Message From Superintendent Dr. Sharon I. Byrdsong
Dear Norfolk Public Schools’ Families:
I want to take a moment to reflect upon our journey during this school year. It has been inspiring to witness the dedication and resilience of our entire school division throughout the fall semester. Together, we have accomplished so much, from engaging classroom activities to successful extracurricular programs that enrich our students' experiences.
November brings not only the transition into a new season but also the opportunity to pause and express gratitude. This month, we celebrate the hard work and commitment of our families, teachers, and staff who strive each day to create a positive and productive learning environment. I encourage everyone to take a moment to acknowledge the efforts of those in your life who make this a season of thanks.
Our recent parent-teacher conferences were an incredible opportunity to foster open communication between home and school, and we encourage all families to keep this dialogue going with our teachers and school leadership. These conversations are essential in understanding students’ progress and developing effective strategies that support their success. Our teachers are energized and eager to partner with you regarding our students’ learning journey, and together, we can create the best path forward to achieve their educational goals.
As we approach Thanksgiving and the holiday season, I invite everyone to take a moment to give back to our community in ways that are meaningful to you. This season is also a time to reflect upon the diverse traditions and celebrations that make our community so special. By embracing and respecting our differences, we create a richer learning environment and foster an atmosphere of warmth, inclusion, and understanding. I am truly proud of our commitment to diversity and the wonderful ways we celebrate it, both in our classrooms and throughout our community.
Let's continue through this school year with a focus on achieving academic excellence and fostering personal growth. I encourage families to engage with their children in discussions about their learning experiences and to find out more about how you can be involved in their learning journey. This collaboration between home and school is vital for fostering a lifelong love of learning.

If You Miss School, You Miss Out!
If you miss school, you miss out is the simple but powerful message behind Norfolk Public Schools’ third School-to-School Attendance Challenge. As part of the division’s multifaceted work to combat chronic absenteeism, NPS kicked off this school year’s challenge at Booker T. Washington High School on October 14, 2024. On October 21, 2024, “The Mighty Bookers” paraded the symbolic attendance flag and handed it off to Richard Bowling Elementary School.
According to the Virginia Department of Education (VDOE), chronic absenteeism is defined as missing 10% or more of the academic year for any reason, including excused absences, unexcused absences, and suspensions. That equates to 18 days per school year or 2 to 3 days per month. Chronic absenteeism may result in low academic achievement, which includes difficulty learning to read by the third grade. Chronic absenteeism is a powerful predictor of dropout rates and has been linked to poor outcomes later in life.
“This attendance campaign brings an element of fun and friendly competition to support our schools and students as we try to help remove barriers to daily, punctual school attendance,” said Superintendent Dr. Sharon I. Byrdsong. “We have division-wide policies and practices in place to address truancy and chronic absenteeism; however, we wanted to go beyond the school-to-student interaction by involving students’ families and the community because we truly believe combatting chronic absenteeism requires an ‘all-hands-on-deck’ approach.”
Norfolk Public Schools started the School-to-School Attendance Challenge campaign during the 2022-23 school year to establish an engaging approach to bringing awareness to chronic absenteeism and its effects on student outcomes. As a result of the division’s efforts, the chronic absenteeism rate decreased from 23.4% in school year 2022-23 to 18.1% in school year 2024-25.
The School-to-School Attendance Challenge represents one aspect of the division’s larger focus on attendance as one of its “Big Rocks;” the other two strategic areas of primary focus include literacy and accountability.
Each week, a school will showcase its innovative initiatives to promote daily and punctual school attendance. The students’, teachers’, and staff’s unique activities will be highlighted on social media throughout the week, with each Friday serving as the culmination of the week’s efforts and the “tapping” of the next school to carry on the challenge torch to the next week.
Past creative approaches to the Challenge have ranged from principals and teachers being “pied” with whipped cream and plunged into dunking booths to student-created chants, songs, and raps meant to raise awareness.
“Ultimately, we want our scholars to know that we sincerely want them to come to school, be ready to learn, and then go out into the world and do great things in life,” Dr. Byrdsong said.
Norfolk Public Schools Recognizes Schools With the Best Attendance for August/September
Norfolk Public Schools will continue recognizing the schools with Best and Most Improved Attendance rates each month as part of the division’s focus on improving on-time, daily attendance.
The division would like to congratulate the top schools that achieved the Best Attendance rate from August 19, 2024-September 27, 2024:
92.0% Sherwood Forest Elementary School (Grades K-5)
91.3% Academy for Discovery at Lakewood (Grades K-8)
93.2% Academy of International Studies at Rosemont (Grades 6-8)
82.7% Maury High School (Grades 9-12)
Note: Norfolk Public Schools will begin recognizing schools in the Most Improved Attendance rate category in November, when the division finalizes its October attendance numbers.

