The Kern County Superintendent of Schools office is pleased to offer a newly designed California administrative Services Credential (CASC) program. The KCSOS CASC program is a job-embedded, California Professional Standards for Educational Leaders (CPSEL) aligned, site-based induction program that provides individualized coaching for recently hired school administrators seeking to clear their Preliminary Administrative Services Credential (PASC).
Through its Clear Administrative Services Credential (CASC) program, KCSOS creates opportunities to support, empower and equip new administrators to understand and embrace the challenges of educational leadership.
Any candidate serving on a preliminary Administrative Services credential should be enrolled in a clear induction program upon placement in an administrative position, but no later than one year from activation of the preliminary credential.
The KCSOS CASC program is open to individuals employed in an administrative position who currently possess a valid California Preliminary Administrative Services Credential, or Certificate of Eligibility that will be converted to a Preliminary Credential.
This newsletter is designed to assist new candidates and their coaches to complete the enrollment process for the KCSOS CASC program.

The KCSOS CASC program is currently enrolling for the Fall of 2024 through October 4th.

***Due to firewall issues, you may need to fill out the CASC Intent to Enroll Form from a personal device.***
*Per CTC guidelines-new administrators must begin a CASC Program upon placement in an administrative position, but no later than 12 months from activation of the preliminary credential.
*The KCSOS CASC program makes all program decisions without unlawful discrimination, including decisions regarding the admission, retention and/or program completion for all candidates.
CASC Eligibility and Completion Requirements
Program Features
The foundation of the KCSOS CASC program is a coaching partnership. Candidates are encouraged to work with their employing district to recruit and select a coach who will serve as a mentor for the duration of the two year program. KCSOS program staff can assist with locating a coach if needed.
Together with a program coach, each candidate will develop and implement an Individualized Induction Plan (IIP) guided by the California Professional Standards for Educational Leaders (CPSEL) as well as the context of current administrative assignment and responsibilities. This experience is designed to promote an individualized professional growth opportunity that is built upon the candidate's own job and it's requirements.
KCSOS features a two-tier fee system for newly enrolled candidates.
*Option 1:
Tuition- $7200 for two years/ $3600 per year
- KCSOS is responsible for distributing $2000 per year stipend directly to coach.
*Option 2:
Tuition-$4000 for two years/$2000 per year
- Candidate and coach make all arrangements between themselves- KCSOS will not distribute payment of any kind to coach.
This decision will have to be made at the onset of enrollment, to be documented at the orientation meeting and may not be changed during the course of the program.
Some employing districts may choose to pay all or part of an enrolled candidate's tuition.
Program Design:
The KCSOS CASC program has adapted all program structures, meetings, and training to be delivered online. A personalized program and experience is still a priority in the design of all CASC program experiences and opportunities.
