The Scoop is a place for you to make sure you are in the know and have all the information you need. You are responsible for the information in the SCOOP. If you need clarification, please reach out to your Student Support Specialist or me.
You all do an amazing job and service for our students, families and staff. You set the stage for communication, service and trust. Keep building that community trust with parents, students and staff and over communicate!

Follow Up on Homeschool/Private School & No Shows
Look over students slated to be at your campus that have not shown up to campus or are listed as homeschool or private school. Please reach out to them to verify status and follow procedures in the guidance document linked below. Please ensure all communication attempts are documented in parent contact log or through ARD invitations, etc. If the student is private or homeschool, please send RWA letter, archive and document on spreadsheet. If student receives speech or dyslexia please offer service plan.
Please remember the talk to your campus registrar regarding students who have not shown up to school who are currently students who receive special education services. Use this guidance to help you.
Updated Dyslexia Handbook
The Dyslexia Handbook was updated this past summer. Here are the new links to the English and Spanish versions of the handbook to give to parents. If you have any questions, please reach out to your Student Support Specialist or Brianne Carbery.
Consent To Excuse ARD Committee Member
Please remember ALL required members of the ARD must stay for it's entirety (eg: Gen Ed & Spec Ed Teachers & LEA Rep). If other members are to be excused (eg: OT, PT, SLP, LSSP, etc), then please follow the procedures outlined in our guidance.

CASE FILE: Child's progress in decoding in inclusion class foils bid for pullout services

Case name: In re: Student with a Disability, 124 LRP 29294 (SEA DE 07/12/24).
Ruling: The Delaware Department of Education determined that a district did not violate the IDEA when it declined to offer a student with a specific learning disability pullout services. It also found no evidence that the district denied the guardians an opportunity to meaningfully participate in the IEP process. The state ED closed the guardians' state complaint.
What it means: While pullout services may offer a student more one-on-one attention, not all students will need that level of support to receive FAPE. If a student makes appropriate progress in an inclusion classroom, that's a sign the placement is likely the student's least restrictive environment. These guardians wanted the student to receive pullout services for a portion of the school day. By pointing out that services in the current inclusion setting enabled the student to make progress toward his annual goals in decoding and sentence composition, the district demonstrated that a full-time placement in the inclusion classroom was the student's LRE.
Summary: Because a district could address a student's needs in decoding through additional supports in general education, he didn't need to receive specialized instruction in a separate setting during school day. Concluding that the district offered the student FAPE in the LRE, the Delaware ED closed the guardians' state complaint.
Under the IDEA, a district must educate a student with a disability with nondisabled peers to the maximum extent appropriate.
The district complied with this LRE mandate when it declined to pull the student out of general education for certain services during the school day, the state ED determined. In this case, the guardians requested modifications, including pullout services, to address the student's deficits in decoding and reading. Although the district denied this request and maintained the student's in an inclusion classroom setting, this did not amount to a denial of FAPE, the state ED concluded.
The state ED acknowledged that the student continued to perform "well below grade-level benchmarks" even with IEP services. However, records indicated that the student made adequate progress toward his annual goals in decoding and sentence composition. What's more, the district appropriately proposed to increase the duration and frequency of services in the area of decoding to address the guardians' concerns. This included a research-based program that could be implemented in the student's current inclusion classroom, the state ED highlighted.
Because the student's overall progress established that services in the inclusion setting met the student's needs, the district acted reasonably when it declined to pull the student out of that setting for specialized instruction.
The state ED closed the guardians' state complaint, concluding that the district offered FAPE in the LRE.

- In a recent IEP meeting, a parent complimented the BIP Kim Day had written for their child the previous year, stating that Kim really knew their child. Great job Kim!!! A compliment from a parent about your work shows how well you get to know the students you test and support! WE APPRECIATE YOU!!

Let's Celebrate Getting Some Grants This Year! What Innovation can our #IslandInnovators Come up with?
Tomball Education Foundation continues to provide grants for TISD staff through an application process to support innovative instruction and high academic achievement. As you plan with your teams before school, please keep in mind the opportunity to be funded for innovative practices. The deadline to apply is Friday, October 18. Last year we were able to provide $125,000 to the TISD staff. Grants can be written as a team or as an individual. We just received updated information, and TEA has extended the free access to ATIA webinars for the 24-25 school year. ATIA Videos provide free ASHA credits. Also AOTA, APTA and IACET. ATIA stands for Assistive technology industry association
