Updates to Special Permission Process Moves Access Earlier and Other Changes
A student registered in Loudoun County Public Schools is expected to attend the school assigned to the student’s home address. However, an enrolling parent/guardian may request permission for their student to attend a different school. This process is called Special Permission. The Loudoun County School Board recently approved changes to the Special Permission process in Policy 8155, School Assignment. The key changes to the Special Permission process are:
- Special Permission will open for LCPS staff on Jan. 6, 2025 at 10 a.m.
- Special Permission will open for LCPS families on Feb. 3, 2025 at 10 a.m.
- Parents of elementary students currently attending a school through Special Permission may submit a request to continue attending the Special Permission school on or before March 1.
- Parents of middle or high school students may submit a request to renew Special Permission to attend the current school of attendance on or before March 1.
- If a school’s projected enrollment is at 90% of the school’s capacity, this school is classified as over-enrolled. School principals have the discretion to allow employees' children to enroll, regardless of school capacity determinations. A list of schools projected to be over-enrolled is posted on the Special Permission webpage. Please be aware that this list is subject to change.
- The Special Permission window will close for both staff and families on April 30, 2025, at 11:59 p.m.
- Special Permission applications will not be accepted after the April 30 deadline.
The following details of the Special Permission process continue to be true:
- To apply for Special Permission, parents/legal guardians must have a current LCPS address on file.
- Students must be registered at their zoned school of attendance within 30 days of applying for Special Permission.
- Parents/guardians will be responsible for providing transportation if the request is approved.

Getting Ready for Next School Year!
It is almost time to register your new LCPS student for the 2025/26 school year! The online pre-registration portal for kindergartners and students new to LCPS will open on Monday, Jan. 6. Current LCPS students do not need to complete this process. The pre-registration process includes determining your student’s home school, gathering the documents required for registration and uploading them to the pre-registration portal. Once pre-registration is complete, your student’s school will contact you to schedule a registration appointment to be held after Feb. 3, 2025. Paper registration forms are also available at your student’s home school, or you may download them from the LCPS website. LCPS Offices Closed Over Winter Break
As a reminder, LCPS offices are closed from Monday, December 23, 2024 through Friday, January 3, 2025. Offices will reopen Monday, January 6, 2025. Please check your school’s calendar or with your school's staff if you have any questions about any activity or team event that may be scheduled by your school during this time.
LCPS Dedicates Newest Elementary School
LCPS’ newest elementary school – and only primary school -- Henrietta Lacks Elementary School was dedicated on Tuesday, Dec. 17. As part of the dedication, students of the school presented information about the school’s namesake and members of the Henrietta Lacks family were in attendance to celebrate the new school. Henrietta Lacks Elementary is the school home for nearly 900 kindergarten through grade two students. The school shares a campus with Hovatter Elementary, which houses grades three through five. The school’s oldest students – 2nd graders – provided tours of the school during the dedication.
Division and School Communications Have a New Look!
As you may have noticed, emails from schools and the division look a little different. Here’s what changed:
School-wide email communications will now be coming from a no-reply email address. For example, a school-wide email from your principal or attendance admin will come from an email address that looks something like this “schoolabbreviation.noreply@lcps.org.” A division-wide email will come from “donotreply@lcps.org.” Please consult the email message for contact information or reach out to your school. You can also contact the Division via Let’s Talk.
Opting out of school or division emails and phone calls is no longer a feature in this new system. If families or staff opted out of receiving a type of mass communication (email, text/SMS and/or phone) in the past, that opt-out did not carry over into the new system.
Families and staff can still opt out of text/SMS messages via their phone, and weather-related notifications via ParentVUE.
Families should begin (if they haven’t already) receiving messages in their primary language based on what they indicated in ParentVUE during Online Verification or registration. To update this information, please login to ParentVUE and click on My Account in the top right-hand corner of the screen. Under the Account Detail and Options, you will see a drop-down option for “Primary Language.” Select your language from there.
Don’t forget! If you want to receive text/SMT messages, make sure your cell phone is listed as your “Primary” phone number. To update this information, please login to ParentVUE and click on My Account in the top right-hand corner of the screen. Under Phone Numbers you will see a check-box option for “Primary.” Select your cell phone number from there.

Share Your Thoughts on the Implementation of Student Personal Device Use Policy
At the beginning of this school year, after extensive community, staff and student feedback, LCPS implemented Policy 8655, Student Personal Device Use. This policy covers the student use of personal technology in schools, including cell phones, tablets, earbuds, personal gaming devices, and other technologies during the school day. We are asking for feedback on these changes. We want to know what is working well and what might still be confusing or need further clarification.
We are using ThoughtExchange so everyone can share their perspectives and understand what’s most important to the group.
You may recall that the goal of this policy was to foster a productive academic environment and help ensure that LCPS students participate in their classes undistracted by cell phones. It was our belief that this change would boost student engagement in class, help promote more positive interactions between classmates and help reduce feelings of anxiety to help promote student’s mental health and wellbeing.

