FPS students, staff, and families,
As always at the start of a new school year I want to thank our students, parents, and staff for their patience. It takes some time to learn new routines and make the necessary adjustments. Learning inside and outside the classroom is in full swing as we head to the middle of September. I encourage everyone to take the opportunity to take in a game, match, or performance this fall that showcases students and their talents. Thank you for sharing your students with us. It’s always a great day to be a Hornet!
Ty A. Crain, Superintendent

Homeless & Foster Care Liaison
Dr. Daniel Rector, Director of Student Services, serves as Fulton Public Schools' McKinney-Vento Act (Homeless) and Foster Care local liaison. Each year, we intend to ensure that families and staff know these roles, their purpose, and the resources available to eligible students.
McKinney-Vento Act (Homeless) Liaison
Under the McKinney-Vento Act, every school district is required to designate a liaison to support students who may be experiencing housing instability (homeless children and youth). The local liaison coordinates services to ensure that impacted students do not experience barriers to enrolling in school and have the opportunity to succeed academically. While not comprehensive, the following list outlines some of the key responsibilities of this role:
- Collaborating with internal and external stakeholders to ensure that school personnel identify homeless children and youth.
- Supporting homeless children and youth in enrolling in school and having full and equal opportunity to succeed.
- Coordinating with social service agencies to refer impacted students to receive health care, dental services, mental health and substance abuse, housing, and other appropriate services.
- Informing parents and guardians of their student's options and rights.
- Mediating enrollment disputes for eligible students in accordance with law.
- Informing about and assisting with transportation arrangements.
- Informing unaccompanied youth (about enrollment options and assisting them in enrollment.
More information about the role and responsibilities of the McKinney-Vento Act (Homeless) Liaison can be found on our district website, in board policy IGBCA (Programs for Homeless Students), and from the Missouri Department of Elementary and Secondary Education.
Foster Care Liaison
Under federal law, every school district must designate a point of contact (liaison) to support students in foster care. While not comprehensive, the following list outlines some of the key responsibilities of this role:
- Collaborating with child welfare agencies to support the educational interests of students in foster care.
- Participating in best interest determination meetings to determine educational placement for students in foster care.
- Supporting students in foster care in enrolling in school and having full and equal opportunity to succeed.
- Arranging for transportation for students in foster care.
More information about the role and responsibilities of the Foster Care Liaison can be found on our district website, in board policy IGBE (Students in Foster Care), and from the Missouri Department of Elementary and Secondary Education.
