Crow Island Construction Update

Dear Crow Island Neighbor,
We are reaching out collectively in an effort to address questions regarding the upcoming construction and renovation work at Crow Island School, as well as to demonstrate the partnership we strive to maintain between our village organizations.
A meeting was hosted at Crow Island School on May 29, 2024 for neighbors interested an introduction to the site team from Bulley & Andrews and hearing information about the beginning stages of work set to start on June 17, 2024. Below are several key dates and details to note:
6-10-24: The construction entrance and on-site temporary construction road began.
6-10-24: Subcontractors were on site to start dismantling the classroom trailers to be removed later in the week.
6-14-24: Last day of school for students and staff; moving trucks will be on site to pack up the building and move to storage at Washburne School.
6-17-24: Tree removal for the new addition will start.
6-17-24: Interior renovation work will begin.
The Village has given approval for Saturday construction hours to begin at 7 AM from June 15th through August 31, 2024. The early start time is approved with limitations; see enclosed attachment. Glendale neighbors have requested an alternative exit route of truck traffic leaving the site (i.e. Mt. Pleasant to Rosewood to Willow, as opposed to the planned and approved route of Glendale to Willow). Following discussion between the Village Administration, Engineering, Police and The Winnetka Public Schools, the decision has been made to maintain the original plan for trucks to enter and exit the site from Willow to Glendale, and out on Glendale to Willow. The following rationale supports this decision:
Minimized damage to roads; less wear and tear on fewer streets for this project.
Minimized parking impacts for neighbors, vendors and delivery trucks.
Safety: a direct route to and from the school site provides the shortest distance for this traffic, thereby improving safety for neighborhood residents and children. Use of Rosewood Avenue may interfere with visibility at the pedestrian crosswalk, making this route an undesirable option.
Future impacts: subsequent construction for stormwater conveyance improvements will avoid Glendale and be directed toward the Mt. Pleasant area.
We recognize the inconvenience associated with this project and appreciate the patience of our neighbors. The District and the Village are working collaboratively to be as responsive and reasonable in our planning for the overlapping projects occurring at Crow Island School in order to ensure timely completion and responsible oversight of the site itself. We look forward to the lasting impact that both the stormwater improvements and campus additions and renovations will have on the immediate neighborhood and overall community in the near future. The Winnetka Public Schools and Bulley & Andrews will communicate any new information with neighbors throughout the summer. Village Approved Early Saturday Morning Construction Hours for Crow Island
Construction activity may begin at 7:00 AM on Saturdays starting June 15, 2024, and ending on August 31, 2024, subject to the following conditions:
- No construction employee may arrive to the site prior to 7:00 AM
- Between 7:00 and 9:00 AM, construction activity may only occur within the school building and consist of interior renovation work such as working on heating/cooling systems, lighting and electrical infrastructure replacement, and various finish components.
- The parking of construction vehicles and personal vehicles of construction workers shall only occur on Crow Island circle drive, Willow Road, and the Crow Island Woods, and the latter only with the Park District’s approval.
- Providing notice to the surrounding residents that the Village has approved this early construction start time. The notice must include at a minimum the limitations placed on the early start time and the name and phone numbers for the following so that a resident may call someone in the event there are issues: (a) the project manager that will be on the school site during the hours of 7:00 and 9:00 AM as well as (b) a school district employee that would be available to answer a call between the hours of 7:00 and 9:00 AM. A copy of the notice must be provided to the Village.
Other than this exception, construction may only occur during the following times:
Weekdays – 7:00 AM to 7:00 PM
Saturdays – 9:00 AM to 6:00 PM
Construction activity is prohibited on Sundays and holidays.
Holidays are as follows: New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, and Christmas Day
