STMA Schools Safety and Security
As we embark on a new school year, you may be asking yourself: Are our schools safe? We understand the gravity of this question and want to address it directly.
At STMA Schools, the safety and well-being of our students and staff are our highest priorities. While we cannot disclose all the specific measures we take to protect our school community, we want to assure you that we are committed to employing best-practice safety strategies. We work closely with the Wright County Sheriff's Office and MN Homeland Security/School Safety Center as essential partners to maintain the security of our buildings and ensure the safety of every individual within them.
Beyond protecting our students from unimaginable tragedies, we take a holistic approach to safety. Our schools are places where every student is welcomed, valued, and encouraged. We foster environments where bullying and harassment have no place, and we are dedicated to educating the whole child—addressing academic, social, and emotional needs. Our staff works diligently to build positive and meaningful connections with students, and we are committed to partnering with you to determine how we can best serve your children.
This fall, we will be reviewing and practicing essential safety measures with students. These include fire drills, lockdown drills, school bus safety protocols, walking/biking safety, and severe weather drills. We encourage you to engage with your child(ren) about these drills—open dialogue, active listening, and careful observation are critical components of our comprehensive safety plan.
We prioritize safety through our threat assessment teams which meet regularly to address student safety and school security concerns. We emphasize the "see something, say something" approach to reporting potential threats and are developing a confidential reporting form for students. Our district also has a strong anti-bullying policy, addressing both in-person and cyberbullying, frequently addressing these topics in our classrooms.
When visiting our schools, please remember that district-wide safety and security protocols are in place. STMA has enhanced security entrances in our school buildings. Exterior doors remain locked during the instructional day, and visitors are required to ring a buzzer and state their name and reason for visiting before being allowed entry. Once inside, any visitor traveling beyond the office must present a government-issued photo ID. This ID is screened through a national and local database, and a visitor badge with a photo will be issued. Additionally, all volunteers and chaperones must complete a district background check to further enhance security.
While we strive for transparency in our safety efforts, it is important to note that we cannot release specific details of safety plans or share private student information when disciplinary incidents occur. Our adherence to student privacy laws is paramount. However, we remain committed to engaging you in our school safety efforts and encourage you to maintain open communication with your child. Please remind them to report anything that makes them feel unsafe or uncomfortable to their principal or any school staff member.
We are deeply grateful for the trust you place in us, and we do not take this responsibility lightly. With our continued partnership, we will work tirelessly to make our schools as safe as possible. School Board Approves 2024 Payable 2025 Preliminary Property Tax Levy
At the September 16, 2024, meeting, the STMA School Board approved the 2024 Payable 2025 Preliminary Property Tax Levy. This action is a necessary annual step for the district, as mandated by Minnesota State Statute 275.065, which requires school districts to certify their preliminary property tax levy by September 30 and is not tied to an election or voter-approved levy. The levy will determine the taxes collected in 2025 and impact the district budget for the 2025-2026 school year.
Preliminary Levy Certification Process
The levy is certified either at a specific dollar amount or at the maximum allowable by law. As in previous years, the school board chose to certify the levy at the maximum due to two key reasons:
Ongoing Adjustments: The levy calculation is based on multiple data points, many of which are updated by the Minnesota Department of Education (MDE) throughout the fall. Certifying at the maximum allows adjustments made by MDE to ensure the final levy is as accurate as possible.
Final Levy: At the December 2 school board meeting, the board can under levy if they choose. However, many of the levy categories are a mix of state aid and levy dollars. If the board chooses to not levy a specific category, then they would be declining the state aid associated with that category. This would result in less revenue for the district (Q-Comp exception).
Impact on the District Budget
The preliminary levy will directly impact the STMA budget for the 2025-2026 school year. Property taxes account for approximately 8% of the district’s general fund revenue, with the remaining 86% coming from state aid, 2% from federal funds, and about 4% from other local sources. Some levy categories are "equalized," meaning that part of the revenue comes from state aid while the rest is funded through local property taxes.
Why did the levy increase?
It's important to understand that, unlike cities and counties, school district levy categories are determined by state law, giving the school board limited control over the final levy. For example, while cities and counties can levy funds based on their needs, school boards must seek voter approval for anything beyond the categories set by state statute.
The overall preliminary levy increased by $2,734,250.36, or 14.5%. However, this does not equate to an increase in revenue for the district.
Several factors outside the district’s control, such as changes in enrollment, the average age of buildings, and adjustments for actual costs from prior years, can influence the levy. The 14.5% increase is primarily driven by two key factors: legislative changes and rising market values.
Legislative Changes (also called “shifts”): Although the total amount the district receives remains relatively stable, the legislature reduced the portion covered by state aid and increased the levy paid by taxpayers.
Market Value Increases: Property values have risen in recent years, contributing to the increase in the levy.
Will my taxes go up?
Taxes vary and are based on individual property values. The 14.5% levy increase does not directly translate to a 14.5% increase for all taxpayers. For instance, if a home valued at $350,000 in 2024 sees a 4% increase in market value to $364,000 in 2025, the homeowner would experience a tax increase of approximately $110. This is an approximate estimate. Wright County will send out taxpayer statements in mid-November.
Truth in Taxation Meeting
As required by law, the district also set the time and place for the Truth in Taxation meeting, where the public will have the opportunity to comment on the final levy. This meeting is scheduled for December 2, 2024, during the regular school board meeting. The final property tax levy will be presented at that time, and the board will take into account any adjustments or feedback received before making its final decision.

Indigenous Peoples Day
During the 2023 legislative session, legislators replaced Columbus Day with Indigenous Peoples Day on the list of holidays that school may be conducted. Per the new state statute, at least one hour of the school day must be devoted to observance of the day. On October 14, STMA will provide instruction to students on one or more of the topics outlined in statute.
Substitute Teacher and Support Staff Training Dates for 2024-2025
We are excited to announce the substitute teacher and substitute support staff training dates for the 2024-2025 school year. This training is essential for all new and returning substitute teachers and substitute paraprofessionals to ensure they are well-prepared and supported in providing high-quality instruction and support for our students.

Each session will run from 3:45 to 5:15 p.m. in the boardroom, located at STMA Middle School West (enter via door B).

The School Board and the Special Education Advisory Council recognized Akamai Tammy Cornillez, Gavin Duncanson, Elie Lynch, and Cassandra Rule as recipients of the Noble Knight Awards. They were presented a certificate.
Superintendent Dr. Foucault read a statement of appreciation and presented the Board with certificates.

Transportation Supervisor Chad Englund and Vision of STMA Owner Monique Hoglund Bergan shared a report on student transportation services.
2024 Payable 2025 Preliminary Property Tax Levy and Set Date for Truth in Taxation Hearing
Executive Director of Business Services Kris Crocker presented the 2024 Payable 2025 Preliminary Property Tax Levy. MN State Statute 275.065 requires school districts to certify a preliminary property tax levy to the county auditor by September 30 each year. The 2024 Payable 2025 Property Tax Levy is for taxes collected in calendar year 2025 and revenue for the school district FY2026 budget. The overall preliminary levy increased by $2,734,250.36 (14.5%).
The Truth in Taxation hearing was set for December 2, 2024 6:00 pm.
