As we move through February, we’re excited to share key updates and resources to support your work with TIA. This month’s newsletter includes tools for data validation discussions with teachers, application support for Applying Districts, and an upcoming opportunity for face-to-face T-TESS calibration training.
Supporting Teachers with Data Validation
Teachers are ready to learn their designation status and next steps. You can begin your communications once you receive your data validation results. You can utilize a template for communicating with your teachers pending a new or higher designation crafted by TEA's team.

Application Portal & Rubric Resources
For districts currently applying for TIA, we’ve included helpful materials to navigate the application portal. You will also find a link to this year's Application Scoring Rubric. Be sure to check below for guidance to streamline your submission process.
February 13th: Face-to-Face T-TESS Calibration Session
We are hosting a half-day, in-person T-TESS calibration session on February 13th. You can choose between the morning option (9am-12pm) and the afternoon option (1pm-4pm). This is a great opportunity to refine observation skills and ensure alignment with T-TESS evaluation standards.

Recruitment & Retention Strategies
Tips for Using TIA to Recruit Highly Effective Teachers
As districts begin planning for next year’s staffing needs, the Teacher Incentive Allotment (TIA) can be a powerful tool for attracting top talent. Here’s how to leverage TIA to strengthen your recruitment efforts:
1. Promote TIA Widely
Make it clear that your district participates in the Teacher Incentive Allotment by featuring it prominently on your website. Region 9 ESC offers a ready-made TIA webpage template that requires minimal effort to implement. Additionally, highlight TIA as a key selling point in social media posts and recruitment materials.
2. Highlight Eligible Teaching Categories
When advertising open positions that qualify for TIA designations, emphasize this eligibility. Let prospective candidates know they have the opportunity to earn a TIA designation in these roles.
3. Offer Competitive Incentives
Depending on your district’s spending plan, consider using a portion of your TIA funds for signing bonuses or first-year salary supplements to attract high-quality educators.
4. Align TIA with District Priorities
Use TIA allotment funds to reward teachers who contribute to specific district goals. This could include offering additional compensation to educators in high-need subject areas, critical grade levels, or specialized student populations (e.g., English Language Learners (ELL)/Emergent Bilinguals (EB) or Special Education).
By strategically utilizing TIA, your district can enhance its ability to recruit and retain outstanding teachers while advancing key educational priorities.
TIA Teacher Tidbits
Our first TIA newsletter meant for teachers was sent out in January. If you missed it, check it out here! Teachers can subscribe at https://tinyurl.com/R9TIATeacher to receive future editions directly to their inbox.
Region 9 will be hosting an R9 TIA Office Hours on the second Tuesday of every month from 9am-10am. The next one will be on February 11th. The focus will be Next Steps after Data Approval. This Office Hours will be a Zoom only for Region 9 districts. We’ll start each Office Hours with any updates you need to know, and then give you time to ask our TIA Team any specific questions that you have about your designation system, your data for submission or anything else related to TIA.

Applying Districts
Information for Districts Submitting a 2025 Application
- All applications must be submitted via the TIA Online Portal by April 15, 2025. TEA will no longer accept Excel files for an application. This includes districts who wish to expand or modify their systems and districts that are up for renewal. Planning templates are available on the TIA website.
- The district’s listed “portal main contact” received an email from TTU on January 16 notifying them that the portal has opened.
- Any district that wishes to change their portal main contact must email TTU at tia@ttu.edu.

TEA will review MOY data sources, identify potential gaps in data collection, and highlight best practices to address trends in current teacher observation and student growth data.
