Welcome to the monthly Continuous Improvement and State & Federal Programs communication. The purpose is to contextualize Continuous Improvement into our daily work, to efficiently complete all State and Federal Program tasks, and to promote moving these tasks past simple compliance.

Consolidated Application is Open

Key Points:

  • The Consolidated Application is now open (June 26 Memo - be sure to read it all).
  • Due date for a 7/1 obligation date is Thursday, August 29. If the consolidated application is submitted after August 29, the obligation date will be the date submitted.
  • Be sure to use the help guide as you complete the application. Almost all issues stem from not reading/following along with the help guide. Have the help guide open in one window and the app in another. Go step by step starting on page 1.
  • Do you have a building reconfiguration, closings, or openings? Don't open the app yet! Read this first!
  • Title I Plans are required for all Title I buildings and skipped schools (template on this page). These will not be "due" until the amendment window. Reminder that Title I plans should be updated annually.
  • Equitable services documentation will also be required at amendment time. Make sure you have completed/will complete all requirements. Documentation will include invitation letters and signed consultation documents.

Continuous Improvement Requirements

MICIP Plan "Due Date"

The revised school code requires that districts make school improvement plans available to the department by September 1 each year. While the term "school improvement plan" is used, our current construct and language for this is MICIP/Continuous Improvement. As we know, there is no Submit button in MICIP. Completing the MICIP process by having all active plans in the MICIP portfolio and using the monitoring tools fulfils your legal obligations. See this May 30 MDE memo for the official communication on this subject.


Registration Open for 2024 CI Conference

The 2024 MDE Continuous Improvement Conference will be held November 21, 2024 at the Crowne Plaza in Lansing. RFPs are now open for presenters (see memo below).

31a Annual Program Fiscal Report

The 31a APFR is due annually on July 15. Here is a recent presentation from the 31a team webinar. While it is not due until mid-July, this report can be very time consuming and requires coordination between program directors and the business office. I suggest getting a start on it sooner than later.

State Grants Update

We are are entering the grants update "dead zone." Not many new updates are coming out regarding existing grants, and information on new grants won't become available until the next Public Act is signed by the governor.


The State Grants Repository team has been getting many questions along the lines of "Will Grant X be back in the budget next year?" There's really no way to know for sure until the governor signs, but this document from MSBO shows a side by side comparison of what the governor is suggesting and how that may align or conflict with the House and Senate versions. Use the "find" feature (CTRL+F) to search by grant name.

2024-2025 State and Federal Programs Professional Learning through MASFPS
