Board Meeting Summary 7/8/2024
- Dawn Ludwig, Director of Human Resources, proposed a change to employee benefits. To attract and retain good employees, the District must compete with other area school districts. To stay competitive. Ludwig proposed a change in the paid time off employees receive. The plan was developed in collaboration with the Superintendent and Director of Business Services. The proposal would give teachers additional personal days on a more accelerated timeline. For year-round employees it provides for an accelerated schedule for earning vacation, and for administrators it would restructure retirement benefits, allowing for portability at retirement. The Board approved an increase in vacation accrual for year-round employees to 15 days at the time of hire, 20 days after five years of employment and 25 days after ten years of employment beginning July 1, 2024; an increase in personal days for teachers to two personal days after five years of employment and a one-time bank of five personal days after ten years of employment beginning with the 2024-2025 School Year; and gave permission for Administration to complete an actuarial study on the Administrator retirement benefits proposed.
- John Schultz, Director of Student Improvement, presented the required annual notice of the academic standards that will be used for the 2024-25 school year. WI Act 55 requires that each school district adopt standards in five specific subject areas and that parents are notified of these standards annually. There were no changes from the previous school year. The Board approved the Wisconsin Standards developed by the Department of Public Instruction for the 2024-25 school year. Standards are required in the five categories of Reading and Writing, Mathematics, Science, History, and Geography. Details regarding the standards can be found on the District website.
- Tim Fosshage, Director of Pupil Services, requested approval of the Triumph Services 66.03 sharing agreement. Triumph is a collaboration between Kimberly, Kaukauna, and Little Chute Area School Districts. The program has provided educational services integrated with on-site mental health services for students in grades 9-12 since 2017. The Board approved the shared service agreement for the 2024-25 school year.
- Fosshage also requested approval of a shared services 66.03 agreement for vision services. The Board approved the agreement between Kimberly and Menasha School Districts to allow sharing of a therapist for the visually impaired.
- Bob Mayfield, Superintendent, requested and the Board approved the Kimberly Area School District’s WIAA Membership for the 2024-25 school year.
- Bob Mayfield, Superintendent, requested approval of an amendment to the Village of Harrison Tax Incremental District (TID) #5 plan. The amendments would add two additional parcels of land to the TID. The Board approved the amendment, restating the stipulation asserted in the original approval that approval is contingent upon including sidewalks and trails for Safe Routes to Schools in the construction costs.
- The Board also reviewed policy 2264- Nondiscrimination on the Basis of Sex in Education Programs and Activities. The policy has been rewritten to comply with federal regulations required to be in place by Aug 1, 2024. To be compliant with the federal mandates, the policy was approved by the Board after the first review. Policy 2266- Nondiscrimination on the Basis of Sex in Education Programs and Activities was also reviewed and approved by the Board. This policy had language added to assert that it will only apply to complaints of discrimination that take place prior to August 1, 2024, when the above policy will take effect.
