Survey on Racism, Implicit Bias, and Other Forms of Discrimination

The final research report outlining the results, key findings, and recommendations of the 2024 HCPS Survey on Racism, Implicit Bias, and Other Forms of Discrimination is now ready. Recommendations & Responses
- Continue to educate students and staff members about the impact of language, the history of racism/sexism, and the importance of celebrating multiple perspectives, identities, and cultures within HCPS.
Open-ended comments indicate some prevalence of racism, sexism, implicit bias, and discrimination on the basis of personal characteristics (such as race/ethnicity, sexual orientation, disability, religion, or cultural practices) that manifests as slurs, jokes, or favoritism. Close-ended responses align with this finding; nearly three-quarters of students at the middle and high school level this year indicate that they have heard a classmate or peer make a racist comment or joke either to or about another student. Additionally, only half of middle and two-thirds of high school students this year say they feel comfortable talking to friends or peers about racism, and fewer than half of students at either the middle or high school level say they feel comfortable discussing racism with teachers. Open-ended comments also mention a need for increased education and proactive measures, such as increased awareness and representation of the many cultures in HCPS, including flexibility regarding attendance for common holidays. Supporting increased conversation about and appreciation for multiple perspectives, identities, and cultures within HCPS will also help to promote belonging, which arises in the close-ended results as another area for improvement; less than half of middle and high school students this year indicate that they feel a sense of belonging at school.
Response to Recommendation 1:
- Student completion of Bullying, Harassment, and Intimidation modules (student created) as a proactive measure
- Staff workshops on topics that help create a sense of belonging for all students and staff
- Monthly Diversity 365 Highlights, showcasing ways that schools honor multiple cultures and identities
- Pair increased education and awareness campaigns with a strict enforcement of the HCPS bullying, harassment, and intimidation policy, and continue to equip staff members to appropriately address issues that arise, ensuring that reports of discriminatory conduct do not go unanswered. Some open-ended comments mention a perceived lack of response from some school administrators after issues are reported, indicating that current measures are not sufficiently addressing issues that arise. Additionally, comments indicate that staff members’ responses to reported issues are not consistent and that the disciplinary consequences for engaging in discriminatory conduct are not always clear. Additionally, less than half of students at any school level in either 2020 or 2024 say they are aware of initiatives in HCPS aimed at addressing racism. In working to address these areas for improvement, HCPS can lay out clear policies regarding how students and staff can report issues, how issues will be acknowledged, and how the district (and its schools) are prepared to respond once issues are reported.
Response to Recommendation 2:
- Collaborate with the Director of Middle School Innovation to engage all middle school students in Bullying, Harassment, and Intimidation Policy awareness
- Provide annual professional learning for faculty and staff members to ensure that the procedures outlined in the Bullying, Harassment, and Intimidation policy are followed.
- Develop an awareness campaign which includes universal programs or activities for all youth to prevent bullying, harassment, and intimidation in our schools
- Engage the Superintendent’s Task Force on Equity and the Equity Team to identify strategies to increase education and awareness of bullying, harassment, and intimidation, and address these matters appropriately.
- Continue to empower students to speak up and ensure there are safe, responsive environments available for them to do so, whether through anonymous/confidential reporting systems, open forums, or dedicated support personnel. The open-ended analysis indicates that many students do not feel their voices are being heard or that teachers/staff believe what they say; this finding indicates a need for increased validation and acknowledgment of students’ perspectives and voices. Additionally, only about half of middle and high school students say this year that they feel comfortable approaching their educators for additional assistance or to ask questions. Responses also indicate that increasing representation at the staff level (i.e., hiring more teachers of color) may be impactful; for instance, less than half of middle and high school students say they feel adequately represented in their school by teachers, administrators, and staff members. HCPS should work to provide students with appropriate avenues to communicate with staff members, aim to increase representation among its staff, and work to help students find and cultivate community within their schools.
Response to Recommendation 3:
- Educate students about how to report instances of bullying, harassment, intimidation reporting through the HCPS reporting form
- Use restorative supports to prevent and respond to instances of bullying, harassment, and intimidation
- Engage in measures to increase the confidence and trust of the targeted students and any witnesses. They shall be informed that any information discussed and recorded will be confided to a “need to know” status
- Continue efforts to increase staff diversity through collaboration between HCPS Human Resources, the Office of Equity and Cultural Proficiency, and Talent Pathways
Inclusion Helpers Scheduled Work Days - 2024-25 School Year
The four (4) additional scheduled work days beyond the student calendar for Inclusion Helpers during the 2024-25 school year will be:
- Monday, August 26, 2024
- Tuesday, August 27, 2024
- Wednesday, August 28, 2024 (New Hire ESP Orientation – half day)
- Friday, November 1, 2024
*These are systemwide Professional Development Days, therefore, the hours will be 8:00 a.m. to 3:30 p.m.*