Course Planner Learning Sessions to Provide Information about New Tool
LCPS has simplified the course planning experience for families and students. Starting in January, students and parents/guardians will use Course Planner, an interactive course selection and academic planning tool. This platform helps students and families chart the student’s path to graduation and will assist LCPS staff, students, and families with the academic planning and course selection process. Course Planner is part of the SchooLinks, the college and career readiness platform.
Course Planner will be accessible to students and their families in grades 5 through 11 in early January 2025. To learn more about Course Planner, parents/guardians of 5th through 11th-grade students are invited to attend the Course Planner Learning Session for Parents/Guardians Webinar on Wednesday, Jan. 15. Students Invited to Share Artwork Highlighting How We Are Better Together
At the January Minority Student Achievement Advisory Committee (MSAAC) meeting, on Wednesday, Jan. 15 in the LCPS Administration Building (21000 Education Ct., Ashburn), MSAAC and the Division of Diversity, Equity, Inclusion and Accessibility (DEIA) will be hosting the 2nd Annual Better Together Community Dinner. Students are invited to submit original written or visual artwork that will be showcased at this event. This is an opportunity for any LCPS student to share their vision of why we are better together by submitting a poem, an essay, or a piece of visual art. Students whose work is showcased will receive a special invitation to attend. They will also receive a certificate of recognition from the Division of Diversity, Equity, Inclusion and Accessibility. All LCPS families and students are welcome to attend. The Better Together Student Showcase is open to all LCPS students. Students should submit their digital entries by Jan. 8 to Everette Callaway, DEIA Specialist. We look forward to celebrating our community!
Mark Your Calendar for the 7th Annual Mental Health and Wellness Conference
Mark your calendars for Saturday, Jan. 25 from 8:30 a.m. to 2:30 p.m. and plan to attend the One LCPS: United for Wellness Conference and Resource Fair, LCPS’ 7th annual mental health and wellness event. This year’s conference will be held at Watson Mountain Middle School. The event reflects LCPS’ focus on supporting all areas of student health and features LCPS education and student support specialists and community partners. These experts will share tips and strategies for promoting your student’s mental health, academic and social engagement and overall wellness. The conference includes a resource fair with local businesses and nonprofits offering services and guidance to support your family. There will also be food trucks, live music and so much more! We look forward to seeing you at the United for Wellness Conference and Resource Fair. Mark your calendars and plan to attend. You won’t want to miss it!

Reflect and Connect: Meaningful Activities for Winter Break
This article is part of a series that seeks to support students and families as they reflect on their own experiences and the world around them. This series also replicates the reflections and observations that students often participate in through their classes.
Winter break is a wonderful time to slow down, reconnect and create memories with family and friends. Shared activities can strengthen family bonds, improve communication and foster positive relationships between parents, children, siblings and community. These moments also provide a supportive space to practice empathy, teamwork and conflict resolution while having fun together.
The LCPS Family SEL page shares activities, videos and resources appropriate for people of all ages. This winter break, make connections with the choice of activities the SEL team developed. Linked here is the flyer (Spanish, Arabic, Farsi, Vietnamese) with the menu of activities to choose from and linked here is a bonus “Snow Globe of Positivity” activity that you can do with your family!
School Board News
The Loudoun County School Board held a meeting on Tuesday, Dec. 10. Read a summary or watch a recording of the meeting. The Loudoun County School Board will hold an organizational meeting on Jan. 7 starting at 4 p.m. All LCPS School Board meetings are live-streamed. The full meeting agenda will be available on the LCPS School Board website (under Meetings) by approximately 5:30 p.m. on the Friday prior to the School Board meeting.
Policy Review
LCPS policies are reviewed every five years per the Code of Virginia. During this process, LCPS asks for input from advisory committees, stakeholder groups and the community at large. The following policies are under review:
- Policy 6340, Disposal of Surplus Personal Property
- Policy 6460, Buildings and Grounds Management and Maintenance
To provide feedback on any policies that are currently under review, please see the Policy Review webpage to access the Policy Feedback Form. Providing input via the Feedback Form does not guarantee that the feedback will be included in the final policy. All feedback will be reviewed by the School Board Committee as they develop policies for submission to the entire School Board. The authority for final approval of any policy lies solely with the Loudoun County School Board.
