"There is a new statewide eviction moratorium (HB 4401) that will last until June 30, 2021. This means that, with limited exceptions, landlords cannot evict renters for nonpayment or without cause until July of 2021.

The protections for renters under the new statewide moratorium are NOT automatic!

To be protected from eviction for nonpayment after December 31, 2020, renters must fill out and sign a sworn declaration of financial hardship and give it to their landlords in order to be protected from eviction.

Disaster Helpline

SAMHSA has a Disaster Distress Helpline -- call 1-800-985-55990 or text TalkWithUs to 66746.

If you have a family in your school who was impacted by the wildfires, they can apply for DSNAP - Disaster SNAP (which is separate from SNAP benefits). They must apply by 10/28.

Employment Related Day Care (ERDC) benefits may be approved for children participating in online schooling due to the COVID-19 pandemic. While formerly online schooling was not considered a childcare need (such as for home-schooling), ODHS recognizes the need for high quality care even while a child is completing their schooling virtually. Examples: helping child log in online, contact with a teacher, developing schedules to support a child’s distance learning and assisting with completion of schoolwork. Families and providers may contact the Direct Pay Unit at1-800-699-9074, Monday through Friday, 8:30am – 4:30pm.

NAACP is organizing Tutoring assistance for Black/African-American and Students of Color in Middle School and High School to begin on October 5, 2020.

On September 28, 2020, Governor Brown extended Oregon’s residential eviction moratorium through December 31, 2020.

The following is a direct quote from Lane County's website on tenant's rights under House Bill 4213. Further information can be found here.

"Under the new law, a landlord can give the tenant a notice saying how much rent the tenant owes and will have to pay back by March 31, 2021. Starting October 1, 2020 a landlord can also give a notice to the tenant requiring that the tenant tell the landlord within 14 days if the tenant plans to use the six-month grace period to pay back any rent owing.

It is extremely important that tenants respond to this notice. If a tenant does not tell the landlord that they plan to use the six-month grace period to pay back the deferred rent, the landlord can charge the tenant half a month’s rent as a penalty.

Tenants can notify their landlord that they plan to use the six-month grace period by text, email, letter, or verbally. But tenants should be sure to keep a record of all of their communications with their landlords about their rent repayments."

Eligibility applications for rent assistance for Lane County renters are now closed.

A 'lottery' system using random number generator is being applied to select applications. These applications are then referred to local service providers for processing.

Lane County will continue to conduct lottery rounds until funding is exhausted.

Meal distribution sites will now open, with expanded serving hours and locations. Families can choose the location that is most convenient for them, regardless of where they live or attend school.

Free grab-and-go meals will be available for all 4J students and youth 18 years old and younger at least until December 2020.

Beginning Sept. 21st: Monday–Friday, 10:45 a.m.–2:00 p.m. (subject to change based on participation)

Meal bags include breakfast, lunch and now dinner (starting Jan. 11), including hot options most days. On Fridays, meal bags also will include food for the weekend days.

4J School District is now offering School Meal Delivery in addition to the Grab-and-Go sites for school lunches.

School meal delivery is made possible through federal Child Nutrition Program waivers during COVID-19 and may be discontinued or modified as program requirements change. This institution is an equal opportunity provider.

How to apply for federal program to Help with heating bills:

• Call Catholic Community services at 541-345-3642. Press ‘3’.
• Leave a voice mail saying your house was impacted by COVID. And you want to apply for E.A.S.C.R.
• Someone from Catholic Community Services will call you back to schedule an intake appointment.

To be ready for your intake appointment you’ll need to have:

• ID for adults in household. This could be driver's license, passport, a bill with their name on it, a letter from a government agency, etc. Does not need to be photo ID.
• Recent utility bill (from last three months).
• Proof of income for previous month for all adults in household *OR* proof of current enrollment in one of the following programs: SNAP, WIC, SSI, TANF or received LIHEAP in the last 12 months. (Current enrollment in one of these programs means that income documents do not need to be provided).

When your application is approved, the E.A.S.C.R. folks will put in a payment to your EWEB or sub account a few days after your intake appointment.

There is a fantastic federal program, called Energy Assistance Stability Coronavirus Relief Program (EASCR). This program provides money dollars toward outstanding heating/electric bills. Call Ms. Brinda at 541-790-5855 for more information: .

EWEB’s bill assistance opens up again on June 1. In May, they had 600 applications by 9:20 a.m. on May 1 (opened at 9am that same day!)

Eugene Water & Electric Board (EWEB)

News Release regarding food assistance for children who were previously receiving free or reduced lunch at school. In partnership with DHS and ODE, families will receive $5.70 per child per day in assistance on an EBT (Oregon Trail) card for March – June. Those who already receive SNAP benefits will receive a supplement automatically on their EBT card. Those who don’t have SNAP will receive an EBT card with the issuance by mail automatically. If a family was not previously receiving Free and Reduced meals at school but has experienced a financial hardship that would make them eligible now, they can apply online or contact their child’s school for assistance.

Terra can assist you with general program information about DHS- Child Welfare or Self Sufficiency Program. Self Sufficiency Program (SSP) includes programs such as SNAP, TANF (cash assistance), Employment Related Daycare (ERDC) and Domestic Violence Emergency Assistance.

The DHS offices are still open M-F 8 a.m.- 5 p.m., however SSP is encouraging people to apply for benefits online. Intakes can be done over the phone and verification can be sent electronically. Online application: https://apps.state.or.us/onlineApplication/