Change to Voluntary Transfer (VT) Request Process for Inclusion Helpers
Effective July 1, 2024, the voluntary transfer portal for Inclusion Helpers will be eliminated. Current Inclusion Helpers may express interest in other Inclusion Helper positions at alternate school locations through the online application process. All other provisions related to transfers and announcement of vacancies for the HCEA-ESP unit will remain in effect. Transfer requests will be considered until August 15.

Schools can still purchase licenses for tools on the approved "essential" or "supplemental" list in the TrustEd Apps Dashboard within Canvas. Finding Available Resources
The TrustEd Apps Dashboard in Canvas provides an up-to-date list of available resources. After current subscriptions expire, tools no longer centrally funded will be moved from "essential" to "supplemental" on the Dashboard.
Transitioning from Paid Features
For Classkick and Nearpod, resources linked within the TrustEd Apps Dashboard offer support on switching from paid features to their free alternatives.
Although transitioning from the subscription to the free version will result in limits and feature changes, resources have been made available to support teachers to continue using these tools effectively in their classrooms.

Lincoln Financial has sold their wealth management business to Osaic. This will likely be largely unnoticed by most plan participants. Effective June 15, Stacey Spedden and her team, Madi, Neil and Shannon, will be affiliated with Osaic. However, Stacey’s team and the services they provide to HCPS will not be changing. Stacey’s practice name will remain Heritage Financial and they will only use the Heritage Financial email addresses. Stacey’s new address is stacey.spedden@heritageconsultants.com. They will also switch to using the participant appointment scheduling tool called Calendly, instead of what we have been using, Click2Meet.

"Ms. Ortiz has been an amazing asset to our school community this year. Ms. Ortiz wanted to get more involved with the school, as her son is a 6th grader here. She started to substitute regularly at our school. In doing so, she has created a positive bridge between our families/communities and the school. She regularly shares events and celebrations with our community as well as the amazing things happening at ABMS. She has created a positive relationship with all of our staff and students as well. They look forward to her being the sub on the list for the day. Additionally, she has helped and volunteered for school activities such as our Honor Roll Assemblies. Her good friend even subs here now, too! She advocates for our students and has a positive impact on our school, community, and family partners. We are very excited about her engagement in ABMS and look forward to the support she will continue to give over the next few years!"

Beginning in January 2023, members of the Communi-Team launched the Communi-Team Adventure! This peer-to-peer staff recognition program honored staff who exhibit one or more of the following values: inclusion, equity, celebration, leadership, and/or perseverance. Honorees were nominated by their peers, who volunteered to step into their shoes for the day and substitute in their absence while they attended an off-site adventure with fellow nominees and members of the Communi-Team. On each adventure, attendees participated in team building activities, built relationships, and engaged in insightful conversation to connect, recharge, and return to their buildings with an expanded network of support throughout the county.
Honorees were recognized in weekly HCPS 411 Updates, received a personalized note from their nominator, and took part in exciting adventures made possible by the generous donations from our community sponsors.
As this program comes to a close, members of the Communi-Team would like to thank everyone for their participation in recognizing one another, and they encourage and invite everyone to continue to celebrate each other in meaningful ways.

