COVID-19 Update
The Board heard a COVID-19 update at its December 9 meeting.
COVID-19 community metrics have decreased since the November Board meeting, as the increase in cases post-Thanksgiving was not as large as anticipated.
Additionally, staff members testing positive for COVID-19 during the Adaptive Pause period are at the same level as when school was in session. Paired with contact tracing information, this data shows that our schools are not the source of most COVID-19 infections.
Due to this information, District 15 intends to resume in-person learning after Winter Break on Tuesday, January 5. We ask that families who travel for the holidays voluntarily quarantine for two weeks (or revised quarantine lengths based upon IDPH guidance) upon returning home. Concurrent learning will be available to in-person students needing to stay home through Friday, January 15. After that date, concurrent instruction will only be available to in-person students who are in quarantine due to illness or exposure.
Information on how to request concurrent instruction from January 5-15 will be shared with families prior to school resuming in January.
Capacity/Boundary Study Update
District administration, STR architectural firm and RSP school planning firm continue to study the District’s enrollment, school capacity and demographic development. The District is also creating a functional capacity for each building based upon programmatic needs with an eye on equitable access across our large District.
This process will continue this winter and spring, with community engagement surrounding potential new school boundaries and programmatic locations occurring in March/April.
The District will continue to update the Board and community on this process as it evolves.
2020 Tax Levy Approved
The Board of Education approved the final 2020 aggregate tax levy on Dec. 9. The tax levy is the formal ask to the Cook County Clerk’s office in the computation of the amount of property taxes to be extended. Property taxes amount to 72 percent of District 15’s annual operating revenues.
The Board of Education approved the levy of $136,125,000, a 4.9 percent increase over the 2019 extension. This is sufficient to capture the 2.3 percent CPI and any unknown increase in the equalized assessed valuations and new property.
It is important to note that the amount actually received will be much less than the 4.9 percent requested because the increase to property tax revenue is limited by the Property Tax Extension Limitation Law (PTELL). The PTELL limits the actual property taxes extended to the lesser of the increase in the Consumer Price Index (CPI) or 5 percent. This levy will be limited by a CPI cap of 2.3 percent plus the amount of tax received on any new property built within the district's boundaries during the last year.
