Bargaining Update October 19, 2023
On Tuesday, October 17th, the TVUSD Board of Trustees voted to approve the Tentative Agreement regarding “Article 7: Compensation and Benefits” for an 8% increase to all salary schedules and indexed stipends retroactive to July 1 2023, along with a 1.5% off schedule payment.

[You can estimate your monthly pay by taking your salary placement cell amount and dividing by 12 months, or if hired in August divide by 11. If you started after the first day of school, you can take the cell amount, divide it by 184 (number of contract days), and multiply by the number of days you are working this school year.]
TVUSD fiscal is confident that the 8% adjustment will be made to the October pay on the 31st.
The 1.5% off schedule is made available to “Bargaining unit members in active paid status on” October 18th. Which means that you must be serving in the position you are contracted for, and not on unpaid status. An individual that starts their work assignment on or after October 19th, or leaves the district prior to October 18th, will not have access to the 1.5% off schedule. (The intent of the agreement was for individuals to qualify on the day after ratification on September 27th, since the agreement was delayed by one meeting, the date is now changed to October 18th.) TVEA represents all certificated non-admin staff (bargaining unit members). TVEA member dues subsidize the efforts of the TVEA Ad-Hoc Budget and Bargaining team, yet the contract settlement is made available to all bargaining unit members regardless of contribution to the fair share of TVEA organizational costs.
TVUSD Fiscal also has to recalculate all salary, stipends, class coverage for retroactive pay from July through October. Retroactive pay for that period is to be completed by February, at the latest.
Unfortunately, the TVUSD Board of Trustees moved forward to illegally open the contract by sunshining (opening for negotiation) “Article 2: Unit Rights.” The district and TVEA can only sunshine articles between January 1 and April 1. They could not wait until January when the whole contract is open for bargaining. TVEA will file a Public Employee Relations Board Complaint to address the unfair bargaining practice of the TVUSD Governing Board. Since the district has competent legal advice, we strongly suspect that they were warned that this action will not hold up. This provision is in place to prevent either side from opening up any contract article at any point. This enables both sides to adequately prepare for bargaining including getting direction for our respective sides. Failure to follow these guidelines open up either party to a PERB complaint.
