage.
Currently, the governor and legislature are considering calling a special session to address concerns of the proponents of these measures with a goal of removing the initiatives from the November ballot. Elevation CLT will continue tracking these efforts with a goal to see the initiatives removed from or defeated at the ballot.
ECLT has also been tracking and supporting the proposal of the Affordable Denver Fund, which would be funded by a 0.5% increase to Denver’s sales tax. ECLT is specifically working to ensure that the Fund would adequately fund the creation of affordable homeownership units for Denverites that cannot afford to purchase market rate units. The effort passed a key milestone last week, when Denver City Council Safety, Housing, Education & Homelessness Committee approved the proposed language to appear on the ballot. The full City Council had its first hearing on the measure on August 12; it advanced despite reservations expressed by several Council members. The final vote on whether to approve the measure for the ballot will take place on Monday, August 19.
