Know the Rules - Spousal Coordination of Benefits Policy

Covering a Spouse and Spousal Coordination of Benefits (COB) Policy

There are two important questions to consider before enrolling your spouse in a State of Delaware health plan with prescription coverage:

  1. Is your spouse employed full-time or retired from an employer that offers health insurance?

  2. Is your spouse responsible for 50% or less of the premium for the lowest active or retiree health plan available to them?

If you answered “Yes” to both of these questions, then your spouse is most likely required to enroll in his or her employer’s coverage.

Yearly Requirement

IMPORTANT: If you cover your spouse in one of the State of Delaware’s health plans, you MUST complete a Spousal COB Form during initial enrollment, EACH YEAR during Open Enrollment and anytime their employment or insurance status changes. Failure to complete the Spousal COB Form and/or provide additional documentation when required may result in a reduction of spousal benefits.

If You Need to Reset Your Password:

  1. Access Employee Self Service by selecting Gold Button
  2. Select the Forgot Password functionality after selecting the gold login button below.
  3. Input your User ID and your Home Zip Code (or Postal Code). Remember, your User ID is your Employee ID number. If you need to validate your Employee ID number and/or your Home Zip Code (or Postal Code), contact your local HR Department.
  4. Input your last name.
  5. Enter Date of Birth: TWO digit birth month, LAST TWO digits of birth year (no slashes). Example: 1064
  6. Enter the last FOUR digits of SSN.
  7. Create new Password.

Dependent Coordination of Benefits Policy

If your child is covered by more than one insurance, employees should complete the Dependent Coordination of Benefits Form upon initial enrollment into Highmark or Aetna Plans.





Covering a Dependent Child (to age 26) and Dependent Coordination of Benefits (COB) Policy

State employees, pensioners, and employees of participating groups may cover their dependent children to age 26 in their State health care plan, dental plan and/or vision plan with no restriction on marital, employment, student, resident or tax status.





Dependent COB forms must be completed for each enrolled dependent regardless of age, upon:

  • Enrollment in other health coverage,
  • Any time other health coverage changes, or
  • Upon request by the Statewide Benefits Office, Highmark Delaware or Aetna.