Literacy Focus: All Norfolk Reads
While Norfolk Public Schools champions literacy achievement throughout the year, the month of November, National Family Literacy Month, is the perfect time to remind all NPS stakeholders of the importance of shared reading and writing experiences.
Family literacy is crucial since it creates a strong foundation for every child’s educational development and support for lifelong learning. When families engage in meaningful reading, speaking, and writing activities together, they foster a love of learning, improve language skills, and strengthen emotional bonds. These meaningful interactions help family members model positive reading habits, support children’s academic progress, and build confidence in their learning abilities.
It’s impossible to celebrate literacy without a good book! Students and caregivers have wonderful reading options at their fingertips. Visit NPS Media Services to see what Norfolk’s school libraries and public libraries have to offer. Once the perfect books are selected, visit the National Center for Families Learning and the Norfolk Public Library for unique, fun ways to celebrate family literacy, learning, and togetherness this month and throughout the year!
Specialty Programs Application Open
Norfolk Public Schools is currently accepting applications for middle and high school specialty programs. Applicants are reminded that in order for an application to be considered fully submitted and complete, the application must all be submitted online by 11:59 pm on December 13, 2024. Incomplete applications will NOT be considered.
Applications are available on the NPS website at www.npsk12.com/specialtyprograms. The site includes a complete listing and overview of the programs, as well.
Hands-On Learning With the Elizabeth River Project
Throughout the fall semester, Norview Middle School Sixth will have the opportunity to visit Camp E. W. Young for hands-on learning with the Elizabeth River Project. From river water testing to plant and animal identification, young scholars will learn the importance of watersheds and the human factors that can positively and negatively impact Virginia’s waterways. Sixth Graders across the division will have this opportunity throughout the school year. Learn more about the Elizabeth River Project at www.elizabethriver.org.
Maury Pickle Ball Team Students
Meet Kathryn Howell and Zachary Mendoza, the dynamic duo behind Maury High School Pickleball! Over the summer, they organized an amazing tournament and raised $1,420 for the charity ForKids, which is dedicated to breaking the cycle of homelessness and poverty for families and children in our community.
Together, they proudly dropped off the donation. As seniors who started this club during their junior year, Kathryn and Zachary are passionate about helping those in need. They chose ForKids because the organization makes a meaningful impact right here in Norfolk and Hampton Roads.
Crossroads School Celebrates National Hispanic Heritage Month
Students at Crossroads School learned about Latino culture during National Hispanic Heritage Month, which runs every year from September 15 to October 15. On October 10, 2024, the Dolphins showcased their knowledge and projects in the school’s Second Annual Latino Festival with the community!