Harford County Education Foundation is accepting applications for its prestigious Excellence in Education Award. The Excellence in Education Award will be presented to individuals during the Excellence in Education Breakfast on Friday, October 11, 2024. Now is the time to honor an amazing principal, an impactful business partner, and dedicated volunteers who have given their time and talent to the education of Harford County Public Schools students.

Your Mind Matters: A Family Wellness Night
On the evening of Friday, May 31, Harford County Public Schools, in partnership with the Harford County Local Behavioral Health Authority and the Klein Family Center, participated in the third annual "Your Mind Matters: A Family Wellness Night” at Leidos Field at Ripken Stadium. More than 5,000 HCPS families enjoyed various activities, including crafts, bounce houses, a petting zoo, field games organized by HCPS Physical Education staff, a rock-climbing wall, and a fireworks display. The night concluded with a powerful musical performance by Alex Boye, titled "You Are a 10!", which celebrated positive self-image, resilience, and mental health. The event aimed to promote mental health and wellness in Harford County and provided a fun-filled evening for all families and community members.

Juneteenth
Juneteenth is Wednesday, June 19, 2024. Juneteenth is the oldest-known celebration marking the end of slavery in the United States, first recognized by the state of Texas. It is also known as “Freedom Day,” “Juneteenth National Independence Day,” or “Emancipation Day.” On June 17, 2021, U.S. President Joseph R. Biden signed into law the Juneteenth National Independence Act, which established June 19th as a federal holiday.
National Caribbean American Heritage
During Caribbean-American Heritage Month, we celebrate the achievements and dreams of the millions of people of Caribbean origin now living in the United States while honoring the shared history of joy and perseverance that has united and enriched life across our region for centuries. There is no single Caribbean American identity. The mix of cultures, languages, and religions alive across the United States and the islands reflects the diversity of spirit that defines the American story.
Pride Month
Pride Month commemorates the 1969 Stonewall Uprising in New York City. This historical event served as a major catalyst to ensure the protection of human rights for all Americans. Communities around the nation celebrate with special events, marches, parades, festivities, and remembrances held throughout the month, typically culminating on June 28, the anniversary of the Stonewall Uprising.

Exciting Professional Development Opportunity
Level 1: IIRP Restorative Practices for Educators
Course Title: Level 1- Intro IIRP Restorative Practices for Educators
Course Description: Building and strengthening relationships and community is a critical component of school culture. Restorative practices are an essential process for creating a positive learning environment, building social capital, and resolving relational issues.
During your training session, you will learn the fundamental theory and practices for engaging with students, staff, and parents in your school setting.
Topics include the importance of being explicit about practice, how to set high expectations while being supportive, and ways to build community in your setting. We will discuss giving direct feedback, asking questions that foster accountability, and using effective methods to resolve common conflicts.
You will learn to apply the restorative practices continuum, understanding which restorative processes are best for achieving certain goals or responding to particular situations. We will focus specifically on facilitating circles, an essential process for creating a positive learning environment and school culture. Circles can be used both proactively and responsively to build social capital, sustain relationships, address social problems, and respond when harm occurs. Participants will spend time planning circles to use in their schools.
CANVAS Pre-Work Modules: All participants must complete the RA for Educators Canvas Modules before attending their scheduled training.
Location: These training sessions will be offered in person at the indicated locations or virtually via a TEAMS link sent by the course instructor.
Session Format: There is a Max 24 participants per session and 14 participants need to be registered for the course to run. Session formats are subject to change based on registration. You will be notified by email of any format changes.
Permissions: If you are registering for an in-person weekday training session, you will need to obtain permission from your principal to attend. Sub-coverage pay will be provided.
Payment: For HCPS staff completing the Canvas modules and training outside of their duty day, the compensation rate is the $25/hr. negotiated rate. Payment will be processed upon completion of the course and course feedback form.

