CHANGE OF BOARD
Oath of Office - Appointed board member, Carlos Barcenas
Mr. Carlos Barcenas was sworn-in as the new Ward C Board representative, after the GIPS Board of Education appointed him to fill a vacant seat. He will serve September 2024 - December 2026, the rest of the original term.
On August 8th, the GIPS Board accepted the resignation of Board Member Katie Mauldin. Ms. Mauldin’s employment required her to relocate to a different community, rendering vacant her seat on the Board representing Ward C.
After a period of public notice and advertising for the Ward C vacancy, the GIPS Board accepted qualified applications. After interviews, the Board chose Mr. Barcenas to fill the vacancy.

SPECIAL RECOGNITION
Oath of Office - Student Representative, Owen Williams
Owen Williams, a Senior at Grand Island Senior High, was sworn in to his board position as the student representative. The student board representative is chosen by the GISH student body, a process that started in the 2023-2024 school year.
“I really want to help the student experience. I want to help them and to help improve things, but more importantly to help highlight the good things my classmates are doing,” Owen said. “We have so many great things happening at GISH.”

ACTION ITEMS
Approval of the Fiscal Year 2024-25 GIPS Budget
GIPS hosted its annual Budget Workshop with the Board of Education on September 19th, 2024. The workshop was open to the public and provided the Board and the community with an opportunity to review the updated budget for the upcoming school year.
After the workshop, the Board of Education then held a Budget Hearing before the regular Board meeting that same evening (Sept. 19th). Chief Financial Officer, Virgil Harden, shared a brief update on the budget and invite members of the public to share feedback, concern, or questions.
There were no requests from the public to speak before the Board regarding the budget.
Motion Passed: 9 - 0
Approval of Hall County District 2 (aka Grand Island Public Schools) Levy Resolution for Fiscal Year 2023-24
Levy Resolution updates were featured as part of the Annual Budget Workshop and the Budget Hearing.
There were no requests from the public to speak before the Board regarding the Levy Resolution.
Motion Passed: 9 - 0
2024-25 BUDGET HIGHLIGHTS
Here are a few notable highlights for the GIPS Budget for the 2024-25 school year:
- Lower Tax Levy; Second straight year
- Overall General Fund Budget is up 3.61%
- Property Tax Valuation is up 5.94%
- Property Tax Asking is up 3.84% (No Pink Postcard Meeting)
- Reduced $4.5 million from spending
- ESSERS I, II, III and ARP ended on or before 9.30.2024
- General Fund cash reserves are at ideal targeted levels
- Working on Tender Offer in the Bond Fund to save money
- Fiscal Year 2024-25 includes investments in: Staff (including benefits), Safety & Security, Curriculum & Instruction, Poverty, EL, & SP
- GIPS Plans to actually spend $135 million in the General Fund for 2024-25
- GIPS will live within our means

GIPS Budget Has Firm Footing Heading into 2024-25 Fiscal Year
A message from Superintendent Matt Fisher (also published in the Grand Island Independent on 9.18.2024):
Budget season has arrived once again as the fiscal year for school districts in Nebraska runs from September 1 through August 31. Our 2024-25 school year has started strong and we are looking to carry that momentum through with a renewed focus on setting our students up for success.
The beginning of a fiscal year is always marked with the approval of a budget and the setting of a tax request to support that budget. Part of the process is the annual budget workshop. Our Grand Island Public Schools (GIPS) district will hold a budget workshop this week on Thursday, September 19, 2024 at 5:30 p.m. at the Kneale Administration Building.
In preparing for the budget workshop, GIPS will be sharing with the Board and the community a few key highlights for our tax payers.
After a year of financial reductions, our general fund budget has firm footing.
We are lowering the tax levy for the second straight year.
Rebuilding cash reserves is still a long term focus.
Our echoing message at GIPS — and within the Grand Island community — is we are doing this work together. We are unified in our goal to provide every opportunity possible for our staff to inspire today’s students so they may have better tomorrows.