The Educator Behind Crossroads School’s Annual Latino Festival
Norfolk Public Schools is a school division that prides itself on being the cornerstone of a proudly diverse community and Crossroads School is a fantastic example of embracing such variety within our school communities.
On October 10, 2024, the Dolphins’ hosted their Second Annual Latino Festival. The event gave families a break from focusing on core subjects and brought everyone together in a social setting to celebrate and learn about a growing culture within their community.
“Over the past few years, the population of Spanish speaking students has grown rapidly at Crossroads. Due to language and cultural barriers, it was difficult to connect with our parents/guardians and families within the community,” said Crossroads’ Principal Dr. Kristen Nichols. “When Julie Ulsh came to me with the idea of hosting events in celebration of Hispanic Heritage, culminating with a Latino festival, I jumped at the idea. This was the perfect opportunity to open our doors to families in a fun and culturally relevant way.”
Julie Ulsh, the English as a Second Language (ESL) teacher at Crossroads, said the Latino Festival was an idea that had been brewing in her soul for a while.
“The year before we started it, I read a book to a second-grade class, titled Pepe and the Parade. It emphasized the importance of celebrating where you are from. The characters marched in a parade with flags from their respective countries,” said Ulsh, who herself is an immigrant and English Learner. “The students loved it and wanted to learn more about Latin American countries and the Spanish language. That was the inspiration and lightbulb moment.”
Ulsh is extremely passionate about her role as an ESL teacher and said that the enthusiasm, support, and collaboration she received from her colleagues, students, families, and community partners was very uplifting.
“The festival is more than an event. [In] the four weeks leading up to it, all students explored, experienced, and celebrated a variety of Latin American music, art, dance, and literacy/language,” said Ulsh. “When we educate everyone, then we empower everyone. The whole school was able to really get to know their Latin American peers, where they are from, the languages they speak, traditions, and other cultural phenomena. From the inception of this process, one of my goals was for this entire celebration to be centered around them, created by them, and led by them.”
Principal Dr. Nichols said, “The teachers that work with our students, including Mrs. Ulsh, help our students to understand that their differences are what make them special. They encourage students to be independent and take pride in their differences. They also encourage all students to respect what other students can bring to the table because of their differences. The diversity that is within the Crossroads School community is what makes Crossroads an amazing school for all students.”
Out of nearly 800 students at Crossroads, 110 students qualify for ESL services and 159 students have special needs. Crossroads is also diverse in the socio-economic makeup of our community. Approximately 65 percent of the student population is considered low socio-economic status.
Plans are already in the making to have a third Latino festival next fall.

VDOE Launches the Unified Virginia Quality Birth to Five (VQB5) Portal
In an effort to ensure all children are Kindergarten-ready; the Virginia Department of Education (VDOE) recently launched the Unified Virginia Quality Birth to Five (VQB5) Portal. All Norfolk Public Schools’ preschools have a VQB5 Quality Profile where families will be able to access a variety of information, including whether a preschool has chosen a quality curriculum (along with access links to health and safety inspections) and quality rating and performance information. Updated annually, the VQB5 Portal enables parents to easily search for a program by name, address, city, or zip code and access quality ratings for each preschool. Proudly, all NPS schools with PreK classes meet expectations set by the VDOE.

Support for English Language Learners and Their Families
To support families with home languages other than English, Norfolk Public Schools offers translation services through The Language Group. This on-demand translation service helps to eliminate communication barriers between our families of English Language Learners and school division staff. Find more information on The Language Group here.
Norfolk Public Schools also offers translation for its website, www.npsk12.com. Click the “Translate” option under the “District Home | Schools” blue button on the top right side of the home page.

Before and After School Care
Norfolk Public Schools continues to collaborate with childcare providers throughout the City to ensure parents/guardians have access to before and after care programs for their child(ren) during the 2024-2025 school year.
These programs are hosted in various school buildings and the City of Norfolk's recreation centers to support parents/guardians who work before and after school hours.
Please be aware that most programs do not include before care options. Providers and site locations will be continually updated throughout the school year.

FREE Tutoring and Student Resources
Did you know that there are a host of FREE resources for your child(ren) to succeed this school year?
NPS’ students in grades 3 through 12 can receive tutoring in math, science, social studies and English language arts. Norfolk Public Schools and FEV Tutor are providing students with free, high-quality, live, one-to-one virtual tutoring and homework help. Schedule a session, or access live tutors around the clock for last-minute homework help and coursework support.