Benefits Office Updates
Benefit Deduction Cycle Change for All Employees
Effective July 1, 2024, all employees will experience a change to their benefit deduction cycle, moving from a 20 or 24 deduction cycle to a 22-consecutive pay deduction cycle for all 10-, 11-, and 12-month employees.
NEW THIS YEAR, BEGINNING JULY 1, 2024! All employees, regardless of whether in a 10-, 11-, or 12-month position, will transition to a singular deduction cycle that will occur over 22 consecutive pays throughout the fiscal year beginning with the first pay of the annual school year. During this period, the healthcare deduction includes the cost of your coverage in July and August; you do not need to make additional payments during these months. Employees will see their first 2024-2025 school year deduction as part of the August 30, 2024, pay date. More information about this change can be found on the Benefits Deduction Change Resource SharePoint site.
- Changes For 10-month Employees: You will now have your healthcare premiums for medical, dental, vision, life insurance, and flexible spending spread out over 22 consecutive pays rather than 20 pays. This change will not impact pension and other deductions that are not listed.
- Changes For 11- and 12-month Employees: You will now have your healthcare premiums for medical, dental, vision, life insurance, and flexible spending condensed to 22 consecutive pays rather than 24 pays. You will no longer have a deduction for your above-listed healthcare contributions for pay received in July and at least the first two pays of August. This change will not impact pension and other deductions that are not listed.
If you contribute to the dependent care flexible spending account: As funds are available in your account as contributions are made, your first dependent care deposit will not occur until August 30. If you utilize dependent care flexible spending to offset the cost of summer camps or daycare in the summer, as an example, you may have a delay in when you can access a reimbursement from your dependent care funds until your account balance continues to grow over the fall months.
End of Year Tuition Reimbursement Requests
Tuition reimbursement requests, including the Partial Reimbursement Request form corresponding to your union and an itemized receipt showing payment method(s) and amount(s), and an official transcript, sent separately and electronically from your university, must be submitted to transcripts@hcps.org within 90 days of the course completion date. Please visit the Tuition Reimbursement SharePoint Page for additional tuition reimbursement information, including reimbursement request forms, sample receipts, eligibility, and more details about the reimbursement submission process.
Important Information for Spring 2024 Semester Reimbursement Requests
Spring 2024 semester reimbursement requests received on and after May 1, 2024, will be reimbursed after July 15, 2024, leading up to and including the 2024-2025 school year's first and second pay dates. Employees will receive an email confirming the reimbursement date of their request once it is processed over the summer. This processing timeline will apply to all staff, including those not scheduled to work during the summer break. Employees taking coursework through a direct bill partner will have their coursework billed directly to HCPS. Therefore, no paperwork is needed from the employee for the reimbursement as the partner University/College will provide the required official transcript/grade report.
Courses completed before July 1, 2024, will count towards the July 1, 2023-June 30, 2024 fiscal year, while courses completed on or after July 1, 2024, will count towards the July 1, 2024-June 30, 2025 fiscal year. CareFirst Virtual Care Offering Update
CareFirst BlueCross BlueShield (CareFirst) members can now access a full suite of services through CloseKnit. CareFirst Video Visit is no longer available. This change does not impact your ability to use telemedicine offerings from other providers in the CareFirst network.
CloseKnit is a full-service virtual health offering designed around you. Services include:
- Primary care (ages 18+)
- Urgent adult/pediatric care (ages 2+)
- Behavioral and mental health therapy
- Psychiatry
- Lactation consulting
- Nutritional counseling

CVS/Caremark Service Reporting Tool
Employees who wish to provide feedback on their experience(s) obtaining medications through CVS retail pharmacies are advised to complete the CVS/Caremark Service Reporting Tool, available on SharePoint. This report is monitored bi-weekly by a member of the Benefits Office for further assistance and tracking of member service feedback.