NPS’ Scholars Descend on Naval Station Norfolk for STEM Day 2024
Norfolk Public Schools’ Fifth Graders returned to Naval Station Norfolk for Navy STEM Day/Fleet Fest 2024 on October 18, 2024. The event allowed students to learn from both uniformed and civilian members of the US Navy, Coast Guard, and Marine Corps. Young scholars toured the Navy amphibious assault ship USS Iwo Jima, destroyer USS Gonzalez, and Coast Guard cutters Nathan Bruckenthal and Vigorous. They also participated in a wide variety of hands-on, real-world demonstrations of science, technology, engineering, and math (STEM) including virtual/augmented reality, robotics, aircraft, and computer science.
Keep Norfolk Beautiful International Coastal Cleanup
Keep Norfolk Beautiful works to help our community reduce litter, recycle properly, and beautify Norfolk through education and volunteerism. Students at the Academy of International Studies at Rosemont who participate in the school’s Future Business Leaders of America (FBLA) club participated in the Keep Norfolk Beautiful International Coastal Cleanup on October 11, 2024. The students logged volunteer hours by assisting with tracking, cataloging, and removing litter at Ocean View Beach Park and surrounding areas. The International Coastal Cleanup is a major effort that helps Norfolk better address and prevent the root causes of marine litter. Ocean View Elementary School’s FBLA members partnered with Ocean View Civic League to complete this project. Working together with the civic league provides opportunities for our students to make a difference in their community.

It’s Epilepsy Awareness Month!
This month, we shine a light on epilepsy, a neurological disorder affecting millions worldwide. Epilepsy Awareness Month aims to raise understanding, support those living with epilepsy, and break down the stigma surrounding the condition.
Join us in wearing purple and spreading awareness about seizure first aid, treatment advancements, and the challenges faced by individuals with epilepsy. November 11-15, 2024, is National School Psychology Week!
This week, we celebrate the crucial work of school psychologists in helping students succeed academically, socially, and emotionally. The 2024 theme, “Spark Discovery,” recognizes the work that school psychologists do to help their communities seek out new ideas, effect change, and expand horizons for children and youth.
School psychologists provide invaluable support by promoting mental health, creating safe learning environments, and addressing students' diverse needs. Join us in recognizing their contributions and learning how we can all contribute to the well-being and growth of our students.

Personal Electronic Communication Device/Cell Phone Policy Update
On July 9, Governor Glenn Youngkin issued Executive Order 33 to help bring cell phone-free education to Virginia schools. Starting on January 1, 2025, all Virginia Schools will be cell phone-free “from bell-to-bell.” Learn more about the executive order and what it means for Virginia Schools on the Virginia Department of Education’s website. Through the Vector Alert Tip Reporting System, you can text us, call us, e-mail us, or report using the website or the mobile app, while remaining anonymous. Every tip is taken seriously and thoroughly investigated.

P.B. Young, Sr. Elementary School hosted a financial F.I.T.N.E.S.S. (Financial Improvement Tools Needed for Employment Success and Self-Sufficiency) Workshop for families and community members on October 3, 2024. VIEW THE RECAP VIDEO HERE
P.B. Young, Sr. Elementary School students learned how to design and press their own unique t-shirts.
On October 26, 2024, students from P.B. Young, Sr. Elementary School traveled to the National Museum of African American History and Culture in Washington, D.C. by Amtrak.
Jacox Elementary School students learned the art of cooking by making their own pizzas and enjoying the fruit of their labor.
Ruffner (3-8) School students learned new gaming and coding skills, helping to close STEM achievement gaps.
On October 29, 2024, Ruffner (3-8) School students took part in a virtual learning session with award-winning and bestselling author Jason Reynolds, focused on generating ideas and tapping into feelings and experiences for writing.

Strategic Plan Description and Update
In September 2022, the City of Norfolk School Board approved the implementation of a five-year strategic plan for Norfolk Public Schools. The plan, Continuing the Drive: Equity and Excellence for All, was developed over the course of a full year and included input from students, families, staff, and community members about their goals and desires for the future of Norfolk Public Schools.
The plan outlines the steps Norfolk Public Schools will take to build on success and continue to improve. We know that although the path forward will be challenging, it is necessary to support each student and all stakeholders. We also know that in partnership with our community, we can accomplish the goals set forth before us.
